The Japanese government plans to donate 40 million yen (about 347,000 U.S. dollars) for Cambodia to hold disaster management training, an official told Xinhua by phone on Tuesday.
Some 20 million yen of the budget (about 173, U.S. dollars) will go to the Ministry of Education, Youth and Sport for training the students and teachers about disaster, and the rest to the National Disaster Management Committee for strengthening its personnel and institution at local levels, said Pov Samea, secretary general of the committee.
"The fund will help manage and train us about natural disasters in all provinces along the Mekong River, the Tonle Sap Lake and the drought areas which are easy to face natural disasters like flood," he said.
The training project will start in early 2007 in cooperation with the Japanese side, he added.

Japan is the second richest country in the world and they want to maintain their sphere of influence (in part to counter China) and create and keep markets for their products. This is a smart nation. You contribute but one thought - fuck Hun Sun, the Thais, the Vietnamese, now the Japanese, fuck everybody. And those are about the only words you use. By the way, the word is 'prerogative', provocative means something else. It is not that you do not have the right to express your opinions, even in strong language, but it is people like you who are just as dangerous as the present ruling clique in Phnom Penh. They don't use reason, but their own limited vision of things to fit them into their perspective, and if it doesn't fit they make it fit, even using force if necessary. Your comment above that you would blow somebody away clearly shows that you have violent tendencies, perhaps you are violent. I don't know how old you are but it doesn't sound as though you have reached a very high degree of maturity, let alone education. You sound like a typical gang-banger in the ghettos of the U. S., and I suppose this is where you live. Being a patient and understanding man, I would be willing to enlighten you about a few things in the history of Cambodia, its people, and its relationship to its neighbors. But this would be beyond the scope of this blog. There is no reason to condemn all Japanese because some of them come to Cambodia to utilize cheap prostitution (the same thing is happening to neighboring Thailand, Laos and Vietnam), there is no reason to condemn all things Thai or Vietnamese because Cambodia has been the underdog to these countries for centuries. Kampuchea Krom became Vietnamese because the French gave it to them. They didn't take it by force. This happens when colonies are divided up by their masters. This happens when you are the weaker part or you lose. Look at Germany after WWII. They lost a lot of land to the Poles and Czechs and won't ever get it back. The Viet Cong were the guerilla fighters in Vietnam. In case you don't know, it stands for Vietnamese Communist (Viet Cong San). The present day Vietnamese government is still communist but they are not the Viet Cong. Even the Viet Cong grow old and die. This is history and cannot be changed retroactively. There are many similarities with Cambodia and some small countries in the world with bigger and more powerful neighbors. Historically, weaker countries get taken advantage of by their more powerful neighbors. That doesn't make it right but it is a fact. Why did the Europeans form the EU - exactly to prevent this from happening again and from going to war over it. Does that make France, Germany, and the bigger countries and their people bad per se? Most Asian countries are threshold countries and are still going through that period where power and influence to achieve economic development is considered more important than human rights. Hun Sen and his government are thieves, we all know that, but they are seen as the only stable force in the country by the foreign donors. If it weren't for the foreign donors, by the way, Cambodia would be wiped out economically and would most likely again sink back into the throes of civil war. Yes, he is giving very preferential treatment to the Vietnamese, and most likely he still is their puppet. After all, they installed him as Prime Minister, and he was educated in Hanoi. So what do you expect? But even he will eventually disappear. The question is how to bring this about quickly and peacefully. One must not forget that his power base is not only the armed forces, but the mostly illiterate, uneducated rural population of Cambodia where you can buy a vote for 500 riel if not less. That is still the majority. This change certainly can't be done by people like you, living their more or less comfortable lives abroad enjoying the freedoms your host country (and now possibly your home country) has bestowed on you. Where were you when the shit hit the fan, e. g. in 1975? (To use a common vernacular.) I can tell you stories about families who went through that nightmare, having to make do with nothing but what the ground would yield, sometimes hiding from the Khmer Rouge in the jungle, living on berries, roots, ants, etc. And when the Khmer Rouge were finally driven out, these families stuck together, sometimes raising the children of their dead siblings. I know one in particular who raised 20 children of his lost brothers. These people did not flee across the border to Thailand, though a lot of them would have been political refugees as well. They tried to make a living as best as they could. These people continue living in their homeland. No, they are not happy with the present government (at least most of them aren't). But at least they have peace and quiet, if not wealth. Everybody can voice their opinion but please do it in a civilized and thoughtful way. Don't bring your gutter language and behavior to this serious forum, no matter what your intentions. People supporting Hun Sen and his government have the same rights as you - though I still have to see one on this forum yet. You vilify anybody who tries to see things a little more objectively, perhaps not correctly, but that is their right. It would be nice if you just laid off for a while. This forum is mostly for the benefit of the overseas Cambodians anyway. So who are you trying to impress? By the way, and lastly, given the way things are going in Cambodia, I share the firm belief of that one blogger that Hun Sen will be assassinated eventually. He is making so many enemies in his own ranks that it can only be a question of time until some 'crony' will be disgruntled enough to order a hit on him. It can come only from his innermost circle. And who is closer to him than his own body guards? This is traditionally the way things are solved when a prime minister/president overreaches his power too much and becomes a near dictator. And on an optimistic final note, I believe 60% of all Cambodians are under the age of 30. New generations will be more educated and definitely wiser in their overall outlook. Unless the government cracks down on ALL civil liberties as in Myanmar, there is no holding back progress, though slow it may be.
