CLV summit pledges efforts to spur growth triangle

(SGT-HCMC) The fourth summit of the prime ministers of Cambodia, Laos and Vietnam (CLV) wrapped up yesterday, with the three leaders pledging to put stronger and concrete efforts behind the development triangle scheme.

In a joint communiqué issued after the two-day meeting in the resort city of Dalat, the three prime ministers agreed on next steps to bolster cooperation for economic development in border provinces of the three countries, with the active involvement of Japan.

The summit was presided over by Prime Minister Nguyen Tan Dung, Cambodian Prime Minister Samdech Hunsen, and Laos Government leader Bouasone Bouphavanh. It was attended by senior officials of the three countries.

A joint coordination committee will be established soon, with each country assigning a minister to serve as the co-chairman of the committee.

The committee, whose key mandates are to promote the implementation of the master plan on the triangle’s development and to prepare common incentives for investment, will convene its first meeting in Vietnam in the next quarter.

The three prime ministers stressed on the necessity to issue incentives so as to create a favorable business environment to attract investors from the three countries as well as from outside the CLV triangle, according to the communiqué.

The three countries will enhance their coordination to mobilize outside resources, especially from Japan, and will present their joint proposals at the third CLV + Japan Meeting in Cebu in the Philippines.

Japan’s role in the growth triangle was given special emphasis at the summit.

While highly valuating Japan’s investment in the region, the three prime ministers called for further Japanese assistance to the development triangle, especially financial support to 12 socio-economic development projects which have been submitted to Japan since the first CLV + Japan meeting.

The three countries will join forces to organize trade, tourism and investment promotion road shows for the triangle, with the participation of investors from Japan and elsewhere, according to the Vietnam News Agency. The first such promotion road show will be organized soon in Vietnam, and the three countries will arrange a specially-designed trip for Japanese investors to the triangle.

The development triangle encompasses 11 border provinces of the three countries, and was established following initiatives raised at the CLV summits since 1999. The primary goals are to curb poverty and beef up economic growth, and push up social and cultural development in the region on the basis of making full use of the countries’ potentials and complementary advantages. Priorities include infrastructure development, power generation, and ICT.

The next CLV summit will be held in Laos in 2008.

I just returned from my 3 weeks economic tour in Cambodia. Only 50 or less rich tycoons are controlling all the wealths of the whole country. Part of their money secretly connected with the CPP officials. On the other hand, I have to say Cambodia is a lot cleaner, roads are betters, food and services were excellent. Most of my relatives who were invested in real estates are now 3 times richer. Question is how long before all the new appartments/houses are overbuit?

The history of economic cooperation between Cambodia and Vietname can be traced back as far back to the French colonial.

Please keep in mind that during the French colonial, the Khmer Kampuchea Krom was not under Vietname or Cambodia but totally under the French administration.

The Khmer Kampuchea Krom is bustling with business and deep seaports! Now how did the Viet were able to gain control of the Khmer Kampuchea Krom in the first place? Back then alot of Cambodian business use deep seaport in Khmer Kampuchea Krom to do business with the whole world and the French even allow Cambodia to collect tax too!

The very reason that the Viet were able to gain control of the Khmer Kampuchea Krom because stupid Cambodia chooose to cooperate with the Viet economically in the first place under King Sihanouk! Eventually the French pull out from Khmer Kampuchea Krom and the Viet took over Khmer Kampuchea Krom completely in 1949! Don't you know that Cambodia don't even have their own deep seaport until recently in 2004 with the help of the Jap!

There is a lesson to be learned here!

Not all cooperation are good for Cambodia especially economically with Vietname! The Viet use a piece of paper in the name of cooperation but the coersion, intimidation,and bribery with stupid Cambodian officials are not on paper!

Cambodia is on the road to self-destruct again because stupid Cambodian officials choose to cooperate with the Viet! Please don't take my word for it, why don't you look into Cambodian history!!!!!!!!!!!!!!!!!!

While we may not like cooperations, I don't think we Cambodians have a choice. The international community do not even recognize Kampuchea Krom as a separate group, so any thought of Khmer taking that piece of land back is near impossible. All we can do is support them, if and when they decide to immigrate inside Cambodia.

Every country around the world that seeks development has to cooperate with it's neighbor, whether one likes it or not. Cambodia at this point in time is in no position to not cooperate.

My father, an old timer, and his friends hated Youn as much as the guy who troll this blog. However, I see Cambodia as a part of a bigger Asian society. Just as the EU, Asia needs economic cooperation. It is the only way to survive in the 21st century. To isolate yourself and create tensions among your neighbors is an invitation to disaster.

Because Cambodia have NO choice, but to cooperate with Youn, we should improve our educational system, curb corruption, and bring our economy up to par. Once that is done, we will be strong enough to bargain and possibly oppose the view point of Youn. In the meantime, Cambodia is in no position to bargain, until we become economically stronger.

For Cambodians, improve yourself first with better education and a stronger economy, then we will have a position to bargain at the table.

There are many newly independence country around the world! For example! East Timor in Indonesia! The whole Yugoslavia had broken up into three separate coutries: Bosnia,Serbia,and Croatia. The baltic had broken up into three separate countries: Estonia, Latvia, and Lithuania. Even in Russia there so many newly independent countries to be listed here! ahahhahahhaha!

Cambodian will have their way once AH HUN SEN is out the picture! Right now Cambodia is no mood to cooperate anything with the Vietcong! Period!

Cambodian welcome the whole world except the Siam and the Vietcong!

Hopefully you aren't bothered by those invective hurling nitwits like 3:40. Welcoming countries like East Timor, the former Yugoslav republics, and the Baltic countries as examples is like using negative examples to better your own position. But look what they do. They must live peacefully with their neighbors.
There will always be people who keep on living in the past. They cry for the removal of Hun Sen. Hey, what is being done about it? Plus, nothing better will come after him, because there aren't enough educated people with experience to form a new government, with the possible exception of Sam Rainsy, but he is ground up in the dispute between Ranarridh and Hun Sen. You people have got to face it: without a broad educated middle class there won't be a lot of progress in this country.

Simply put, there aren't that much going on in Cambodia except the selling of everything Khmer has and the full cooperation of the Viet-Dog Hun Sen regime with the Viet to push for the speedy and total Vietnamization of Cambodia. You know it and I know it...after it's all said and done...Cambodia is no longer owned by Khmer in just a short while to come...BTW, you've underestimated the khmer people will just a bit, haven't you?

I'm not bothered one bit by this troll. While we both love Cambodia, I am a realist, while he is an extremist with limited vision. All he does is swear and hate.

The key to Cambodia is education. If the population are educated, they will be smart enough to overthrow corrupt officials, and go from there. However, without a proper education to fuel the economy, Cambodia will not have the energy nor the fortitude to oppose our stronger neighbor.

A revolution with out the support of an educated population is worthless, as exemplified by the Khmer Rouge.

Don't those governments know who they are? They are Khmer's leaders with mountain of money coming in the near future. The oil money, anyone rings the bell?

It would be nice to know our government spend their times talking to people who would help them drafting some ideas and plans of what to do with those $B bucks instead. Why waste it with people from the North? To hell with the triangle of the Jap or Youn's money!
