HANOI : The prime ministers of Vietnam, Cambodia and Laos said they would invite Japanese investors to help build up infrastructure and commerce in their poor, rural and remote tri-border area.
The three countries agreed at a summit in Vietnam to invite a Japanese business delegation next year to explore investment opportunities in the "Development Triangle" spanning eight mostly mountainous provinces.
The aim of the initiative first agreed in 1999 was "accelerating economic growth, eradicating hunger, reducing poverty and advancing cultural and social progress," they said in a joint statement.
The agreement was issued after a closed meeting between Vietnam's Prime Minister Nguyen Tan Dung, Cambodia's Hun Sen and Bouasone Bouphavanh of Laos in Dalat, a hill town in Vietnam's Central Highlands.
The target area would take in the provinces of Rattanakiri and Stung Treng in Cambodia, Attopeu and Sekong in Laos, and Vietnam's Kon Tum, Gia Lai, Dak Lak and Dak Nong provinces.
Diplomats said the governments wanted to develop infrastructure including highways and roads, electricity networks and medical facilities.
"The leaders have realised the provinces in this triangle are the less developed in their respective countries," said Yong Chantalangsy, the Lao foreign ministry spokesman.
"In the last few years, the three countries have tried to set up a program to help break their isolation and connect them with each other."
During the next Association of Southeast Asian Nations (ASEAN) summit in the Philippines, starting next week, "there will be a top-level meeting between the three countries and Japan to talk about the project's financing," Yong said.
In their statement the premiers "noted with satisfaction the sharp rise of Japan's FDI (foreign direct investment) into Cambodia, Laos and Vietnam."
They "welcomed Japanese investors to increase their investment in the three countries, particularly in the agreed zones of the Development Triangle Area."
Workshops on trade, investment and tourism promotion in the area should be held with investors from Japan and other countries, and the first such meeting would be hosted by Vietnam, they said.
They also said they were willing to coordinate with Japan "a fact-finding mission for Japanese business people and investors in the Development Triangle Area in 2007 to explore investment and business opportunities."
The neighbours, all of whom continue to battle widespread rural poverty, share a joint history as the former Indochina colonies of France.
Both Laos and Cambodia were later drawn into Vietnam's war against the United States, a conflict that saw heavy bombing especially in the border areas and ended when communist forces took control in all three countries in 1975.
Laos, landlocked and the least populous of the three countries, hopes to become a major transport hub for continental Southeast Asia. A Lao-Thai bridge over the Mekong is due to open later this month.

I want to know how many Khmer workers will be employed? or benifit form this agreement?( or a $300 millions loan from Japan ).
What the fuck is Development Triangle? Why the fuck the Vietcong kept attaching every shit they have to Cambodia and Loa? This Vietcong know that they won't get no loan from the Jap and so they will have to include stupid Cambodia and the Loa in the name of development to get the fucken loan and at the end stupid Cambodia and Loa will bail out the Vietcong from all responsibility! I saw this Vietcong strategy before and during the war and stupid Cambodia will not get anything out of it! Nothing! Nothing! Nothing! What the Vietcong is actually doing is to seek controll over Cambodia and Loa through economic and the fucken Jap are ready to help the Vietcong!
Cambodia must have a clear independent development policy at all cost! Cambodia must oversee any development and cross out any Vietcong domination in Cambodia and Loa!!
The billion of dollars from black gold will put Cambodia way ahead of any Vietcong ambition!
I agreed with you 4:44am. Cambodia ought to have their own agendas on development. I don't need Vietnam to take advantage of us; not now but they will....believe me. I am sick to see Koh Tral is now mapped for Vietnam. It is only 5 miles away from Cambodia's coast. It is sickening.
Why do some of you have to use profanity to make a point. 4:44am has been watching thing for 35 years, I would assume, safely from abroad while most Khmer who didn't have the means to leave had to endure the plight of the VN war aftermath. You guys abroad: go back to your country and help your people back on its feet. Condemning Hun Sen and his cronies won't change a thing. You need to convince the voters not to vote for Hun Sen. Then you will hopefully have a better development policy all around. There is only one way to get rid of Hun Sen - a coup will only bring in another dictator.
To 12:04 AM
What? Do you think I like to use profanity? Of course not and I am just frustrated that is all!
You telling me to convince the Cambodian voter not to vote for AH HUN SEN? I really find this very funny! Maybe you didn't know the real trade mark of Mr.HUN SEN himself! HUN SEN make sure that Cambodian people must vote for him because he has the army, the police, and the prison Prey Sar to prove it! I bet that you haven't the recent assassination of the opposition party members?
Those Cambodian people who dare challenge Mr.HUN SEN and the fat lady will sing at the funeral!
ahahahahah! Tell me some more of your great ideas and I am willing to listen!
9:36
So how would you go about it?
To 10:45PM
Why do you have to ask me such a stupid question?!
You know that Cambodia still inherit Vietcong slave puppet government and why not overthrow the fucken Vietcong slave puppet government!!!And hunt down all the Vietcong double agents!!Duh?
Good answer 4:26AM. I like it. Tell them Man...
4:26, since you are so gungho about it, why don't you trave to Cambodia and starts a revolution? Afterall, you said every one else is afraid. Why don't you take the first step?
To 12:55PM
What? What did I say again? What?
"Afterall, you said every one else is afraid." Is this my very statement that you had quoted me?
Now you better examine in all my writing again and don't try to put word in my mouth! Fucker! Cambodian people have every right not to afraid of anything including you!
Who would be stupid enough not to know that AH HUN SEN Vietcong slave puppet government has got to go! I don't need to be gungho about anything unlike you! I don't need to worry about a damn thing! Time will change everything and you just watch and see for yourself!
2:50
Ranting and raving, nothing but brainless posturing - but right, why don't you go to Cambodia and die a hero's death? You might even be considered a martyr and be adored.
To 2:08 AM
I am too smart for that! ahahhah!
I am in Cambodia fool but not on the Vietcong military ISP Company and there is no way they can trace me down!ahahahahah.
Please don't be surprise when you see a strange keep staring at you and who know it could be me!ahhahah
