Hun Sen can't relent customs to private companies claiming territorial sovereignty protection, but yet hands out vast lands to private foreign firms

January 24, 2007
Cambodian PM claimed to reject 62 million USD loan from ADB

Cambodian government rejected a loan of 62 million U.S. dollars from the Asian Development Bank which required the government to hand over part of customs management to foreign private companies, Prime Minister Hun Sen said on Wednesday.

"Cambodia could not hand over the customs management to any foreign private company because it is the territorial sovereignty of state," Hun Sen said on the 11th Government - Private Forum at the Council for Development of Cambodia, which is joined by foreign diplomats, high ranking government officials and leaders of international organizations.

Foreign consultants advised the Cambodian government to receive the loan for helping the customs management in Cambodia but the government needed to hand over 49 % of share to foreign private companies, he said.

"I opposed the proposal and ADB froze 62 million U.S. dollars in loan for Cambodia," he added.

"I could not sell the territorial sovereignty to any foreign private company and we do not know what kind of materials that they will allow to come into our country ... those materials are risky with national security," Hun Sen said, adding that any ministers and government officials who dare to hand over the customs management to private companies will be fired.

The customs management is where the goods and services from abroad come in, and it is also where corrupt money start snaking its way where appropriate. Why should this HUN SEN/CPP government gives it up to private foreign management? They know the foreign company will do damn better job and at the same time they get no corrupt monies? Obviously they don't want to give it up, clean it up and be an efficient operation.

Millions of state funds have been lost every year because of these asshole people preventing it from happening so they can line their pockets more. Oh not to mention for those luxury SUVs they fancifully showing off each other with not a penny of tax paid to the government.

It is bullshit claiming it a sovereignty of national security. If it is for national security of a sovereignty state; why did they let the Thai soldiers intruded Cambodia's territory and no one is doing about it? And what about millions of those illegal Vietnamese inside Cambodia? Arn't they threatening nation security?

If they are serious about protecting Cambodia; why are they opposing establishing of immigration department to properly monitoring illegal aliens and foreign fugitives who could have security risk in Cambodia? Isn't that threatening national security of sovereign state? Let stop the bullshits and get on with work of protecting Cambodia and Cambodia's interests. You know in your conscience it is not true whatever you claiming. Give Cambodian people a break!

ADB requirement is for the interest of the Cambodians and it's based on government corruption.
It's very shameful for Hun Sen Goevernment.

Protecting Cambodian territory means forming the department of immigration. There are millions of Vietnamese infiltrate in Cambodia. They pose great threat to our national security. There are also hundreds if not thousands of illegal aliens and fugitives are using Cambodia as heaven to conduct their illegal activities which pose great threat to national interest. What do Hun Sen do about those people?

Foreign company operation Cambodian customs pose no threat to Cambodia sovereignty; it only came out from Hun Sen's mouth. Because if happens, his CPP government will no long gets corrupt monies from this venue to continuing their cause of suffering to Cambodian people. They are the greedy selfish people in the world; ranks 12th from the bottom.

Customs management plays important role in business particularly international trade. There are many private customs brokers to serve the demand in the global trade especially industialize countries. If there is any delay of shipment, it is going to be very costly. I think there should be a private custom brokers in Cambodia, because there are more international trades in the future. HUN SEN OPPOSSED THIS BECAUSE HE CAN'T MAKE MONEY UNDER TABLE. THIS IS A CORRUPTED GOVERNMENT.

There will be more jobs created if the private broker firms set up in Cambodia. Those ass holes in the national assembly should think about the people, instead of listen to the one-eye man who has no clue what is going on in the world today. He is driving you guys into the cliff.

9:43 has brought up a very good idea. Cambodia is a member of WTO, trades will be a vital part to sustaining the growth of our ecomony. In order to have the growth of trade and economy we need to have efficient custom clearings, so that trades can be moved in and out more quickly.

Today Cambodian customs clearing takes weeks and months to clear customs duties. What do you think causes that? Your bribe money. Without bribes businesses in Cambodia just cannot function. Any businesses have to bribe, ohterwise it would be just on a standstill and they are happy to keep it this way. Thanks to the government of HUN SEN AND CPP for making this possible. There are hundreds of millions of dollars lining up their pockets each year. Tell me that they care...
