New culture of violence: Young boy savagely beaten up by high-ranking official and his bodyguard for trying to collect empty cans

Kampot – A piece of information which is unbelievable was revealed to us when the perpetrator and his family tried to keep it in silence for a while. The action taken is unbecoming of a high ranking government official who was the former deputy provincial governor of Kampot province, and who is currently the deputy provincial governor of Kompong Cham province. Witnesses of the scene where the violence occurred had criticized the action perpetrated by the official.

The government official and his bodyguard had savagely beaten up a young boy who was collecting empty cans, the boy’s mouth was injured and was bleeding during the incident which took place during the wedding day of the official’s children in 1 May village, Kompong Kandal commune, Kompong Bay district, on 04 Jan 2007.

According to witnesses of the incident, at around 11:30 PM, when almost all the guests were leaving from the wedding reception, there were only about 2 or 3 tables of special guests who were still eating. A young 10 to 12-year-old boy then tried to pick up a soft drink can thinking it was already empty, but in fact, its owner did not finish drinking yet. Suddenly, the bodyguard of the official arrested the boy, and started to beat and kick him. The high-ranking government official, seeing this, joined in with his bodyguard to beat and kick the boy further until his mouth was bleeding. The official said to the boy: “You all give us a hard time all evening already.” Next, when a car was driving nearby the reception area with its headlight on, the high-ranking official then took off and fled inside his house. As for the young boy, he was tied up by the bodyguard to a chair near the reception area. The witness indicated that at around midnight, the wife of the high-ranking official came out with a can of soda and handed it over to the boy and she told him: “Don’t do that again” and she had him released.

Those who witnessed the incident criticized that if the intention was to teach a lesson to the boy, such [violent] action should not be perpetrated, it is very unbecoming of a high-ranking official to use violence against the weak, especially against a young boy. What about this high-ranking official’s honor which he so preciously preserved up to now?

He is worse than a foolish man. He is the deputy governor who is assumed to act like parents and protector of the people. In contrast, he does not perform his role. Even a small, poor boy, he beats unscrupulously, what about adult citizen??? If he likes fighting, the government should send him to Iraq. Although the boy may be a bit annoyed to him or behaved unproperly, that Lok Thom should understand that the boy is very young and poor. The boy gives up his happy boyhood time that most children of the rich enjoy in order to pick up cans to feed his family's hungry stomach. Supposing the boy's father dies, and he is responsible for feeding his sick mother and two other sisters. Lok Thom.. when you beat him near death, it means you kill the whole family..... Ani Ja De Srok Khmer Khnom Mean Nak Thom Doch Lok Chrern.....

...but now, for the first time, I read about bad Cambodian people ???

Now picture yourself in the govenor's shoe and here you are having special occasion with important people!

This homless kid was given many chances to leave the damn place but somehow he didn't!!!

The official said to the boy: “You all give us a hard time all evening already.” This is just pure frustration!!!!! If I were the govenor, I would give the homless kid some food and tell him to leave right away!!!!!

10 yrs ago I hosted a dinner for a couple from Cambodia.The husband was ,an eastern europeen, Doctor who've been working in PPenh since1980.

Dr ..X had told me :" I do not know ,how Cambodia is going to cope with the Culture of Violence ?
cuz people who worked for the Government they were growing up with the gun not education !!!....
He added : " Cambodia would need more years to come to filling the big gap between 1975 until now "
He continued :" Hun Sen had been spend his time to live in the Jungle,the only thing he learned and it makes him to be confidence with the Ruling of Jungle Law.

I wonder how tempting the poor boy was to have tasting of that soft drink. It must have been real tasty.

This poor boy only do what everyone must do when they are hungry. Does he care about good behavior? What do you expect for a country boy who had probably not even schooled properly due to the constant lack of food. Is it his fault not to have enough to eat? Or is it the government's fault not to do enough to ensure everyone would enough food to eat?
