VietNamNet Bridge – According to Vietnamese laws, if “Mr and Mrs Smith” are still “determined” not to get married, they will not adopt a Vietnamese child together.
In case they want to adopt a Vietnamese child, either Brad Pitt or Angelina Jolie can come forward and adopts the child.
Vietnam and the US have signed an agreement on adoption, and any individuals or married couples must follow the stipulated procedures. The adoptive parents will have to complete a file consisting of many documents in accordance with the US and Vietnamese laws, and submit the documents to the Vietnamese Embassy in the US. The documents will be translated into Vietnamese later, and will be submitted to the Department for International Adoption under the Ministry of Justice of Vietnam through an international adoption organisation. The ministry will give guidance to the local Department of Justice, where the child lives, and asks to set up a file about the child. The adoption department will have to approve both the files and then transfer to the chairmen of local peoples’ committees for approval. After these steps, the child hand-over ceremony can be implemented. If the adoptive parents want to get visas for the adoptive children to leave Vietnam, they will have to contact the US Embassy in Vietnam.
Nguyen Cong Khanh, Deputy Head of the Department for International Adoption, once again said that his department has not received any file relating to the adoption by Angelina Jolie, while he does not know for sure if the Hollywood star took any steps for adopting a Vietnamese child when she first visited Vietnam in November 2006. Mr Khanh said that it will take time to adopt a child, taking the cases of a French ambassador, or singer Johnny Hallyday, who could only adopt children after three months since the day of proposal submission.
HCM City Department of Justice has also confirmed that it has not received any instructions relating to the adoption of the couple of stars from the higher levels.
Brangelina have been living together since 2004, but they seem not to plan to get married, though the information about their plan to get married has many times been mentioned on newspapers. Angelina said that her biggest interest is the children, and she loves Brad Pitt because he loves children and is a good father. Therefore, if they want to adopt a Vietnamese child, only one of the two can come forward and apply for the adoption.
Meanwhile, the US People newspaper on January 21 reported that Angelina came to Vietnam this time not to seek a new member for her family. She just came to attend the meeting with representatives from an international financial cooperation organisation, which gives support to the projects in the Mekong sub-regional countries. The newspaper quoted Stephan Bognar, co-chairman of Maddox Jolie-Pitt charity fund as saying that he arrived in HCM City on January 19 together with “Mrs Smith”, and he cannot see any activities of Angelina which can relate to the adoption of a Vietnamese child.
