CPP party president for Sangkat Srah Chak lodges a complaint against Ho Vann, SRP MP, accusing him of incitement and holding an election campaign ahead of schedule and against the election law.
Chhay Thirith lodged a complaint with the National Election Committee (NEC) accusing Ho Vann of inciting the population. This could affect the social security and the calm because he distributed a statement to the people living there.
Chhay Thirith said: “First, he is inciting the people causing them to lose their mind, lose their security in the local precinct. Second, it is not election time yet, he took the opportunity to hold an election campaign to gain vote.”
In response to these accusations, Ho Vann said that the complaint lodge against him is the right of each individual, however, the meeting with the people, the listening of their concerns are the duty of an MP.
Ho Vann added that his 3-point statement had nothing to do with the election campaign: “His accusation that we are holding an election campaign before the election, which words say that? In my statement, I am only defending the interest of the people.”
On 09 Feb, SRP MP Ho Vann from Phnom Penh, as well as SRP candidates from the Sangkat Srah Chak, issued a statement indicating their disagreement to the decision made by the Phnom Penh municipality to lease Boeng Kak Lake area to the Shikaku Inc. company for a duration of 99-year, at a rate of $0.60 per square meter. In Ho Vann’s statement, he discussed three points explaining the impact on the environment [due to the commercial development], the leasing rate well below the market value, and the lack of discussions with the current dwellers.
Regarding this issue, NEC’s Tep Nytha said that he did not receive the complaint yet: “If there is such case, the complaint can be lodged with the city election committee.”
Lon Chheng Kai, president of the Phnom Penh city election committee, said that only the authority can resolve this complaint.
Nevertheless, Comfrel’s Ma Sophal said that according to the content of the statement, Ho Vann cannot be accused of holding election campaign before schedule, because there is no point raised that involves election campaigning.
It is not uncommon to notice that political parties accuse one another of conducting activities against the election law.

so what do you call it when the pro cpp village chief pass out rice, clothing or money to the villagers (who MUST vote for CPP)?

The CPP, especially, Hun Sen can do everything what they want. It is not legal but if SRP officials help the victims they accuss of violate the law or is holding the election campaign. You might remember when Hun Sen warned on Thai star "Phkay Prek" and on TV stations, a few days later the Thai Embassy and companies were destroyed and he was still right but when Mam Sonando reported about the accident he was arrested and put in jail.
