PHNOM PENH, Cambodia — Cambodian election officials say Prime Minister Hun Sen’s ruling party has won an overwhelming victory in local elections.

The National Election Committee announced final results Sunday from the June 3 polls showing that the ruling Cambodian People’s Party won 1,592 of the 1,633 commune chief posts that were at stake.

Opposition parties took the remainder of the seats.

The ruling party earlier claimed victory in the polls and the result was expected. The party has been in power for nearly three decades.

The elections for local governing councils were seen as an indicator of public opinion ahead of general elections expected in 2013.

“Whoever is placed there cannot speak out openly."

The ruling Cambodian People’s Party had a strong showing in this week’s commune election, in part because they have a strong political system in place, observers say. But they also have leveraged the power of the media to their advantage and are able to use public servants and the security forces in campaigning.

Koul Panha, head of the Committee for Free and Fair Elections, called the state-run and pro-CPP media an “unequal arm” in the election process that helped win it votes.

The Cambodian People’s Party swept the commune elections on Sunday, winning nearly 1,600 of 1,633 commune chief positions. The opposition Sam Rainsy and Human Rights parties split 40 commune chief seats, with 22 and 18, respectively.

Opposition officials say they hope to meet in Manila, Philippines, next week to discuss joining together to improve their odds in next year’s general election.

The votes from last Sunday’s commune elections in Cambodia are still being tallied, but by all accounts Prime Minister Hun Sen and his ruling party have fared well.

The Cambodian People’s Party (CPP) controlled 1,592 out of 1,633 communes going into the poll. They will at least match that, and will increase the number of seats they hold in each commune. Communes are clusters of villages – not unlike local district councils in the West – and how they vote is seen as an important indicator for general elections due 12 months from now.

Hun Sen should be happy. He maintained overwhelming control despite a sharp drop in the participation rate to around 60 percent from more than 80 percent at previous polls.

“The low turnout is very concerning.”

Only about half of eligible voters went to the polls on Sunday, election monitors say, thanks to a complicated electoral system, confused registries and irregularities at polling sites.

“It’s almost hard to recognize the result,” said Sam Kunteamy, a monitor for the Neutral and Impartial Committee for Free and Fair Elections, who said about 51 percent of eligible voters cast ballots. “The low turnout is very concerning.”

The ruling Cambodian People’s Party swept the election, winning all but around 40 communes of the country’s 1,633.

Kong Ravine, a monitor for the Committee for Free and Fair Elections, said low turnout was due in part to migratory workers, who remained abroad. The groups 6,000 monitors found numerous irregularities and complexities at polling stations that hampered voting, she said.

Critics say Hun Sen is a ruthless leader who has intimidated his opponents into submission or frightened them out of the country.

PHNOM PENH -- Cambodia's ruling party looks to have won a landslide win in local elections, putting authoritarian Prime Minister Hun Sen on course to remain one of the world's longest-serving leaders after parliamentary elections next year.

Official results from Sunday's elections for the chiefs of areas known as communes are not expected for several weeks but the major parties were in agreement that Hun Sen's Cambodian People's Party (CPP) had swept the polls, as it has in all national ballots in the past decade.

The CPP claimed 72 percent of the seats in what it sees as a test of support ahead of the 2013 election. General elections take place every five years.

“These results show a landslide victory,” top CPP member of parliament Cheam Yeap told Reuters. “This is a basic projection for the parliamentary election in the middle of next year.”
