CAMBODIANS GET SUPPORT FROM PHILIPPINES IN STRUGGLE FOR DEMOCRATIC ELECTIONS
The Philippine Senate today unanimously adopted a resolution supporting the United Nations recommendations for the organization of the national elections in Cambodia on July 28, 2013.
This comes a week after the launch of the International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC) in Manila.
The IPCDEC, chaired by Filipino Senator Franklin Drilon, is an international organization grouping Members of Parliament from all over the world. It was formed to support legitimate demands of the Sam Rainsy Party and the Human Rights Party. These demands, which are in line with UN recommendations, are a reform of the National Election Committee (NEC) and my return to Cambodia, as Opposition Leader, to take part in the forthcoming elections.
The UN recommendations are contained in a Report by the UN’s Special Rapporteur on Human Rights in Cambodia published in August. The report calls for an overhaul of the leadership and the composition of the NEC so as to include balanced representation from all political parties represented in the National Assembly, with consensus required for any important decisions. The UN also calls for a political resolution of my case in order to open the way for my return and my free and full participation in the election process.
We expect other Parliaments and Governments, especially in neighboring countries, to express their solidarity with the Cambodian people and their support for free and fair elections in Cambodia in 2013 that meet international standards.
Democracy and respect for human rights are universal values that guarantee true and lasting stability allowing sustainable and equitable development. With all its member states upholding these values, ASEAN -- whose Parliaments are currently meeting in Lombok, Indonesia, in the framework of the Asean Inter-Parliamentary Association (AIPA) -- will become a stronger, more cohesive, more united and more respected organization that will play a distinct leadership role for peace and international cooperation in Asia and the rest of the world.
I am grateful to Filipino President Benigno Aquino III for discussing the situation in Cambodia with me, and to other Filipino leaders from different political parties for their support for democracy in Cambodia, as evidenced by today’s Philippine Senate Resolution. I am also grateful to Indonesia’s Foreign Minister Marty Natalegawa for receiving me last week in Jakarta and for the fruitful discussion we had.

Senator Loren Legarda hailed the adoption of Senate Resolution No. 873, which expresses support for parliamentary and inclusive democracy in Cambodia, last September 17.
Legarda, Chair of the Senate Committee on Foreign Relations, stressed that the value of democratic governance and parliamentary democracy cannot be understated, and building on electoral reforms is vital to developing a lasting a vibrant democracy.
“I filed this Resolution in cognizance of the 2012 report of Professor Surya Subedi, the UN Special Rapporteur on Human Rights in Cambodia. Cambodia’s national election in July 2013 offers as excellent opportunity to further democratic consolidation,” she said.
“We take exceptional note of Professor Subedi's report that Cambodia has made progress with regard to democratic reforms, observance of the rule of law, and the human rights situation in the country following its adoption of the Paris Peace Agreements,” she detailed.

The Philippine Senate unanimously adopted a resolution last 17 September 2012 supporting the United Nations recommendations for the organization of the national elections in Cambodia, which are scheduled to take place next year.
The resolution stated that "...the Philippine Senate is in full support of efforts that will help promote the conduct of legitimate political activities by all political parties in a free and fair manner." It added that "...the report of the UN Special Rapporteur on Human Rights has also put forward specific recommendations to support preparations for the Cambodian national polls to be held in July 2013 and that consideration of these is crucial" (see here the full text of the resolution).
This comes a week after the launch of the International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC) in Manila.

Prime Minister Hun Sen left for Indonesia yesterday to attend an ASEAN conference for parliamentarians from member states.
The otherwise drab-sounding event packs a twist, though, as opposition and self-exiled leader Sam Rainsy is expected to also be in attendance.
Rainsy, who is self-exiled in France after being convicted of charges that his supporters claim are politically motivated, told the Post yesterday that he held a meeting with Indonesian Foreign Minister Marty Natalegawa on September 13 over the political situation in Cambodia.
“I can only say that I requested to Marty and other parliamentarians to support the UN Special Rapporteur for Cambodia on his recommendations for election organisation in Cambodia,” Rainsy said.

The International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC) was officially launched in historic Club Filipino in San Juan City, east of Manila. Witnessing the event were IPCDEC Chair and Philippine Senator Franklin Drilon, Cambodian Opposition Leader Sam Rainsy, Philippine Presidential Adviser Neric Acosta, Philippine Congressman Jerry Trenas, FNF Country Director Jules Maaten, and Cambodian MPs Saumura Tioulong and Yim Sovann.
IPCDEC is a group of like-minded parliamentarians expressing their solidarity to promote full and inclusive democracy in Cambodia. In particular, it calls that the upcoming parliamentary elections on 28 July 2013 be free, fair, and in accordance with international standards. Past elections in Cambodia, as attested by reports and statements from the European Parliament, Inter-Parliamentary Union and Liberal International, have been plagued with violence and electoral fraud.
"We want to persuade the Cambodian government to promote an environment of peace and openness for opposition parties with their leaders given free and equal chance in the political process" said Senator Drilon. "We at IPCDEC will not only work together to ensure elections are fair, we shall use our organization in restoring democracy in Cambodia to the best of our abilities. We thereby empower the Cambodian people to make a free and informed choice. Everyone in a democratic system deserves nothing less."

Exiled Cambodian opposition leader Sam Rainsy, MP and opposition parliamentarian Saumura Tioulong were warmly received in the Philippine Senate yesterday, 12 September 2012. The Cambodian parliamentarians were given designated seats at the VIP area of the plenary session hall, and were officially recognized by the Senate Majority Floor Leader. The Senate President even went out of his way to greet the distinguished guests.
MP Sam and MP Tioulong were in the Philippines to gather support from Filipino Senators and Members of Congress for the International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC). IPCDEC, chaired by Philippine Senator Franklin Drilon, was officially launched in Manila last 10 September 2012. It is a group of like-minded parliamentarians expressing their solidarity to promote full and inclusive democracy in Cambodia. Its members come from all parts of the globe, from Europe to Asia-Pacific.
The Cambodian parliamentarians went to the Philippine Senate yesterday to pay a courtesy call to Senator Drilon and Senator Francis Pangilinan, liberal colleagues and friends from the Council of Asian Liberals and Democrats (CALD). The Liberal Party of the Philippines (LP), where Senator Drilon and Senator Pangilinan belong, and the Sam Rainsy Party (SRP) of MP Sam and MP Tioulong, are both members of CALD.

SAM RAINSY MEETS WITH INDONESIAN FOREIGN MINISTER MARTY NATALEGAWA
Today in Jakarta, Cambodian Opposition Leader Sam Rainsy and Member of Parliament Saumura Tioulong had a friendly and fruitful meeting with Indonesia's Foreign Minister Marty Natalegawa at the Ministry of Foreign Affairs. On September 14, Sam Rainsy is invited to the Indonesian Parliament where he will hold discussions with a number of parliamentarians from different political parties.
Sam Rainsy is on a 7-day visit to The Philippines and Indonesia.
Results from his meetings in The Philippines, especially at the Philippine Senate where he was received as a guest of honor, will be reported later.

PHNOM PENH & WASHINGTON DC - The Cambodia National Rescue Party inaugurated its headquarters in Phnom Penh on Tuesday, setting the stage for the new opposition to begin preparations in earnest for 2013 national elections.
Speaking via Skype from Manila, Sam Rainsy, the head of the party, said the new headquarters signaled “hope for change in the near future.”
The new party will merge members of the Sam Rainsy and Human Rights parties, but leaders say they hope it will also draw new supporters when the country votes for parliamentary representatives in July 2013.
Sam Rainsy told his supporters Tuesday that a united opposition would mean victory in the election. “When one faces one, there will be change,” he said. “In every country in the world, when democrats unite, the democrats win over the dictators.”

Honorable Sam Rainsy, MP, leader of the biggest opposition party in Cambodia arrived in Manila this week to launch the International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC). The official launch was on the 10th of September in Club Filipino, and was attended by Senator Franklin Drilon, Secretary Neric Acosta, Congressman Jerry TreΓ±as, and Cambodian MPs Saumura Tioulong and Yim Sovann.
Senator Franklin Drilon, who chairs the IPCDEC, introduced the committee as a "group of like-minded parliamentarians expressing their solidarity to promote full and inclusive democracy in Cambodia."
"This committee is of paramount importance in light of forthcoming elections parliamentary elections in Cambodia on July 2013", Senator Drilon added. He noted how past elections in Cambodia have been plagued with violence and electoral fraud, not unlike the plight of Filipinos not long ago.
