Cambodians Get Support From Philippines in Struggle For Democratic Elections
Lombok, Indonesia, September 17, 2012
CAMBODIANS GET SUPPORT FROM PHILIPPINES IN STRUGGLE FOR DEMOCRATIC ELECTIONS
The Philippine Senate today unanimously adopted a resolution supporting the United Nations recommendations for the organization of the national elections in Cambodia on July 28, 2013.
This comes a week after the launch of the International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC) in Manila.
The IPCDEC, chaired by Filipino Senator Franklin Drilon, is an international organization grouping Members of Parliament from all over the world. It was formed to support legitimate demands of the Sam Rainsy Party and the Human Rights Party. These demands, which are in line with UN recommendations, are a reform of the National Election Committee (NEC) and my return to Cambodia, as Opposition Leader, to take part in the forthcoming elections.
The UN recommendations are contained in a Report by the UN’s Special Rapporteur on Human Rights in Cambodia published in August. The report calls for an overhaul of the leadership and the composition of the NEC so as to include balanced representation from all political parties represented in the National Assembly, with consensus required for any important decisions. The UN also calls for a political resolution of my case in order to open the way for my return and my free and full participation in the election process.
We expect other Parliaments and Governments, especially in neighboring countries, to express their solidarity with the Cambodian people and their support for free and fair elections in Cambodia in 2013 that meet international standards.
Democracy and respect for human rights are universal values that guarantee true and lasting stability allowing sustainable and equitable development. With all its member states upholding these values, ASEAN -- whose Parliaments are currently meeting in Lombok, Indonesia, in the framework of the Asean Inter-Parliamentary Association (AIPA) -- will become a stronger, more cohesive, more united and more respected organization that will play a distinct leadership role for peace and international cooperation in Asia and the rest of the world.
I am grateful to Filipino President Benigno Aquino III for discussing the situation in Cambodia with me, and to other Filipino leaders from different political parties for their support for democracy in Cambodia, as evidenced by today’s Philippine Senate Resolution. I am also grateful to Indonesia’s Foreign Minister Marty Natalegawa for receiving me last week in Jakarta and for the fruitful discussion we had.
SAM RAINSY
Elected Member of Parliament
President of the Cambodia National Rescue Party, Cambodia’s united democratic opposition which currently has 40 elected National Assembly Members and Senators

Legarda Hails Adoption of Resolution to Support Efforts for Parliamentary and Inclusive Democracy in Cambodia
| MP Sam Rainsy and Senator Loren Legarda in the Philippine Senate |
September 18, 2012
Council of Asian Liberals and Democrats
Senator Loren Legarda hailed the adoption of Senate Resolution No. 873, which expresses support for parliamentary and inclusive democracy in Cambodia, last September 17.
Legarda, Chair of the Senate Committee on Foreign Relations, stressed that the value of democratic governance and parliamentary democracy cannot be understated, and building on electoral reforms is vital to developing a lasting a vibrant democracy.
“I filed this Resolution in cognizance of the 2012 report of Professor Surya Subedi, the UN Special Rapporteur on Human Rights in Cambodia. Cambodia’s national election in July 2013 offers as excellent opportunity to further democratic consolidation,” she said.
“We take exceptional note of Professor Subedi's report that Cambodia has made progress with regard to democratic reforms, observance of the rule of law, and the human rights situation in the country following its adoption of the Paris Peace Agreements,” she detailed.

The Philippine Senate unanimously adopted a resolution last 17 September 2012 supporting the United Nations recommendations for the organization of the national elections in Cambodia, which are scheduled to take place next year.
The resolution stated that "...the Philippine Senate is in full support of efforts that will help promote the conduct of legitimate political activities by all political parties in a free and fair manner." It added that "...the report of the UN Special Rapporteur on Human Rights has also put forward specific recommendations to support preparations for the Cambodian national polls to be held in July 2013 and that consideration of these is crucial" (see here the full text of the resolution).

China wary of U.S. military moves in Asia-Pacific
![]() |
| U.S. Defense Secretary Leon E. Panetta is likely to face sharp questions when he arrives in Beijing for talks with China’s defense minister. |
As Defense Secretary Leon Panetta visits Beijing this week, the U.S. is forging closer defense ties to countries near China and renewing its focus in the South Pacific.
September 16, 2012
Los Angeles Times (USA)
WASHINGTON — When a senior U.S. general met in Beijing recently with Lt. Gen. Cai Yingting, the deputy chief of China's armed forces, Cai forcefully objected to America's expanding military presence in Asia and the Pacific, describing it as an effort to encircle his country.
"Why are you containing us?" Cai demanded, according to a U.S. official who was present and described the incident in return for anonymity.
The U.S. general denied seeking to contain China, but it's easy to see why officials in Beijing might get that impression.
The Obama administration is forging closer defense ties to countries near China, including India, Vietnam, the Philippines, Indonesia and Singapore; repositioning troops, planes and ships; and stepping up aid in the South Pacific to offset attention from Beijing.

Asian territory disputes could trigger war: Panetta
2012-09-16
AFP
AFP
China and other Asian countries could end up at war over territorial disputes if governments keep up their "provocative behaviour", US Defense Secretary Leon Panetta said Sunday.
Speaking to reporters before arriving in Tokyo on a trip to Asia, Panetta appealed for restraint amid mounting tensions over territorial rights in the East China Sea and the South China Sea.
"I am concerned that when these countries engage in provocations of one kind or another over these various islands, that it raises the possibility that a misjudgment on one side or the other could result in violence, and could result in conflict," Panetta said, when asked about a clash between Japan and China.
"And that conflict would then have the potential of expanding."

The International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC) was officially launched in historic Club Filipino in San Juan City, east of Manila. Witnessing the event were IPCDEC Chair and Philippine Senator Franklin Drilon, Cambodian Opposition Leader Sam Rainsy, Philippine Presidential Adviser Neric Acosta, Philippine Congressman Jerry Trenas, FNF Country Director Jules Maaten, and Cambodian MPs Saumura Tioulong and Yim Sovann.
IPCDEC is a group of like-minded parliamentarians expressing their solidarity to promote full and inclusive democracy in Cambodia. In particular, it calls that the upcoming parliamentary elections on 28 July 2013 be free, fair, and in accordance with international standards. Past elections in Cambodia, as attested by reports and statements from the European Parliament, Inter-Parliamentary Union and Liberal International, have been plagued with violence and electoral fraud.
"We want to persuade the Cambodian government to promote an environment of peace and openness for opposition parties with their leaders given free and equal chance in the political process" said Senator Drilon. "We at IPCDEC will not only work together to ensure elections are fair, we shall use our organization in restoring democracy in Cambodia to the best of our abilities. We thereby empower the Cambodian people to make a free and informed choice. Everyone in a democratic system deserves nothing less."

Cambodia names new envoy after Asean gaffe [-The Philippines made sure Hos Sereythonh left Manila in disgrace]
By Sara Fabunan | August 19, 2012
Manila Standard Today
Manila Standard Today
The Cambodian government has appointed Foreign Affairs undersecretary Tout Panha as the new ambassador to the Philippines, replacing Hos Serathon, who struck a raw nerve with his remark that the Philippines and Vietnam were playing “dirty politics” on the South China Sea issue.
In a letter to a major daily, Sereython accused Manila and Hanoi of stalling last month’s Asean foreign ministers meeting in Phnom Penh by pushing for an “inflexible and non-negotiable” position on territorial disputes with China in the West Philippine Sea (South China Sea).
After the story came out, Sereython was summoned by the Foreign Affairs to explain his remark, but the Cambodian envoy did not appear, pleading illness.
On July 30, after receiving a note verbale from the DFA, Sereython and his family left for Cambodia. He was sent off at the airport by Cambodian ministry officials and was escorted by airport police instead of the usual protocol officers.

New Ambassador Appointed To Philippines After Row
Cambodia has nominated a new ambassador to the Philippines, following a diplomatic row over the failed Asean security meeting in July and Cambodia’s positions on the South China Sea.
Heng Reaksmey, VOA Khmer
18 August 2012
PHNOM PENH - Cambodia has nominated a new ambassador to the Philippines, following a diplomatic row over the failed Asean security meeting in July and Cambodia’s positions on the South China Sea.
The former ambassador, Hos Sreythoun, was recalled to Cambodia Aug. 6, despite calls from the Philippines government to answer for statements he made in the media criticizing the Philippines for helping derail the Asean meeting.
Cambodia hosted the security meeting last month, in its role as rotating president of Asean, but the region’s ministers failed to agree on a code of conduct for the South China Sea or even to deliver a joint communique on their meeting, a first in 45 years.

Controversial Cambodian Ambassador to the Philippines Hos Sereythonh left Manila quietly with his family on board a Philippine Airlines flight to Ho Chi Minh City at 1:10 p.m. on Friday.
He said he hoped to be back in the Philippines with his family for a vacation.
“I love the Philippines and hope to be back for a vacation with my family”, he said.
He refused to answer questions over his non- appearance in the Department of Foreign Affairs after he was summoned regarding his letter published in a Manila newspaper last month accusing the Philippines and Vietnam of playing “dirty politics” in their territorial row with China during the foreign ministers’ meeting of the Association of Southeast Asian Nations in Phom Penh.

The Rasmei Kampuchea Daily, Cambodia’s largest daily newspaper, said local political analysts believe that the ambassador’s early return could be a move by Cambodia to ease tensions between the two Southeast Asian countries.
MANILA, Philippines - Cambodian Ambassador Hos Sereythonh left Manila yesterday, cutting short his tour of duty ahead of schedule after the Department of Foreign Affairs (DFA) protested about his comments on the West Philippine Sea dispute.
Hos, his wife, daughter and granddaughter boarded a Philippine Airlines flight to Vietnam at 1 p.m. and were seen off by Cambodian embassy Second Secretary Tan Chandaravuth.
Hos never showed up at the DFA to respond to its summons.
DFA spokesman Raul Hernandez said Hos was summoned to appear at the DFA on July 30 but the envoy begged off, citing health reasons. The next day, Tan arrived at the DFA and received the DFA’s note verbale containing the protest over allegations Hos made in his letter to STAR editor-in-chief Ana Marie Pamintuan.
