No Reform of National Election Committee, Ministry Says

Election monitors say the reform of the NEC and some election regulations is necessary for free and fair elections.

PHNOM PENH - The Ministry of Interior will not change the composition of the National Election Committee ahead of 2013 elections, an official told reporters Thursday, following talks with a delegation of opposition officials.

Prum Sokha, secretary of state for the ministry, said a change of the NEC now would necessitate the cancelation of the election and would create social instability.

Opposition officials said they will now consider whether to contest the elections at all.

Yim Sovann, a spokesman for the opposition Sam Rainsy Party, said more than 1.5 million people were unable to vote in commune elections in June, thanks to complicated registration and voting procedures and potential interference from local officials loyal to the ruling Cambodian People’s Party.

WASHINGTON DC - Ministry of Interior officials will meet with a delegation of opposition leaders this week to discuss complaints of political bias at the National Election Committee.

The NEC is supposed to be an independent government agency tasked with running elections, but opposition officials say it is biased toward the ruling party and have sought to reform it ahead of national elections in 2013. The Ministry of Interior prepares the candidate lists for NEC positions, then sends them to the Council of Ministers for approval.

Opposition officials had requested to meet with Interior Minister Sar Kheng to request a change of the NEC’s leadership and other election-related procedures. Two representatives each from the Human Rights and Sam Rainsy parties will in fact meet with Prum Sokha, a secretary of state for the ministry, on Thursday.

CAMBODIANS GET SUPPORT FROM PHILIPPINES IN STRUGGLE FOR DEMOCRATIC ELECTIONS

The Philippine Senate today unanimously adopted a resolution supporting the United Nations recommendations for the organization of the national elections in Cambodia on July 28, 2013.

This comes a week after the launch of the International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC) in Manila.

The IPCDEC, chaired by Filipino Senator Franklin Drilon, is an international organization grouping Members of Parliament from all over the world. It was formed to support legitimate demands of the Sam Rainsy Party and the Human Rights Party. These demands, which are in line with UN recommendations, are a reform of the National Election Committee (NEC) and my return to Cambodia, as Opposition Leader, to take part in the forthcoming elections.

The UN recommendations are contained in a Report by the UN’s Special Rapporteur on Human Rights in Cambodia published in August. The report calls for an overhaul of the leadership and the composition of the NEC so as to include balanced representation from all political parties represented in the National Assembly, with consensus required for any important decisions. The UN also calls for a political resolution of my case in order to open the way for my return and my free and full participation in the election process.

We expect other Parliaments and Governments, especially in neighboring countries, to express their solidarity with the Cambodian people and their support for free and fair elections in Cambodia in 2013 that meet international standards.

Democracy and respect for human rights are universal values that guarantee true and lasting stability allowing sustainable and equitable development. With all its member states upholding these values, ASEAN -- whose Parliaments are currently meeting in Lombok, Indonesia, in the framework of the Asean Inter-Parliamentary Association (AIPA) -- will become a stronger, more cohesive, more united and more respected organization that will play a distinct leadership role for peace and international cooperation in Asia and the rest of the world.

I am grateful to Filipino President Benigno Aquino III for discussing the situation in Cambodia with me, and to other Filipino leaders from different political parties for their support for democracy in Cambodia, as evidenced by today’s Philippine Senate Resolution. I am also grateful to Indonesia’s Foreign Minister Marty Natalegawa for receiving me last week in Jakarta and for the fruitful discussion we had.

Philippine Senate Unanimously Adopts a Resolution on Cambodia

The Philippine Senate unanimously adopted a resolution last 17 September 2012 supporting the United Nations recommendations for the organization of the national elections in Cambodia, which are scheduled to take place next year.

The resolution stated that "...the Philippine Senate is in full support of efforts that will help promote the conduct of legitimate political activities by all political parties in a free and fair manner." It added that "...the report of the UN Special Rapporteur on Human Rights has also put forward specific recommendations to support preparations for the Cambodian national polls to be held in July 2013 and that consideration of these is crucial" (see here the full text of the resolution).

This comes a week after the launch of the International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC) in Manila.

Sam Rainsy Receives Warm Welcome in the Philippine Senate

Exiled Cambodian opposition leader Sam Rainsy, MP and opposition parliamentarian Saumura Tioulong were warmly received in the Philippine Senate yesterday, 12 September 2012. The Cambodian parliamentarians were given designated seats at the VIP area of the plenary session hall, and were officially recognized by the Senate Majority Floor Leader. The Senate President even went out of his way to greet the distinguished guests.

MP Sam and MP Tioulong were in the Philippines to gather support from Filipino Senators and Members of Congress for the International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC). IPCDEC, chaired by Philippine Senator Franklin Drilon, was officially launched in Manila last 10 September 2012. The Cambodian parliamentarians went to the Philippine Senate yesterday to pay a courtesy call to Senator Drilon and Senator Francis Pangilinan, liberal colleagues and friends from the Council of Asian Liberals and Democrats (CALD). The Liberal Party of the Philippines (LP), where Senator Drilon and Senator Pangilinan belong, and the Sam Rainsy Party (SRP) of MP Sam and MP Tioulong, are both members of CALD.

SAM RAINSY MEETS WITH INDONESIAN FOREIGN MINISTER MARTY NATALEGAWA

Today in Jakarta, Cambodian Opposition Leader Sam Rainsy and Member of Parliament Saumura Tioulong had a friendly and fruitful meeting with Indonesia's Foreign Minister Marty Natalegawa at the Ministry of Foreign Affairs. On September 14, Sam Rainsy is invited to the Indonesian Parliament where he will hold discussions with a number of parliamentarians from different political parties.

Sam Rainsy is on a 7-day visit to The Philippines and Indonesia.

Results from his meetings in The Philippines, especially at the Philippine Senate where he was received as a guest of honor, will be reported later.

Exiled Cambodian Opposition Leader Sam Rainsy to be welcomed by Senator Frank Drilon in Manila

Opposition leader Sam Rainsy

Sam Rainsy, MP, leader of the biggest opposition party and democratic movement in Cambodia,will arrive in Manila next week to discuss recent political developments in his country ahead of crucial parliamentary elections in July 2013.

The opposition leader, who has been in exile in France for more than a year now, will speak together with Senator Frank Drilon in the launch of International Parliamentary Committee for Democratic Elections in Cambodia (IPCDEC), which Senator Drilon chairs. MP Rainsy and Senator Drilon are the present and past Chairperson of Council of Asian Liberals and Democrats (CALD) respectively, a network of liberal and democratic political parties in Asia.

The IPCDEC launch will be held on Monday, 10 September 2012, 9:00 am to 11:00am in Waling-Waling Room, Club Filipino, Greenhills, San Juan, Metro Manila. A press conference will follow the launch.

Philippine Presidential Adviser for the Environment, Dr.Neric Acosta, who is also the CALD Secretary General, will moderate the event.

UN Envoy Says Political Solution Must Be Found for Opposition

In a statement Tuesday, the envoy, Surya Subedi, says a political solution should be found to enable Sam Rainsy to “play a full role” in the election.

Surya Subedi gave 17 recommendations for election reform in order for next year’s polls to meet international standards.

WASHINGTON DC - The UN’s special envoy for human rights is calling for a political solution that would allow the return of opposition leader Sam Rainsy ahead of national elections in July 2013.

In a statement Tuesday, the envoy, Surya Subedi, says a political solution should be found to enable Sam Rainsy to “play a full role” in the election. He also said Cambodian elections need the trust of the Cambodian people or the country risks a return to its violent past.

The statement was released alongside his most recent report to the UN on Cambodia’s human rights environment, following a visit earlier this year.

This is not the first that Hun Xen use this dirty tactics to threaten others by revealing secret documents and taped conversations, especially against his popular political opponents who have the ability to wrestle power away from him. Hun Xen issued a taped conversation with Kem Sokha and he threatened to reveal secret documents of his meeting with opposition leader Sam Rainsy. Lately, Hun Xen accused SRP MP Son Chhay of being his spy and his adopted younger brother. Now think about it: if Son Chhay is really Hun Xen’s spy, why would Hun Xen risk losing one of his agents by revealing his identity? Either Hun Xen is dumb or he is a pathetic liar. RFI’s weekly guest on 11 August 2012 is Mr. Son Chhay, the SRP whip at the National Assembly. In response to Kuoch Kuntheara’s questions, Son Chhay indicated that he only trust 50% of Hun Xen’s clarifications on the Vietnamese border problems. According to Son Chhay, there is a large number of new issues that Hun Xen did not clarify, furthermore, he used this public forum to curse the opposition party instead.
