COMFREL is please to inform and invite media representative that COMFREL will conduct the Press Conference on Preliminary Findings on the 2011 Voter registration and Program on Electoral Participation through Social Media.
The press conference will include:
- COMFREL’s findings on the 2011 voter registration including the administrative findings and environment surrounding voter registration, media monitoring and minuses of state resource
- COMFREL’s project on electoral participation through social media and telecommunication which allow the voters to express electoral opinion, access electoral information and a resources of election related documentation.

A complaint against Sam Rainsy Party legislator Mu Sochua had been dropped yesterday because a court would take too long to deal with it, Hor Vengnai, the Kandal province’s Kbal Koh commune chief who first filed the complaint, said.
On Wednesday, Hor Vengnai filed a complaint against Mu Sochua with the National Election Commission in response to her use of loudspeakers to disseminate voter information, which he saw as disturbing public order.
The NEC told Hor Vengnai he would have to take the complaint to court.
“I did not send the complaint to court,” Hor Vengnai said. “The court case is not easy and takes a long time, so my leaders have told me to end it.”
The complaint was a serious violation of human rights and free and fair elections, Mu Sochua told the Post yesterday. “The NEC has to stand on its own feet and be strong,” she said.

Opposition parties voiced complaints to the National Election Committee yesterday accusing commune authorities across Cambodia of harassment and bias during voter registration drives.
During an NEC meeting attended by representatives from the ruling Cambodian People’s Party, the Human Rights Party, Funcinpec and other political parties, Sam Rainsy Party lawmaker Ho Vann said SRP members were being harassed by commune authorities when they distributed leaflets encouraging people to register to vote.
“We want to have more registration. I would like the NEC to make it clear whether distribution of leaflets or use of microphones to spread the word of voter registration is forbidden or not,” Ho Vann said at the meeting.
NEC secretary-general Tep Nytha said parties must not use the voter registration period as an election campaign and could only distribute information in accordance with the law.
“Political parties can distribute leaflets and use microphones if they have permission from local authorities,” he said. “Distributing leaflets affects public order: that is why it is prohibited.

Prime Minister Hun Sen has called on all citizens, regardless of political persuasion, to register for commune elections scheduled for July next year.
Speaking to about 4,000 graduating students yesterday at Phnom Penh’s Diamond Island, the premier said that since 2008 some 10,000 soldiers had been unable to register because of armed conflict along the Cambodia-Thai border over the disputed Preah Vihear temple area.
“I would like to appeal generally, it doesn’t matter which political party you will vote for ... you have to register and check your name on the voter list,” he said.

The Free Trade Union has asked the Minister of Labour and Vocational Training to ensure that factory management allows employees time off to return to their home towns and villages to verify that their names are registered on voters’ lists for next year’s commune elections.
FTU president Chea Mony wrote to Vong Soth on Monday, urging him to ensure that workers were given time off to fulfil their duties as citizens and vote.
They will need to verify their names are on voters’ lists, or register if they have just reached the voting age, during the time set by the National Election Committe, which ends on October15, he said.

Sunday is a day of rest – however only for some, especially in Cambodia. The supporting youths of the Sam Rainsy Party in Battambang take this as an advantage, take to the streets the message they would like to share; “Youth – register to vote for a bright future”.
The head of youth movement at the provincial level for SRP Battambang is Suon Chamroeun; he has been involved with the party since 2005. When asked what he studied at University he replies, “a completely different field from politics – marketing, it’s complicated why I got involved, [partly] because I could not see the logic of using my potential for the gains of the businessman in a [corporate job]”. I ask what constitutes a youth; his reply is anyone between 16 years old to 30 years old. Youth involvement within the party increases during the one month campaign period however diminishes once this is over; Chamroeun says there must be a strategy to keep them involved for the long run. Chamroeun reveals to me research that has shown youths within Cambodia to have significantly lower interests in politics than across other countries; just 4% and less than half of these are actively involved.
Youths have the power to make a change, to voice their opinions on political issues in order to secure their future wellbeing. The Sam Rainsy Party defend the rights of freedom of speech and strongly support youth involvement.
On Sunday morning, 29 SRP youth supporters gathered at a house in Toul Ta Ek, Battambang where they joyfully received their shirts displaying the message – youth register to vote for a bright future. They are extremely happy to be here, to be part of something they believe in. They understand that they have the right to make choices, to be involved in making a change; and the efforts of walking the streets door-to-door allow us to spread awareness to others about voter registration.

The irregularities of vote registration on 4-5 September 2011:
1- Vote registration officials in Takong commune, Malai district, and Ou Bei Choan commune, Ou Chrov district, Banteay Meanchey province were absent from the commune office.
2- Sre Char Commune chief, Snoul district, Kratie province did not issue identity papers to SRP representatives.
3- Vote registration officials in Sre Char commune, Snoul district, Kratie province were consistently late to the commune office.
4- Vote registration officials in Sre Khtom commune, Keo Seima district, Mondulkiri province were not present at the commune office in the afternoon.
5- Vote registration officials in Toul Sangke commune, Russey Keo district, Phnom Penh Capital denied registration to people who had legal documents. They were required to ask for permission from a village chief to register.
6- Vote registration officers in Toul Sangke commune, Russey Keo district, Phnom Penh Capital allowed commune security wearing regimental uniforms to sit down with party representatives in the vote registration office.
7- Security guards in O-Russey 3 commune, 7 Makara district, Phnom Penh Capital threatened SRP representatives who were observing the vote registration.
The Sam Rainsy Party requests to NEC and authorities to take action to solve these irregularities and to protect the events from occurring again.

Protecting Voting Right of a Woman with Disability

On the 2nd day of voter registration, we walked to the end of the muddy road.
With copies of voter list in hand, we walked door-to-door to make sure newly illegible voters are registered and all our supporters are on the lists.
All adult members of Chantrea's family have registered to vote, have voted, except Chantrea. The reason: because she was disabled at the age of 2, after a high fever. She rarely leaves the house because of shame. However, with her skills as a seamstress she contributes to the family income.
I informed her about the adopted Disability Law, the UN Human Rights Declaration.
Will she go to register to vote this year?
With no hesitation , she said : "Yes".
Why did her family not register her before, I asked.
A very short answer from her mother: "what for , she is disabled".
I want her vote, I told her, before we left.
She gave us a big smile.
She made our day!
