Viet Nam invests over VND110 billion in sugar planting in Cambodia

Ha Noi— Sugar factories from Tay Ninh Province have spent over VND110 billion (US$5 million) to plant sugar cane in Cambodia's Svay Rieng Province for the 2012-2013 crop, said the Tay Ninh People's Committee.

The Bien Hoa- Tay Ninh and Bourbon-Tay Ninh sugar factories are in a joint venture with their Cambodian partners to plant 3,500 hectares of sugar cane on plantations that will provide materials for these Vietnamese sugar factories. Vietnamese sugar producers have planted the crops in Cambodia as sugar cane in Viet Nam has faced stiff competition for farmland from other crops such as cassava and rubber.

However, Vietnamese investors said poor infrastructure has made it difficult to transport sugar cane to Viet Nam. Provincial authorities met last week to discuss measures to tackle these difficulties in a bid to promote trade and business ties between the two provinces in the time to come.

Villagers from Svay Rieng province’s Krasaing commune have vowed to continue their protests to preserve a patch of community forest earmarked for clearing, despite receiving an official warning yesterday.

In a July 13 letter penned by Hen Sakun, governor of the Romeas Hek district, four villager representatives from the commune were ordered to stop any disruptive behaviour “affecting social security and order”.

In 2011, Mittapheap Rubber Tree Company was awarded a 1,230-hectare economic land concession to grow rubber trees in the forest claimed by the Krasaing commune villagers.

Hundreds of people from 10 villages in Svay Rieng province’s Krasaing commune claim that Mittapheap Rubber Tree Company has been clearing parts of their community-owned forest illegally for more than a year.

On Tuesday, residents involved in the land dispute took matters into their own hands.

About 200 of them descended on a bulldozer as it was busy tearing up a cassava farm, according to a village representative.

After the driver fled, one villager with bulldozer-navigating skills piloted it to the Forestry Administration, where it was handed over to officials.

Two new witnesses have been summonsed in the case against former Bavet town governor Chhouk Bandith, as the victims’ lawyer tries to prove he intentionally shot three female protesters outside a shoe factory in February.

Nouth Bopinnaroath, Svay Rieng provincial co-ordinator for the rights group Licadho, said the “important” witnesses had been called by investigating judge Pech Chhoeut to reassess the controversial charge of causing unintentional injury handed to the former governor.

“The victims were not happy when the prosecutor charged [Chhouk Bandith] with [causing] unintentional injuries, so the investigating judge asked the lawyers to find more evidence,” he said, adding they had been called for questioning this Thursday.

“If it is unintentional, he should not have shot two or three times.”

Today MP Son Chhay traveled back to the border where Opposition Leader Sam Rainsy was accused of pulling out border markers which were placed illegally on Khmer territories - a location where rice fields belonging to so many farmers would have been lost forever to Vietnam.

Along with the SRP team in Srok Chantrea, MP Son Chhay went house to house asking people to support for SRP candidates and he received cheerful welcome from villagers.

The photo below was taken near the border checkpoint of Samrong, located near Wat Ang Rumdeng where maker number 185 and other nearby markers have been revived. At this location, rice fields belonging to Mrs. Meas Srey, Mr. Prum Chea and three other villagers are now saved from Vietnamese encroachment.

We hope to win over Samrong commune in the upcoming June 3rd election.

Suspicious meeting with the participation of Vietnamese officials in Svay Rieng town

At least 100 vehicles bearing Vietnamese license plates of VN government officials came to a Saturday morning through lunch meeting at Svay Rieng town. Cambodian officials vehicles can also be seen there, some of them bear the label "NCDD" or "គជអប" (in Khmer). The NCDD stands for "National Committee for Sub-national Democratic Development (NCDD)"and it is an inter-ministerial mechanism for promoting democratic development through decentralization and deconcentration reforms throughout Cambodia. Svay Rieng – In response to news media report indicating that Chhouk Bandit, the mayor of Bavet city who is suspected of shooting and causing injuries to 3 workers – was arrested, Chieng Am, the Svay Rieng provincial governor, confirmed over the phone that, as of 03 March 2012, there was no arrest made against the CPP Bandit yet.

Chieng Am told DAP-news over the phone that Chhouk Bandit was not arrested, i.e. his case will be dealt legally by the court.

This morning, Orn Soeun, the commander of the Svay Rieng military police, confirmed over the phone that there is no news about Chhouk Bandit’s arrest yet. Similarly Kiet Chantarith, the spokesman for the national police force, also made the same claim.

Expectations for the arrest of Chhouk Bandit started when Sar Kheng, the minister of Interior, revealed that Chhouk Bandit was indeed the suspect in the shooting on protesting workers in Bavet city. The shooting led to 3 workers who were seriously injured and had to be sent to Calmette hospital for medical care.

Phnom Penh – Hing Bun Chea, the prosecutor for the Svay Rieng provincial court, told CEN in the morning of 03 March 2012 that there was no arrest made against CHhouk Bandit, the mayor of Bavet city who was accused of shooting and seriously injuring 3 factory workers. He said that the case is still in the hand of the prosecutor.

Hing Bun Chea said over the phone: “I did not take care of this case yet. The case is still in my hand. Therefore, there was no arrest made. If there was [any arrest made against Chhouk Bandit], the cops would have reported this to me.”

Hing Bun Chea’s statement was made after human rights activists have indicated that the Svay Rieng police had reported that Chhouk Bandit – the mayor of Bavet city who is suspected of shooting on protesting workers on 20 February 2012 and causing serious injuries to 3 workers – was arrested in the evening of 02 March 2012 in Romeas Hek district, near the Vietnamese border. It was reported further that Chhouk Bandit was detained at the Svay Rieng police station.

Report from Bavet city in Svay Rieng province indicated that, currently, major roads in the city are surrounded by cops who are preventing angry workers from entering the factory zone after a threat about a large demonstration was issued. Cops were brought in by the truck loads and the city is turned into a frontline between barehanded workers and cops who are armed with guns and electric baton.

CAMBODIA: Puma investigates shootings at factory protest

Puma has begun investigating a shooting at one of its suppliers' factories in Cambodia.

The company said today (21 February) that during a demonstration outside the premises of Kaoway Sports, which was not initiated by workers of the Kaoway Sports factory, three female Kaoway employees were shot.

Cambodian human rights group Licadho told the BBC that the victims were aged 18, 21, and 23. One of those shot recieved a chest wound and was seriously injured.

A Puma official and representatives of Cambodian NGO CLEC are on their way to visit one injured employee who has been hospitalised in Phnom Penh.

Culture of violence blamed for Cambodian factory shooting

At least three Cambodian textile workers have been shot and wounded during an industrial protest in the country's east.

Authorities say the shooting occurred after workers at the factory that supplies the sportswear giant PUMA forced their way onto the premises, hurled rocks and tried to light fires.

My colleagues and I were in Svay Rieng till late last night. Injured workers speak of a man dressed in police uniform who aimed at workers to kill, not just shooting in the air. Local authorities seem to want to distance this man from the police unit. The man who opened fire at workers was protected by police present the scene and got away.

Workers on strike asking for living wage above the US$61/month.

A very shocking event that is the result of long-time tolerance of impunity and police use of force to crackdown protests.

PHNOM PENH: Several Cambodian textile workers were shot and wounded on Monday when a man opened fire at a thousands-strong protest at an industrial zone in the east of the kingdom, officials said.

The shooting, which some local media said was carried out by a security guard, came as workers forced their way into garment factories, hurled rocks and tried to light fires, according to the authorities.

"Police only fired warning shots in the air," said national police spokesman Kirt Chantharith, adding that authorities were investigating the incident.

Unidentified gunman opens fire on protesting Cambodian workers

PHNOM PENH, Feb. 20 (Xinhua) -- Three female Cambodian garment workers got wounded on Monday by bullets shot from an unidentified gunman while they were protesting for salary increase in front of their factories in Svay Rieng province bordering with Vietnam, said police.

"One young female worker was critically wounded on her chest and the other two girls were slightly wounded in the shooting," Keo Kong, police chief of Svay Rieng's Bavet city, told Xinhua by telephone after the incident.

He said while some 3,000 workers at the Kingmaker Footwear, Kaoway Sports and Sheico in the Manhattan Special Economic Zone ( SEZ) situated in Bavet city were protesting by burning tires and destroying the factories' properties, a gunman dressed in white shirt approached the workers by a car and opened fire on them.
