The Ministry of Interior has sought a warrant for the suspect who shot three people at a protest outside a shoe factory last week amid more allegations from government and police officials that the perpetrator was Bavet town governor Chhouk Bandith.
Interior Ministry spokesman Khieu Sopheak said yesterday that a complaint had been filed seeking an arrest warrant for the suspect.
“The shooter was not police, he was a civil person,” he said, adding that the ministry would go ahead and arrest the suspect if the court decided to issue a warrant, before declining to provide further details.
The shootings took place outside the Kaoway Sports Ltd factory in Svay Rieng’s Bavet town on Monday.

Chuong Chou-ngy, Sam Rainsy’s defense lawyer, was arrested by the government cops on 29 December. His situation is shrouded in secrecy and the ministry of Interior denied any knowledge in this arrest. However, the Cambodian Bar Association claimed that Choung Chou-ngy is incarcerated at the ministry of Interior (Sok Serey, RFA)
Up the evening of 29 December, relatives of Chuong Chou-ngy, national and international human rights groups and SRP MPs have tried to find Choung Chou-ngy at the Kandal provincial court because they received the news that he was sent there, but at 6PM, Choung Chou-ngy is nowhere to be seen at the court.
At the Kandal court, SRP MP Mu Sochua demanded that the court or the ministry of Interior (MoI) provide a clear reason for the arrest of Choung Chou-ngy because she received information from officials at the UN OHCHR indicating that Choung Chou-ngy was taken in for incarceration at the MoI.

Opposition leader Sam Rainsy has received yet another court summons from Cambodia, this one over a complaint filed in 2007 over a missing financial report to the Ministry of Interior.
Sam Rainsy, who is in self-imposed exile abroad and facing a number of other criminal charges he claims are politically motivated, said Monday the party was meeting over how to handle the most recent summons from Phnom Penh Municipal Court.
“The Cambodian court is keeping an eye on the Sam Rainsy Party only,” he said. “There are many issues that the court should be taking care of.”

Embattled opposition leader Sam Rainsy has been ordered to appear at the Phnom Penh Municipal Court on June 22 to answer allegations that his political party did not send its 2006 annual report to the Ministry of Interior on time, sparking the Sam Rainsy Party to threaten a counter-suit.
The ministry filed a complaint against the SRP in August, 2007 for the late report. According to the summons, dated June 6 and obtained by The Post yesterday, the SRP failed to file a timely report on its activities, income and spending, bank-account balance and party inventory.
Khieu Sopheak, spokesman for the Ministry of Interior, said yesterday that the SRP submitted the report, required of all parties, after the deadline. The ministry is demanding that the SRP pay 3 million riel (US$734).
When asked why the complaint was being dug up nearly four years after it was filed, Khieu Sopheak declined to comment, referring questions to the court.

On Thursday, a representative of the World Khmer Radio (WKR) station has rejected the accusation made Sourn Srey Ratha who claimed that WKR threatened one of its employees because she worked for Sourn Serey Ratha’s People Power radio station. Sourn Serey Ratha alleged that WKR used the name of the Ministry of Interior (MoI) to make the threat. WKR also rejected this accusation.
San Suwidh, the administrator of WKR, reacted by saying that Sourn Serey Ratha distorted the truth on WKR administrators. “I and Mr. Ok Soeum never threatened any WKR employee. We understand their freedom. I believe that Mr. Sourn Serey Ratha is painting a very bad picture out of WKR which is working hard to serve the public interest under a lot of difficulties,” San Suwidh said.
San Suwidh indicated that WKR is currently facing difficulties in Cambodia and it had to close its office in Phnom Penh because the landlord cancelled their lease after he received a (threat) letter from a man who claimed to be the personal aid of Sar Kheng, the minister of Interior.
“Therefore, this is not like what Sourn Serey Ratha accused us of when he claimed that we used a letter from the MoI to threaten our employees. To the contrary, WKR has been victimized by this letter [from the MoI]. We closed our office in Phnom Penh and we only preserved our volunteer workers and asking them to work from various locations in Cambodia.”

INTERIOR Minister Sar Kheng lashed out at his subordinates, accusing them of mismanagement and corruption in a speech last week.
Sar Kheng told about 300 police officers on Friday that funds earmarked for salaries were being siphoned by corrupt and incompetent officials.
"[Corruption] is a serious mistake and means they are stealing from the ministry and stealing official salaries by enlarging the budget. These mistakes will not be tolerated," Sar Kheng said.
Cambodia ranks near the bottom of corruption watchdog Transparency International's Corruption Perceptions Index, at 166 out of 180 countries.
Sar Kheng, who is also a deputy prime minister, lambasted corruption in procurement of uniforms, petrol and rice. He called on all levels of the police financial department to reduce unnecessary spending on electricity, water and building upkeep.
"These were issues the ministry has to be concerned about. We have to reform financial management for 2009," Sar Kheng said.
"When we get the budget under control, the ministry will be able to increase salaries for police officers."
He also announced reforms in the ministry's rice distribution scheme that gave police officers bags of rice on top of their salaries.
The new system would provide 2,800 riel for each kilogram of rice given under the old system. A local police official speaking on condition of anonymity said officers receive between 10 and 20 kilograms of rice on top of the current salary of between $45 and $55 per month, depending on rank.

Eleven veteran police officials were promoted to high positions within the Ministry of Interior Wednesday, in a reshuffle following the unexpected death of the national police chief in November.
“The promotions and appointments will reduce the violation of law and promote the respect of law,” Interior Minister Sar Kheng told a group of policy at a ceremony.
Police officials were appointed to posts as secretaries of state, a deputy chairman, the anti-drug authority, prisons and administration.
National police chief Hok Lundy died in a helicopter crash in Svay Rieng province in November and was replaced by Gen. Neth Savoeun.
Officials said Wednesday an investigation into the cause of the crash had found poor weather, including rain and lightning.

Police officials were appointed to posts as secretaries of state, a deputy chairman, the anti-drug authority, prisons and administration.
National police chief Hok Lundy died in a helicopter crash in Svay Rieng province in November and was replaced by Gen. Neth Savoeun.
Officials said Wednesday an investigation into the cause of the crash had found poor weather, including rain and lightning.

The economic police of the ministry of Interior (MoI) came under scathing criticism for being an entity that does not serve the people, and also of being involved in corruption.
In a speech given during the promotion of high-ranking national police officials in the afternoon of 21 November at the MoI, Sar Kheng, the vice-PM and minister of Interior, directly criticized and scolded leaders of the economic police for not fulfilling their duty to serve the nation and the people, to the contrary, this police department is involved in corruption by sending its forces to seek benefits and fulfill their personal interest only.
Sar Kheng said: “So, I am asking: How much did our economic police participated in the fight against economic offense? None! I never received any report from the economic police, all that I received were complaints brought up against them. There were no reports showing the achievements of the economic police.”
At the same time, Sar Kheng told Neth Savoeun, who was just promoted to a four-gold-star general and national police commissioner to replace Hok Lundy, to review this issue and eliminate such case.
Sar Kheng added: “Besides this (economic police) only spread out their forces to seek corruption money. Now, I am appealing to the people who knew about this problem, we have received this information, if this information is true, we will resolve it. This must stop from now on, any [economic police] forces that were spread out, they must all be called back in. The national police commissioner takes it as his duty to issue this motto: ‘They [economic police] have no rights to spread out their forces to undertake such action.’”
General Run Rathveasna, the director of the economic police, could not be reached this afternoon to obtain clarification on this issue.
During the occasion of his promotion, Neth Savoeun made the following pledge: “In front of your excellencies, Lok Chumteav, ladies and gentlemen, and the spirit of General Hok Lundy, I am pledging that, truthfully, I will made all kind of sacrifices for the nation, the religion and the king, I will respect the constitution, I will respect and apply the law to defend the truth, justice and I will oppose all corruption. I will be always faithful in my mission to serve the nation, to preserve peace and the interest of the people and the Cambodian nation, and I will bring in progress to promote and defend the interest, honor and dignity of the national police.”
It should be noted that in the past, merchants and stall vendors have protested that various government economic departments, as well as the economic police have demanded that they pay bribes, this situation harasses them, and it greatly affects their trade.
