Battambang Court summons Mok Ra, a newly elected commune councilor from Sam Rainsy Party for more questioning.

Mok Ra won his complaint against a CPP official who attempted to buy his vote at the past senatorial election in January 2012.


Mok Ra is the second SRP commune councilor to be summoned by the court following the commune elections on 3June. A SRP Kandal commune councilor was arrested this week.

This shows a clear attempt by the ruling party to use the courts to threaten SRP local officials. It is a very disturbing sign for democracy.

“Ultimately, the commune chiefs have to give in to the party.”
As Cambodians consider candidates for local elections later this year, they are used to public service as a low priority. Instead, many local commune councilors use their positions to serve the ruling party, Ou Virak, head of the Cambodian Center for Human Rights, told “Hello VOA” Monday.

There is still political discrimination at the local administration,” he said, but the severity is less at the local level than in national politics.

Cambodia will hold commune council elections June 3, with national elections slated for July 2013. The commune election process is meant to decentralize power from the central government.

Rattanak Mondoul is known for the vast arable land but also for the power of the military that occupied the district in the 80's. Not much of the land is left for the villagers. The area is still heavily mined.

Synopsis: A CPP activist, who is local official in Stung Treng province, claimed that his freedom of expression is threatened by CPP party officials who want to remove from his position as an elected official. On 11 January 2012, Ros Lach, the 2nd CPP councilor in Anlong Phe commune, Thalabrivat district, Stung Treng province, expressed his concerns about his personal safety because local CPP officials threatened him and they have prepared paperwork to remove him from his position as commune councilor. He claimed that he voiced out his opinion during seminars and public forum organized by the civil society and he criticized the inaction by the local authority against logging of precious wood, as well as deforestation. All these issues affect CPP party officials, that is why his life was threatened by the wood trader and local CPP officials have prepared paperwork to remove him from his position. “They are silencing me, they restrict my freedom, they want me to follow their plan, i.e. to follow the path they set for me. This is a restriction on my political freedom rights, on my work rights, as well as on my freedom of expression rights.”

The NRP is opposed to the amendments to Articles 145 and 146 of the constitution that will lead to a non-universal election for the position of district councils, as well as those for the provincial, municipal and city councils conducted exclusively by commune councilors. In a statement issued on 15 January, the NRP said that it understands that the use of commune councilors to elect district, provincial, municipal and city councils is not regular, and it is not in agreement with the governing rules either. The NRP statement said that it supports the election for these councils, but that they must be conducted in a general election, with the participation of the general public.
