INTERIOR Minister Sar Kheng lashed out at his subordinates, accusing them of mismanagement and corruption in a speech last week.
Sar Kheng told about 300 police officers on Friday that funds earmarked for salaries were being siphoned by corrupt and incompetent officials.
"[Corruption] is a serious mistake and means they are stealing from the ministry and stealing official salaries by enlarging the budget. These mistakes will not be tolerated," Sar Kheng said.
Cambodia ranks near the bottom of corruption watchdog Transparency International's Corruption Perceptions Index, at 166 out of 180 countries.
Sar Kheng, who is also a deputy prime minister, lambasted corruption in procurement of uniforms, petrol and rice. He called on all levels of the police financial department to reduce unnecessary spending on electricity, water and building upkeep.
"These were issues the ministry has to be concerned about. We have to reform financial management for 2009," Sar Kheng said.
"When we get the budget under control, the ministry will be able to increase salaries for police officers."
He also announced reforms in the ministry's rice distribution scheme that gave police officers bags of rice on top of their salaries.
The new system would provide 2,800 riel for each kilogram of rice given under the old system. A local police official speaking on condition of anonymity said officers receive between 10 and 20 kilograms of rice on top of the current salary of between $45 and $55 per month, depending on rank.

it seems like fingers are pointing the blame at the gov't. i think the ministry level at some post should be scrutinize thoroughly for corrupt as some people seems like they cannot do a good job at the ministry level. it is a hard job because the gov't is always have to baby sit those at the ministry level. it's hard to do your job when people don't cooperate with you and don't obey the law. so, it takes a tough person to sort them all out. remember, don't necessarily start at the top down. as the case in cambodia now, it is at the bottom up, perhaps. as they like to say, in cambodia, the top people had had their full shared of corruption, so, they have to stop already, but it is the lower people at the lower level share are jealous and want their share, too, perhaps. so, it was right to say the top official did that before, but they are fully fed, so it is the people so have not had their shared that we all need to keep a close eye on corruption because, in this case, it can go from the bottom up. remember, corruption knows no boundary as well as doctors without borders operate or friends without borders, etc... same concept, that is! god bless cambodia.

I find this shit 8:09 very insulting to all khmer overseas. Without this shit to bring vietcong to Cambodia and his father PolPot, we are all united with harmony. This shit is very happy to see Cambodian in general to live in poverty and in slavery. If this government is not a most lazy one, Cambodian public servants could earn at least one month $US 300 average. With US$ 300 they can live in dignity and with pride. just want to let you know Australia do well in farming. they grow a lot of fruit produce and they need a lot of people to do the labour work.
there are plenty of tomato picker, mangoes ,apple, grapes, straw berries, asparagus etc. they are well fed and well paid, average earning is A$200.00 per day can be A$500.00/day in some cases( we don't use US$ here).
There are people from many country such as China, Philipine holding working VISA work here and take the money home very happy .

That means one month they can earn up to $A 15,000.00. If they are sick, they will be look after by the Government. If they have a child, the Government will donate them A$ 5000.00 per baby. If they bur a house their government will give them from $A 15,000 to $A 20,000.

I also know some people that make a lot of money from farming and can't have money because they use the money different way, gambling is one big problem that is why when you visite Oversea you saw them living in roach infested government housing and make you feel good but most of them now get out and new one moving in look poor again but we have to start somewhere.

I have just travelled from Sydney to Glod Coast and to Brisbane. I have many frinds through out Australia. The point in here is not about the ability of earning. What I like to say in here is about legal earning, dighity and pride of human being. People regardless of rich or poor, as along they didn't have created the suffering of others by stealing their properties, extorting them to pay briberies, they all good citizen. People must live with peace of mind withour fears and threads from other people. That is a life with pride and dighity. You can earn a lot of moneys but those moneys illegal ways, those moneys will take you to prison one day. If ordinary people cannot take you, the God will atke you as the example of Hok Lundy.
