The National Election Committee (NEC) on Thursday in Phnom Penh issued some principles to forbid media from granting monopoly to a single party for promotion in the ongoing commune councils election.
"In order to allow the commune councils election to be held in a good atmosphere and with fairness for competing political parties, radios and TVs must declare publicly how many hours per day and how many hours during the 15-day electoral campaign (from March 16 to 30) they are willing to sell or to rent out, and at which rate," it said.
According to the NEC principles, radios' and TVs' owners can not be held responsible for the content and the dissemination of political parties' platforms, but they must respect NEC regulations and procedures, as well as principles regarding information dissemination and principles on airtime selling or renting.
"Political parties will be held responsible for the content of their political platforms. In case a point of these platforms violates NEC's regulations or procedures, the NEC will have the right to order the political party to correct it. But if it doesn' t agree, the NEC will have the right to ask the station to withdraw the program or to stop its broadcasting," it added.
During the election, altogether 102,266 candidates will compete for 11,353 seats in 1,621 communes nationwide.
The 15-day campaign will start on Friday, featuring 12 political parties in all.
Among them, the Cambodian People's Party (CPP) will compete in 1,621 communes, the Sam Rainsy Party in 1,596 communes, the Funcinpec Party in 1,460 communes and the Norodom Ranariddh Party in 1,431 communes, it said.
The current election will lay the groundwork for next year's general election, which will elect the 4th government of the kingdom.
