Kem Sokha, president of the Cambodian Center for Human Rights [CCHR], said on 28 March that he would "leave the center on 1 May to form a political party," according to an unattributed article from the 29 March edition of the pro-government Cambodian daily Phnom Penh Koh Santepheap posted in the Everyday.com.kh portal. Kem Sokha added that at the time when he left, the CCHR would be split into an "independent radio center" to be managed by [CCHR deputy director] Pa Nguon Tieng and a "human rights center" directed by [CCHR spokesman] Ou Vireak.
Kem Sokha further said, "I have already tendered my resignation a long time ago, and even if the Disciplinary Council does not make a decision, I have already resigned. I should leave the CCHR on 1 May when the application for the creation of my party will also be lodged with the Interior Ministry."
The article said Kem Sokha also made known that his leaving the CCHR to form the party "had the same goal;" that is, he wanted to strengthen democracy. Because in the past, he "had not yet seen any political parties endowed with genuine democracy." He added, "I have already organized the party's structure, which will be presented to the Interior Ministry on 1 May. But I still keep the party name because I need to wait for a party congress to reveal it." He also said that the members of his party were "some people in the country and some from overseas."
The article said that Pa Nguon Tieng, commenting on Kem Sokha's political party, mentioned that he would "not join it."
