KUALA LUMPUR: The Federal Court is scheduled to hear arguments today over whether a deputy public prosecutor and two senior immigration officials were in contempt over last December’s swift deportation of former Cambodian police official Heng Peo.
However, Heng Peo’s wife Ngin Sotheavy, whose affidavits are key to the proceedings, will remain conspicuously absent.
The NST has learnt that the Cambodian authorities have revoked Ngin Sotheavy’s passport, and have also issued a warrant for her arrest.
Despite an alert issued with Interpol’s assistance last month, her whereabouts remain unconfirmed but diplomatic sources have not ruled out the possibility she might be in Singapore incognito.
"That was where her husband had been until he was escorted to Malaysia last September after his passport was also revoked by the Cambodian authorities," an official who requested anonymity disclosed.
The official added that should her whereabouts be confirmed, then Cambodia could seek Ngin Sotheavy’s deportation from Singapore.
However, another official disclosed there was a possibility Ngin Sotheavy could have sought political asylum with the office of the UN High Commissioner for Refugees.
The 39-year-old Ngin Sotheavy, whose youngest child carries a United States passport, had between September and December shuttled between the federal capital and neighbouring countries before and during her husband’s deportation proceedings.
Attempts to draw comments on Ngin Sotheavy’s whereabouts from Heng Peo’s counsel, N. Sivanathan, proved futile, but he confirmed proceedings are scheduled for today.

He has succeeded in corrupting some foreignh officials.Let wait and see how a Country like Malaysia where the Court is independant will handle Heng Pou case.

Hope this time Singaporean and Malaysian government will not walked at the same ways like before. The political victims need the protection not go to the prison. Hun Sen, Hok Lundy should bring to the international court.
