Hun Sen: A Three-Star General Will Be Sacked If He Refuses To Return Land to State

According to an unattributed article from the 6 March edition of the pro-government Cambodian daily Phnom Penh Reaksmei Kampuchea posted in the Everyday.com.kh portal, Prime Minister Hun Sen said, "War against land grabbers has already begun."

The article said Hun Sen made the remark at a national forum on the "conservation and development of Tonle Sap Lake" held in Phnom Penh on 5 March. Hun Sen said, "Two days before, the Cambodian People's Party [CPP] opened its congress and made an additional decision allowing Prime Minister Hun Sen to handle land problems. Saying like that does not mean that in the past there was no power. However, I want to carry out a task with the top level's unity; that is, to launch direct onslaught on CPP members who abusively occupy and grab land belonging to the State."

The article added Hun Sen warned the CPP officials that if they "refused to pull themselves out, they would be disempowered at once." He also disclosed that last night, he "made a call and asked that two people be dismissed." He did not name the two persons, but he pointed out that one of them was a three-star army general who seized and fenced state-own land in the area of "Ta Ken Koh Sla" in Kampot Province's Dang Tung District. He added, "The warning is a very big one, and we will begin with CPP officials as models." He also remarked that if he did not begin with the "ruling party," he did "not know where to begin with, because only those having power could trigger the problems."

The article said Hun Sen also said that "most land-seizing problems involved army commanders," and he asked, "If I dismissed you, would you still have the right to command troops? Here, no troops can stay on the head of the government. And if you wanted to order troops to oppose the government, oppose Hun Sen, you would be short-lived. "

The article also said Hun Sen told Defense Minister Tie Banh at the event that if the three-star general "refused to withdraw and return the land to the State," he would "sack him within this week."

The article further said that regarding the other land-grabbing official, Hun Sen said he was an interior ministry official who was involved in land problems in Mondolkiri Province. However, as the official abided by his order, he added, he "tolerated him."

The article said Hun Sen was "determined" that with whatever costs, he would "act resolutely to solve the problems with clarity." That was because the "CPP insiders strongly play with this land problem. So, you are warned beforehand that you should not rely on your backers, because this is the unity of the entire CPP. If you do not listen, you will not be spared and then allowed to cause losses to the CPP."

The article added that to conclude his remarks, Hun Sen said, "This land issue is part the CPP political line toward the nation and people."
