Prime Minister Hun Sen Thursday publicly warned that if the ruling Cambodian People's Party were to lose in elections, the country would fall into insecurity and instability.

The veiled political warning, which civic leaders immediately refuted, comes just two weeks away from local elections where Cambodians will vote for leaders in more than 1,600 communes—and one day away from the official campaign kick-off.

"If there will be changes, will you be able to have businesses here again? What will happen to you?" Hun Sen asked a crowd at the groundbreaking of a road-construction project in Prey Veng province. "Vendors, artisans and industry workers should think about whether or not they will be able to do business as usual. Will three hundred thousand factory workers and hotel workers be able to have $50 monthly income like now?"

Kul Panha, director of the independent Committee for Free and Fair Elections, said elections meant differences of opinion, but Cambodia's civic structure could withstand a change of party.

During a campaign, candidates "will do anything to capture attention for their parties and their messages," he said of Hun Sen's warning. "Nonetheless, politicians are mature in their observance of political development in Cambodia."

Cambodians witnessed political violence as recently as 1997, when Hun Sen ousted his then co-prime minister, Prince Norodom Ranariddh, in a coup that left more than 100 people dead.

"This is the same old threat that the CPP uses," Son Chhay, a Sam Rainsy Party lawmaker said, "meaning: if the CPP loses the election, there will be war, it will stop building roads, schools, hospitals. This is its method of demagoguery before the election."

we hear for ourselves from his own word. This party is a party of violence and threats. IT is a party of authoritarian, no one else can share the power, or take over the power, else someone will get hurt.

Now can Khmer people afford to live under such threats? Wake up, we are humans, not slave. Vote for change.

Does this also not imply that Hunsen has some hidden agenda, that he has to complete and if not, war will break lose? What agenda? Hanoi agenda? If so, let the world see it. We Khmer will vote for change and new progress.

The warning of insecurity and instability is a testimony to the absence strong and well functioning state institutions, especially, public administration and the institutions of the rule of law such as the courts and the police. All these institutions are now altogether more like a house of cards held together by the ruling party. When the ruling party is toppled, then this house will fall apart.

Cambodia was a house of cards a couple of times in its recent histroy, in the late 1960s and under the Khmer Rouge between 1975 and 1978. Both these houses of cards fell apart, respectively, when then Head of State Prince Norodom Sihanouk was toppled by his right hand man Lon Nol in March 1970, and when the Vietnamese troops ousted the Khmer Rouge on 25 December 1978.

Visionary leaders build strong and well functioning state institutions, promote the development of a srong civil society and instill nationhood and virtues in their people. When these leaders are gone, and as mortals they all will, those state institutions continue to function under new leaders, and the people continue to be able to look after themselves and their nation.

It is about time Cambodian leaders drew lessons for their country's history. They should set about building strong, well functioning, and honest state institutions: independent courts,and politically independent security forces (police and army) and public administration that would serve the people under any political party.

This is a kind of intimidation Hun Sen always use to gain vote from the rural Cambodians.

Voters haveto think that what kind of instability, who make it and how it is happen?

Only the CPP and Hun Sen are able to make such instabilty because he is thirst for power.

From 1979 to 1991, Hun Sen use gun to keep his postion and after that in 1997 Hun Sen use gun a gain. And he plan to use it again through his speech. All the powe , Hun Sen gain is by Gun.

Bun don't afraid for that. We have an international body like UN to help protect us from the threat CPP pose.

What does Hun Sen think he is now ? so paranoid , so addicted and soaked in power and his clan....thinking he owns and can manipulate anythink he wants in Cambodia ? My guess would be if CPP does lost the election, they will take up arm and threaten to breakaway the eastern part of Cambodia again or even stage a coup as was the case of Burma and Ang Sang Suyi. Another scenario would be that, since most civil and admin organs of the states are so much of CPP, then they will antaginse anyone new who come to power. The lesson of 1993, 1997 and the most recent one 1998 and 2003 should be enough for us to conclude that CPP is nothing but Mafia clan. [Khmer Peasant]

I totally agreed with Mr. Son Chhay's comment about the war that Mr. Kwak wants to use if he lost the election. I also agreed with Dr. Lao Mong Hay regarding Khmer like Mr. Kwak doesn't learn about the history. Do you know why he is not paying attention to the history's revolution that toppled the bad leaders all along? Because he is Kwak and illiterate.

Time to change leadership once for all. Otherwise, Khmer empire will be smaller than Connecticut by Black Thai soldiers who now wants to make war with Khmer and by Youn land encroachment.

We need to unite to fight for this devil regime and vote for one person only.

Sihanouk regime almost disappears along with CPP regime from Cambodia. But, he still has 60 rooms palace in Phoung Yang, North Korea, to rule by himself.

Enough is enough! Hun Sen has been in power for almost half of his life already. There are many talented young Khmer people who are ready to take the leadership role. Hun Sen has not set a very good example for the young. There is no way Cambodia cannot live without Hun Sen. Give an opportunity to someone else then you will see how well she/he can do in front of Hun Sen's eye. Of course Cambodia will collapse if without Hun Sen if he still uses his people to imtimidate others who win the election and his unwillingness to accept his loss. That's all.

Political participation is like playing sports. Sometimes we win, sometimes we lose. All Cambodian politicians must remember this rule. As for the people whose duties are to elect politicians to represent them in government affairs, they must know that they are the ones who have the powers to determine who should be voted into offices and who should be voted out. If you don't like those who are currently holding offices and you despise those who are their challengers, just vote for the ones whom you depise. In this way, you will get what you want--the politicians who will care for your well being.
This is what is called "Smart Decisions", otherwise be prepared to be lorded over by dictator and thugs.

Hun Sen, please looked around you and the whole country. Have you done anything that really meaningful for the country? Khmers are full of illiterate and poorer everyday because the citizens can't afford to pay to go for public school. How stupid to make a family to pay for his/her children in order to attend a public school?

The main reason we (Khmers) lack progression and cannot avoid begging to survive because of the leaders are careless in its citizens. When Education are made equally for every citizen, then it is safe to say -- we are moving out of the Stone Age into a Modern Society!
