Cambodian Bar Association President Ky Tech said Monday the fee demands for foreign lawyers must stand, despite calls from foreign jurists of the Khmer Rouge tribunal to lower them.

Speaking during the opening of a training session for Cambodian lawyers on war crimes prosecution, Ky Tech told reporters the bar cannot accept lawyer fees less than $4,900 annually: a $500 registration fee, $2,000 for client representation and a $200 monthly fee, bar association president Ky Tech told VOA. Client representation would cost $2,000.

Foreign jurists say the high fees inhibit the rights of the accused, who will not be able to select proper defense. They have threatened to boycott a meeting at the end of April if the fees question is not resolved before then.

Observers say the last chance for a tribunal of former Khmer Rouge leaders is nigh.

"The Cambodian Bar Association cannot follow the commands of foreign lawyers," Ky Tech said.

KR trial is not the sole problem of Cambodian bar association. It is the problem of khmer National of the whole country. Therefore, Ky Tech cannot make any action to stop this trial.

Ky Tech can only take order from youn. For him and Youn CPP, KR trial is only for money and not justice for Cambodian victims. Youn does not want KR to expose the crime youns committed during that time.

Ky Tech and the Cambodian Bar Association cannot follow the commands of foreign lawyers. Can they not follow the Cambodian people's cries for justice since 1978? Communism has drained away morality and humanity from Key Tech's and his few colleagues' bodies. Materialism, that is, money, money, has turned the hearts of these Cambodian lawyers into stones.

You are right. The cry for justice has fallen on Ky tech's deaf ears. Hurdles everywhere from the top to the little-known lawyers association whose members are badly qualified as lawyers in the first place. Ky Tech's demand, amounting to extortation and bribery, seems to have written in stones. No money no justice, isn't it the slogan of the CPP regime ?
