The Ministry of Interior (MoI) and the National Election Committee (NEC) issued a common directive to the city and provincial governors, and the armed forces in the entire country to increase the protection of the public security and to provide protection to all political parties that are currently participating in the campaign for the commune election, and also to provide protection during the upcoming election day.

The directive issued by the command center of the permanent security committee, and signed by the NEC’s Im Suosdey, ordered all provincial and city governors and all armed forces to provide protection to all political parties and it forbids the use of the forces to take advantage of their duties to incite and threaten people.

General Khieu Sopheak, spokesman of the MoI, said that the MoI which is the command center for the security in the entire country during the election period, wants to see the election being conducted in a free and fair manner.

Khieu Sopheak said: “In this issue, the government and the MoI intent to organize a free and fair election. Regardless of their political affiliations, people can express their opinion through the ballot box. The main point is that there is no revenge, no fear, no threat, no violation against any political parties. The security is not provided only on the election day, but it is a permanent security, and in particular on the election day itself … All the forces [ordered to provide the security] include the army, the navy, the air forces, the police forces, that is to say all the local authorities must maintain an atmosphere during the election such that our people can express their opinion through the ballot box.”

According to the directives issued by the command center of the permanent security committee, several thousands of security forces including police and military police officers have been ordered deployed at the polling stations during the election day, the forces must wear their proper uniforms, and must be stationed between 15 to 100 meters away from the polling stations.

Khieu Sopheak said that the security forces must not show their preference or their disdain towards any political party, and that they must abide by the law.

Khieu Sopheak said: “The [directive] letter is governed by one law: the law of the Kingdom of Cambodia. Whoever is at fault, they are governed by the law, regardless of who they are, which party they belong to, what their duties are, whatever they do, they must obey the law.”

During the preparation to the commune election which will take place on 01 April, murder cases, and several cases of violations have not yet been resolved by the authority yet.
