Election monitors said that the October’s complicated registration process caused confusion to a number of voters, and that this was the reason why poll turnout during Sunday’s election was much lower than normal. The National Election Committee (NEC) said that only about 5 million voters actually voted among the total of 7.7 million registered voters. This number shows that 2.5 million of registered voters were not able to vote and caused the low poll turnout. Monitors from Comfrel, Nicfec, and the People’s Forum on Cambodia in Japan, said during a press conference on Tuesday that they are concerned about problems with the registration lists which must be checked for errors prior to the 2008 legislative election.
