The Phnom Penh city police commissioner said that the first infraction will be fined 20,000 riels, and if the same car is stopped for a second time, the car and the owner will be taken to the police station where they will be more severely fined, and the car business license will be revoked for ever.

Some of our poorly paid police officers would use this order to make money for themselves as they have done so far. This order create would create another wrong (extortion of bribes)on top of the wrong committed by drivers of such vehicles. Two wrongs cannot make one right.
If our police really serve and protect their fellow Cambodians with care, well before issuing this order, they should have conducated an prolonged, intensive campaign to educate both the public and drivers of such vehicles in road safety. What are our TV channels and radio stations for, not just showing music shows which look more "monkey shows" (pahee using monkeys) to sell imported goods and exort people to buy them.

Overloading and exceeding capacity is the cause of road deterioration and disrespect safety for humans.
Inevitably,bribery is the brain of government but look at this example picture that is an outrage and abuse.
Education plus common sense is the key along with safety directives enforcement.This will work in stages but wholesome in entire country.
Sad,people are taking suicidal chances daily on poor orderly transport.
Public transportation is necessary but safety is a must.
Government needs to spend resources on developing public and mass transport for the poors.
If you make less than $1 a day, what kind of transportation you can afford? At the end of the day, food on the table is what really matters.
