UN human rights envoy visits Cambodia

PHNOM PENH, Cambodia: A senior U.N. envoy, lambasted last year by Cambodia's prime minister, arrived Tuesday to seek talks with government leaders on the country's human rights situation.
Yash Ghai, the U.N. secretary-general's special representative for human rights in Cambodia, said he will try to elicit official comments on a report he will be presenting to the Human Rights Commission next month.
He said he has requested a meeting with Prime Minister Hun Sen, who last year angrily described him as "totally deranged."
Hun Sen attacked Ghai after he criticized the prime minister for concentrating too much power in his own hands, and the government for its poor human rights record.
"I have requested a meeting, but I don't know whether or not if it's possible to meet him (Hun Sen)," Ghai told reporters.
He said he will greatly regret if Hun Sen rejects his request for a meeting.
Hun Sen has shunned Ghai during earlier trips to Cambodia.
Om Yentieng, a senior Hun Sen adviser and the head of the government's Human Rights Committee, could not immediately be reached for comment.
Minister of Interior Sar Kheng will not be able to meet Ghai because he needs more time to digest the draft report, said ministry spokesman Khieu Sopheak.
He said he was not surprised by Ghai's report, and that it is inappropriately repetitive in its attack on the government.
"All he does is criticize, raise only a few negative issues, but he never bothers to mention the good things the government has done," Khieu Sopheak said.
