AAACLV calls for petition drive to condemn VN and the Hun Sen Gov't for their violations of the 1991 Paris Agreement and for human rights abuse

Petition condemning Vietnam and the Hun Sen Government for their violations of the 1991 Paris Peace Agreement and for their human rights abuses

Dear Mr. President, Secretary General, Ladies and Gentlemen:

In 1975, when America pulled out of Vietnam, the Vietnam War was over for America. It was not so for Cambodians. Vietnam never gave up on Ho Chi Minh's dream of supremacy over all of former Indochina.

When Vietnam signed the 1991 Paris Peace Accord on Cambodia, Vietnam never intended to respect that agreement, which was signed by the United States and 18 other countries. The Paris Peace Accord was intended to force Vietnam to respect the territorial integrity of Cambodia as delineated by the 1954 Geneva Convention. This has not been the case.

Since 1979, Vietnam has forced the government of Cambodia to give up land and sea territory to Vietnam. With the latest agreement of October 10, 2005, Vietnam finally realized its dream of hegemony over all of the former Indochina by having the People’s Party of Cambodia, headed by Vietnamese appointed Hun Sen, sign a “Supplementary Agreement” which reaffirmed the deals they had signed together back in 1979, 1983, and 1985; deals and treaties which were supposed to be nullified by the 1991 Paris Peace agreement and the current Constitution of Cambodia. Those deals gave away Cambodian land and sea territories to Vietnam and ordered all Cambodian officials to give their full cooperation and assistance to any Vietnamese person wishing to settle in Cambodia. To date, it is estimated that two to three million Vietnamese have moved to Cambodia without immigration papers and have automatically become citizens.

Cambodia is about to lose two third of its oil-rich maritime territory to both Vietnam and Thailand.

Vietnam is now aggressively neo-colonizing Laos and Cambodia through the so-called Tri-border agreement, which, under the guise of a security and economic agreement, is another form of land-grabbing and ethnic minority elimination ploy.

Vietnam has propped up a totalitarian, totally corrupt and incompetent Hun Sen government, mostly through the presence of their hidden demobilized armed forces and the over two million strong Vietnamese settlers. They are to guarantee that Hun Sen, or anybody that Vietnam backs, will continue to be perpetually re-elected and/or appointed to high positions in the Cambodian government.

A large share of the foreign aid to Cambodia ends up either being siphoned off to Vietnam, or to the pockets and bank accounts of the high-ranking members of the Hun Sen government.

Cambodia cannot defend itself alone against such a strong and aggressive neighbor as Vietnam that maintains troops on Cambodian soil. The United States, as a signatory to the 1991 Peace Treaty, has the duty and moral obligation to help enforce the 1991 Paris Peace Accord because the US facilitated the Cambodian involvement in the Vietnam War in the first place and the consequence of that involvement was more than two million dead Cambodians.

We ask you to intervene and do whatever you possibly can to include the following:
  1. Request that the US government reconvene the 1991 Paris Peace Conference signatories in order to force the Socialist Republic of Vietnam to withdraw all of its armed and demobilized forces from Cambodia, and respect Cambodia’s borders as delineated by the 1954 Geneva Convention.
  2. Re-install the International Control Commission with the US, the European Union, Japan and China as enforcers to verify and insure the implementation of the 1991 Paris Peace Accord on Cambodia.
  3. Have the CIA release all the files they have on the Vietnamese troops (demobilized through their Don Dien policies into civilian settlers, which are in reality ready reserves) occupying Cambodia.
  4. Hold Vietnam accountable by withholding all US and other foreign country assistance to Vietnam until it abides with all international agreements it has signed and in particular the 1991 Paris Peace agreement. Any aid to Vietnam will further free up its resources to further subjugate its neighbors and annihilate its ethnic minorities.
  5. Revive the House resolution indicting Hun Sen as a “war criminal” and as a violator of article 3 of the 1991 Paris Peace agreement.
  6. Withhold all US foreign assistance to Cambodia until the Hun Sen government stops its plunder of the national treasury and natural resources and shows true respect for human rights, justice, democracy and the rule of law.

No cooperation with the Vietcong as long as the Khmer Krom people still under the Vietcong oppression!

The Vietcong need to stick to their side of the border because Cambodia had been cooperating over the years and Cambodia only losing more land and allowing cheap dirt Vietcong products dumping in Cambodian market to kill off Cambodian competitors!

To all Cambodian people, please beware all agricultures produces came from Vietname are growing with the use of human waste as fertilizer! No Cambodian wants to eat the Vietcong shit!

No wonder that the tradition of this Chinese
ethnic people(youns called by chinese) is that :
- vietnamese men in in any country, most
of them are thiefs or robbers
- and vietnamese women in in any country,
most of them are prostitutes
