Aujourd'hui, j'ai eu une preuve concrète d'un journaliste non propre, c'est M. Mam Sonando. La vidéo ci-dessous est une preuve. Cette vidéo est un montage de deux événements différents sous un seul titre « meeting with Khmer people Power Movement, Part 4 » . Vous pouvez les distinguer par les drapeaux, l'un celui du Cambodge actuel et l'autre est du Khmer République (1970-1975) et ce dernier est en train d'utiliser par le mouvement de pouvoir des peuples dirigé par M. Suon Sérey Rotha.

Réfléchissons dans la vidéo de même titre Part 2 :

Si M. Suon Serey Rotha est contre à la participation à l'élection communale au Cambodge, pourquoi fait-il la manifestation pour soutenir les accords de Paix de Paris 23 octobre 1991 ? Ces accords sont parlés de la Democracy et des droits de l'Homme dont l'élection est l'une des démarches démocratiques.

Donc la politique de M. Suon est un trompe-l'oeil pour détruire la force patriotique démocrate.

Je vous prie de lire ces accords en Pièces Jointes sur la page 48.

Par ailleurs pour M. Mam Sonando, si votre décision pour être journaliste, il faut exercer proprement votre carrière et il ne faut pas transmettre cet act maladroit aux jeunes générations.

S'il ne respecte même pas sa carrière, comment peut-on croire tout ce que M. Mam Sonando dit ?

Today, I had concrete evidence of a journalist non clean, it's Mr. Mam Sonando. The video below is proof. This video is a montage of two different events under one title, "meeting with Khmer people Power Movement, Part 4". You can distinguish them by the flags, one that of present-day Cambodia and the other is the Khmer Republic (1970-1975) and the latter is currently used by the people power movement led by Mr. Serey Suon Rotha.

Think of the video which has the same title Part 2 :

If Mr. Serey Rotha Suon is against participation in the local election in Cambodia, why does he support the event for the Paris Peace Agreements October 23, 1991? These agreements are spoken of Democracy and Human Rights, whose election is a democratic approaches.

So the policy of Mr. Suon is a sham to destroy the force patriotic democrat.

Please read these agreements Attachments at the page 45.

In addition to Mr. Mam Sonando, if your decision to be a journalist, you must perform properly your career and do not pass this act goofy to younger generations.

If he does not even respect his career, how can we believe anything Mr. Mam Sonando said?

The title “Meeting with Khmer People Power Movement” of the video attached below is WRONG.

We, the two persons who read the petition in the video below, are informing the public that, as representatives of the demonstrators, we are reading this petition sent to Mr. Ban Ki-moon, the UN Secretary-general during the 20th anniversary of the 23 October 1991 Paris Peace Agreements on Cambodia. The demonstration took place in the afternoon of 23 October 2011 at the Trocadero Plaza in Paris where the Khmer People Power Movement was conspicuously ABSENT. Both of us are NOT members of the Khmer People Power Movement and we never participate in any meeting organized by this group.

Therefore, the title of the video attached is ERRONEOUS and it could be used by a group for their personal gain.

"Cambodia still struggles with border demarcation, flawed elections and political violence, evidenced by the 1997 coup, as well as a muffled opposition in the National Assembly."
The Paris Peace Accords, signed 20 years ago and ending decades of war, are the key to the continued survival of Cambodia, a leading political analyst says.

Speaking near the anniversary of the accords, sign on Oct. 23, 1991, Lao Monghay told VOA Khmer the accords ended the conflict and put in place democracy and human rights.

The accords ultimately eliminated the threat of the Khmer Rouge and paved the way for massive amounts of aid money to come to Cambodia for rebuilding, he said.

EU Statement on the 20th Anniversary of the 1991 Paris Peace Accords


"The High Representative, Catherine Ashton, takes the opportunity of the anniversary of the 1991 Paris Peace Accords to congratulate the Cambodian people on the remarkable political and socioeconomic progress over the last 20 years.

The EU remains committed to Cambodia's transformation and will continue to support all Cambodians who work towards lasting development and democracy in the country.

The Extraordinary Chambers in the Courts of Cambodia (ECCC), in particular, has a vital role to play not only in ensuring accountability for victims of the Khmer Rouge, but also in developing Cambodia’s long-term legal capacity and promoting reconciliation.

Cambodia has come a long way since 1991 and the High Representative calls on the Government to ensure respect for and observance of human rights and fundamental freedoms and complete the transformation and peace process begun under the Paris Agreements."

Cambodians in Canada Demand Compliance
of the Paris Peace Accords of 1991

Montreal, Thursday, October 20th, 2011 - The Khmer Committee of Canada for Compliance with the Paris Peace Accords of 1991 will gather together on Monday, October 24th, in front of the Parliament of Canada between 10:30am -12:30pm and then in front of the Embassy of the Socialist Republic of Vietnam from 1:00pm to 3:00pm. This event will bring together Cambodians from Montreal, Toronto and Ottawa-Hull.

This committee, consist of Khmer-Canadians and community leaders, emphasizes once again the non-respect of certain articles of the Paris Peace Agreements of 1991; and, since 20 years existence of the agreements, human rights and democracy the "Agreement on the sovereignty, independence, territorial integrity and inviolability, neutrality and national unity of Cambodia" are regularly violated.

Accordingly, the Committee urges Canada - recognized internationally as an active defender of human rights around the world, to call for a reconvening of all other countries, guarantors and signatories to the UN of the Paris Agreements in 1991. This is to fully review and resolve all outstanding issues with respect to the deterioration state of human rights and democracy in Cambodia.

The signing of the historic Paris Peace Accords 1991 helped restore peace and brought democracy to Cambodia after the Khmer Rouge genocidal regime and years of civil war.

However, the lack of judicial independence, on-going forced land evictions, and political persecution have brought Cambodia to the brink of dictatorship.

Montréal, jeudi 20 octobre 2011Le Comité khmer du Canada pour le respect des Accords de Paris de 1991 se rassemblera le lundi 24 octobre devant le Parlement du Canada de 10 h 30 à 12 h 30, puis devant l’ambassade de la République socialiste du Vietnam de 13 h à 15 h. Cette manifestation réunira des Cambodgiens de Montréal, Toronto et d’Ottawa-Hull.

Ce Comité, constitué de citoyens khméro-canadiens et de leaders de la communauté khmère, tient à souligner une nouvelle fois le non-respect de certains articles des Accords de Paris de 1991; ainsi, depuis les 20 ans de l’existence des Accords, les Droits de l’homme et « l’Accord relatif à la souveraineté, l’indépendance, l’intégrité et l’inviolabilité territoriale, la neutralité et l’unité nationale du Cambodge » y sont régulièrement bafoués.

En conséquence, le Comité exhorte le Canada - reconnu internationalement comme un défenseur actif des droits humains à travers le monde, pour appeler à une reprise de tous les pays, les garants et les signataires de l'ONU sur les Accords de Paris en 1991. Ceci est pleinement examiner et de résoudre les questions en suspens à l'égard des droits de l'homme et la démocratie au Cambodge.

La signature des Accords de paix historique de Paris 1991 a aidé à rétablir la paix et apporté la démocratie au Cambodge après le régime génocidaire des Khmers rouges et des années de guerre civile. Cependant, le manque d'indépendance judiciaire, les expulsions forcées de la terre et persécution politique au Cambodge l’ont apporté au bord de la dictature.

Re: Silencing Cambodia's Honest Brokers

As a Cambodian American I would like to thank Elizabeth Becker for reporting this problem to the world to hear. This is another method for the Cambodian government to silence the voice of the people. It is so unfortunate that this new law on civil society is proposed during this time, when the world is in an economic crisis. It is probably not by coincidence that the Cambodian government chooses this moment in time to try to pass this law because they know the world is now too busy with their own problems than to worry about Cambodia, a small country of no significance to them.

As an observer from afar I feel that Cambodia has missed many opportunities to right the ship after the election of 1993. I was fortunate to be in Cambodia in February 1992 to witness the arrival of UNTAC in Cambodia. That was the moment I felt Cambodia had a chance to rebuild the country the right way by adopting the model of the Western world such as the respect for human rights, social and equal justice for all, and the concept of democracy. My younger brother, Hann So, took his personal time off from his work to build the Khmer Institute for Democracy (KID) with Julio Jeldres in Cambodia. I was a constant contributor to the bilingual journal Khmer Conscience that my brother created. We introduced the concept of democracy and tried to teach the Cambodian people who had been oppressed all their lives under the communist rules that it was alright to speak up, to participate in rebuilding the country, and not be afraid to vote for whomever they wanted. This may seem banal for people who live in a free country, but for Cambodians who had been oppressed and taught to follow the communist party line, this freedom was all new to them. We were very enthusiastic for the future of Cambodia.

I thought that after Ranariddh won the election he would bring in the right people to help him rebuild Cambodia. I was so disappointed when many of the people he brought in to work in his government started to behave like hungry animals. They sold everything in sight and put the level of corruptions in the Hun Sen government prior to the election to shame. The corruptions were widespread and became the norm. Now it's a culture that is almost impossible to get rid off. It's becoming a cancer in the Cambodian society.

Troops from friendly countries should also monitor Cambodia’s border with Vietnam

TROOPS FROM FRIENDLY COUNTRIES SHOULD ALSO MONITOR CAMBODIA’S BORDER WITH VIETNAM

In a 20 July 2011 call-in program broadcast live on Phnom Penh-based Beehive Radio FM 105 MHz, opposition leader Sam Rainsy – who is currently in Tunisia – answered from Paris questions from listeners from all parts of Cambodia related to the 18 July 2011 decision by the International Court of Justice (ICJ) on the border conflict with Thailand.

Sam Rainsy elaborated on four main points:
  1. The ICJ decision is unfair because it puts the victim (Cambodia) and the aggressor (Thailand) on the same footing. “Both a legitimate house owner and a thieve illegally occupying the house are asked by the Court to simultaneously vacate the house.”
  2. The Hun Sen government is incompetent in the defense of Cambodia’s territorial integrity: What it obtained in 2011 from the ICJ is a serious setback compared to what then-Prince Norodom Sihanouk government obtained in 1962 from the same ICJ on the same Preah Vihear temple issue.
  3. The Hun Sen government refuses to call for the implementation of the 1991 Paris Peace Agreements on Cambodia, as suggested by the Sam Rainsy Party, because any effective means to legally and peacefully force Thailand to vacate any illegally occupied portion of Cambodia’s territory, would also force Vietnam to do the same. As a matter of fact, Hanoi – to which Hun Sen’s CPP is subservient – has stolen more land from Cambodia than Bangkok.
  4. Troops from friendly countries, such as units from the Indonesian army, should be asked to also monitor Cambodia’s border with Vietnam. Thousands of Cambodian farmers, who are losing their farmland in the ongoing secretive border demarcation process, are crying for help in the face of Vietnam’s aggression in the form of displacement of border posts, as evidenced by recent incidents in Svay Rieng, Takeo and Kampong Cham provinces.

The French Prime Minister was on official visit to Cambodia last weekend. He first talked about economy and globalization with Hun Sen, his Cambodian counterpart who is in power for the past quarter of a century. Next, along with King Norodom Sihamoni, he attended the reopening ceremony of Baphuon, a majestic Angkor temple rebuilt under the direction of the French School of Far East.

But NO, Mr. Prime Minister, the future of Cambodia is not just about restoring the Angkor site and the management of the frustrations of western entrepreneurs. The speech given by France is not up to par with the serious shortcomings of democracy in Cambodia, in particular, the continuing violation of civil freedoms. Yet it was that violation that initiated the 1991 Paris Agreements which allowed the return of peace and the beginning of reconstruction [in Cambodia]. But since then, the Phnom Penh regime has continued to drift away from the "liberal and plural democracy" which is guaranteed by the above national reconciliation agreements. I still remember the premonitions by our former king: One day in 1994, while I was the Finance minister, I was meeting face to face with Norodom Sihanouk then-king of Cambodia, at the Royal Palace in Phnom Penh, who confided to me: "I'm afraid to see that, one day, I will face the same fate as the last king of Italy." Then he went on to remind me that, following World War II, the Italians rejected the monarchy because they blamed Victor Emmanuel III of being too weak toward Mussolini. Beyond his concern for the future of the monarchy, Norodom Sihanouk implicitly compared Hun Sen, the strongman of Cambodia, to Mussolini and he already foresaw the danger of the shift of the [Phnom Penh] regime towards fascism.

Le Premier ministre français était en visite officielle au Cambodge ce week-end. Mais «Non !» monsieur le Premier ministre, l’avenir du Cambodge ne se résume pas à la restauration du site d’Angkor et à la gestion des frustrations des entrepreneurs occidentaux. Le discours de la France n’est pas à la hauteur des graves carences de la démocratie cambodgienne, et notamment de la violation continue des libertés publiques. Pourtant, c’est elle qui est à l’origine des accords de Paris de 1991, lesquels ont permis le retour de la paix et le début de la reconstruction. Mais, depuis, le régime de Phnom Penh n’a cessé de s’écarter de la «démocratie libérale et pluraliste» garantie par ces accords de réconciliation nationale. Je me souviens des propos prémonitoires de notre ancien roi. Un jour de 1994, j’étais face à Norodom Sihanouk au Palais royal de Phnom Penh. Il était alors roi du Cambodge, j’étais ministre des Finances. Il me fit cette confidence : «J’ai bien peur de connaître un jour le même sort que le dernier roi d’Italie.» Et il me rappela qu’au lendemain de la Seconde Guerre mondiale, les Italiens avaient rejeté la monarchie parce qu’ils reprochaient à Victor-Emmanuel III sa trop grande faiblesse envers Mussolini. Au-delà de son souci pour l’avenir de la monarchie, Norodom Sihanouk comparait implicitement Hun Sen, l’homme fort du Cambodge, à Mussolini et il pressentait déjà le danger d’un glissement du régime vers le fascisme.

AGREEMENT CONCERNING THE SOVEREIGNTY, INDEPENDENCE, TERRITORAL INTEGRITY AND INVIOLABILITY, NEUTRALITY AND NATIONAL UNITY OF CAMBODIA 


Article 2:

1: The other parties tot his Agreement hereby solemnly undertake to recognize and to respect in every way the sovereignty, independence, territorial integrity and inviolability, neutrality and national unity of Cambodian.

2: To this end, they undertake:
a) To refrain from entering into any military alliances or other military agreements with Cambodia that would be inconsistent with Cambodia’s neutrality, without prejudice to Cambodia’s right to acquire the necessary military equipment, arms, munitions and assistance to enable it to exercise its inherent right of self-defence and to maintain law and order;
b) To refrain from interference in any form whatsoever, whether direct or indirect, in the internal affairs of Cambodia;
c) To refrain from the threat or use of force against the territorial integrity or political independence of Cambodia, or in any other manner inconsistent with the purpose of the United Nations;
d) To settle all disputes with Cambodia by peaceful means;
e) To refrain from using their territories or the territories of other States to impair the sovereignty, independence, territorial integrity and inviolability, neutrality and national unity of Cambodia;
f) To refrain from using the introduction or stationing of foreign forces, including military personnel, in any form whatsoever, in Cambodia and from establishing or maintaining military bases, strong points or facilities in Cambodia, except pursuant to United Nations authorization for the implementation of the comprehensive political settlement.
On 18 May 2011, Hun Xen said that the resolution to the Khmer-Thai border dispute can only depends on Cambodia’s sole effort, i.e. by going to the International Court of Justice (ICJ) because no friendly countries can help resolve this problem.

On 18 May, Hun Xen declared that it’s an issue that cannot happen and there is not a single sentence in the 1991 Paris Peace Agreements on Cambodia that can be used to resolve the Khmer-Thai border dispute in the Preah Vihear temple zone.

Hun Xen said that the border dispute in the Preah Vihear temple zone can only rely on the request to the ICJ to clarify its decision in order to end the border dispute.

Regarding the border dispute in the Ta Krabei and Ta Moan temples zone, Hun Xen said that only negotiations can resolve this problem and if there is no agreement, representatives from both countries will have to take their case to the ICJ to help decide this issue.
