Exam cheating rampant: report

National High School Exam candidates each spent an average of 120,000 riel – about US$30 – on bribes over this year’s two-day testing period to secure exam answers, according to independent research released yesterday.

Social researcher Kem Ley’s report Turning a Blind Eye purported that 92 per cent of students were involved in bribery or cheating during the exam, which is conducted under the supervision of high- school proctors, teachers and police officials.

“We also see that 55 per cent of answers were copied from their hand phone after the answer was made and sent around by email,” Ley said, noting social media site Facebook had emerged as a popular means to cheat during this year’s exams, which took place on August 6 and 7.

PHNOM PENH - Phnom Penh Municipal Court on Tuesday released four officials from the Ministry of Land Management on bail, after they were charged with embezzling some $2 million that was meant to go for housing of retired soldiers and the poor.

Sareth Boramy, the ministry’s deputy director-general; Pho Vuthy, director of its finance department; Lay Tuyrithy, his deputy; and Meas Ey Sara, another employee of the finance department, were arrested earlier this month after an investigation by the government’s Anti-Corruption Unit.

Rights advocates say the release is a sign the men may never see trial, while sources close to the case say the suspects were released thanks to the influence of unnamed higher-ranking officials.

Om Yentieng, head of the ACU, said the authorities had followed procedures and he did not object to the release of the suspects on bail. “I think the case will reach the final court hearing,” he said.

Cambodian Corruption Becoming Worst in Region, Advocate Warns

Cambodia ranks 164th of 182 countries on Transparency International's corruption index.

WASHINGTON DC - Cambodia's corruption problem easily surpasses that of its neighbors and could soon be worse than Burma's, a transparency advocacy group warns.

Preap Kol, head of Transparency International's Cambodia office, said NGOs need to work with the government's Anti-Corruption Unit to tackle the "complicated" problem.

Preap Kol spoke to VOA Khmer by phone from Berlin, Germany, where he was attending an anti-corruption conference that he says gave him a better understanding of how corruption works and how difficult it can be to eliminate.

Cambodia ranks 164th of 182 countries on Transparency International's corruption index.

More than enough vacant plots exist within Boeung Kak lake’s 12.44-hectare concession area to house those denied land permits, a new NGO report says.

Sahmakum Teang Tnaut claims to have found a viable and practical” solution for households excluded from the unmarked land the prime minister promised the community in August – and residents and other NGOs have welcomed it.

According to Outside the Lines: Households Excluded From 12.44Ha Boeung Kak Concession, the NGO has mapped the area based on boundaries outlined in the relevant sub-decree.

“We identified 70 households that appear to be excluded from the concession area, as well as 401 vacated plots within the 12.44 hectares,” STT programs coordinator Ee Sarom said. “Our report shows it would be eminently possible to allocate land for the excluded households within the concession.”

The report states that the 401 plots make up 17 per cent of the concession.

“[This] indicates households excluded from the 12.44 [hectare] concession could be given a vacant plot within it,” it states.

We see Internet surfers using it for sharing information and joining discussions on human rights and other social issues.
Cambodian Internet users are increasingly going online for more than mere socializing, a popular blogger says.

Chak Sopheap, who is currently in the US on a blogging fellowship, says more and more Cambodians are using the Internet as a tool for advocacy, especially on issues of corruption and rights abuses.

Internet usage remains low, but it is increasing, said Chak Sopheap, a 2012 Internet Freedom Fellow. Recent statistics show Internet penetration in Cambodia at only about 3 percent, but growing.

“We see Internet surfers using it for sharing information and joining discussions on human rights and other social issues,” she told VOA Khmer. They also share videos on corruption-related issues, human rights violations and those who fall victim to land grabbing.

US Asean Ambassador Encourages Strong Law, Low Corruption in Region

"Decreased corruption and strengthened law can help draw investors to a country."
The US ambassador to Asean met with other regional leaders in Phnom Penh on Tuesday, encouraging them to fight against corruption and strengthen the rule of law in their countries.

Ambassador David Carden addressed about 70 officials from 10 Asean countries as part of a seminar on legal information networks in the region.

Decreased corruption and strengthened law can help draw investors to a country, Carden said.

“If outside investment comes from outside of Asean, or within Asean, Cambodia has to protect those investors,” he said. In the US, he said, “we respect people who come in to invest in our country and create jobs for our citizens, and we will protect them in the court.”

The firms and individuals listed in Table 1 below are ineligible to be awarded a World Bank-financed contract for the periods indicated because they have been sanctioned under the Bank's fraud and corruption policy as set forth in the Procurement Guidelines or the Consultant Guidelines. Such sanction was imposed as the result of:

(1) an administrative process conducted by the Bank that permitted the accused firms and individuals to respond to the allegations. Through July 2007, this process was conducted in accordance with the Sanctions Committee Procedures adopted on August 2, 2001. Since then, the process has been conducted in accordance with the Sanctions Procedures of the World Bank Group Sanctions Board. Cambodia is ripe for money-laundering and terrorist financing activities due to rampant corruption, banking-sector secrecy and an overall lack of financial transparency, a governance institute says in a report released this week.

The Switzerland-based Basel Institute on Governance has ranked Cambodia the third “highest-risk” country out of 144 listed for its failure to comply with anti-money laundering and counter-terrorism financing standards.

Cambodia’s ranking is based on standards and other “risk categories such as financial regulations, public transparency, corruption and rule of law”, according to the report’s authors.

Cambodia’s risk score is 8.46 out of 10, only slightly lower than Iran, which had the highest score at 8.57.

I visited the Cambodian Stock Exchange (CS--) last September in the heart of Phnom Penh. It had officially “opened” a few months prior but no companies were listed yet. The trading room was filled with new desks and computer monitors, waiting for someone to power them on. Fast-forward seven months and the stock exchange is now starting to breathe signs of life— there is now one company trading on the exchange. On April 18, the Cambodian Stock Exchange started trading with the initial public offering (IPO) of the state utility company, “Phnom Penh Water Supply Authority.”
As a frontier market, Cambodia is still a work in progress.

The government is trying to woo global investors by throwing open its doors and virtually saying, “We'll make it easy for you.” There are no capital controls. No requirements for joint ventures. International companies can own 100 percent of their local business in Cambodia. The only major restriction is on foreign ownership of land. With a young labor force that commands cheaper wages than China, Cambodia has been looking attractive to foreign companies. Illegal logging of staggering proportions abetted by military personnel is decimating stocks of luxury rosewood in the Central Cardamom Protected Forest, while the conversation group tasked with protecting the area and its government counterparts deny the trade is even happening.

In a period of several hours beginning late on Sunday night, the Post witnessed at least nine industrial transport trucks, seven pick-up trucks and one Land Rover packed with timber drive out of Koh Kong province’s Thma Bang district in the CCPF on one road alone. Large numbers of trucks could also be heard using a nearby connecting road.

Several of the trucks that the Post was able to inspect closely were carrying heavy loads of illegal rosewood.

Villagers, loggers and conservationists have verified that Forestry Administration officials, military officers and rangers working in partnership with the NGO Conservation International are making no effort to stop the massive trade in protected rosewood.

In many cases, it is alleged, they are actively profiting.

Cambodia must solve two big problems for takeoff

NEW YORK, April 23 (Reuters Breaking views) - Cambodia must solve two big problems to achieve the kind of rapid, sustained growth Asia's tiger economies have delivered. Opening its stock exchange on April 18 is a good start - it shows the country is relatively friendly to foreign investors and markets. But meeting the needs of a rapidly growing population will be expensive, and Cambodia's corruption is both dreadful and pervasive.

Cambodia's economic performance, at first glance, looks decent. It is expected by the Asian Development Bank to grow at 6.5 percent in 2012, around the same rate as in 2011. But with Cambodia's population growing 1.7 percent annually, GDP per capita is increasing at less than 5 percent. That means living standards are increasing more slowly than in richer Asian countries like Vietnam, India and China.

Feeding, educating and housing ever more Cambodians will be a challenge. Cambodia's population is increasing faster than the 1.1 percent annual growth in Vietnam and 1.3 percent in India, and will require large additional investments in infrastructure and services before growth can take off. The new stock market might assist at the margins by bringing in more foreign capital; more reliable pension provisions, making large families less of a necessity, would help too.

Corruption is the real enemy. Even for Asia, the country's property rights are poor, and it ranks with the worst global slums on Transparency International's Corruption Perceptions Index. The World Bank has ranked Cambodia one of the most difficult countries in which to start a small business, in terms of both time and cost. Solving the problem requires action at the top as well as a clean-up campaign throughout the various layers of state bureaucracy.

The US-based Transparency International says Cambodia’s corruption has become “systemic,” where people are habituated to bribery that is now seen as “automatic.”

The executive director of Transparency International Cambodia, Preap Kol, says the classification is one of the most serious forms of corruption that will take considerable effort to reform.

The group rates Cambodia the 20th-most corrupt nation in the world, putting it in the company of Guinea, Kyrgyzstan and Yemen.

People seem to have the automatic thought that they have to bribe,” he told VOA Khmer Monday.

Rangers paid by an internationally funded conservation organisation have been directly profiting for years from the very trade they are supposed to be preventing in southwest Cambodia, documents obtained by the Post allege.

Former Conservation International (CI) staff members say when they spoke up about endemic corruption that was facilitating the illegal logging of the Central Cardamom Protected Forest (CCPF), which stretches across three provinces, they were fired for doing so.

Written complaints from the chief of a community management committee in the CCPF backed by CI detail how luxury timber confiscated by officials on the organisation’s payroll simply “disappeared”, and did so systematically.

A “bribe book” photographed by sacked former staff member Thap Savy, allegedly shows how CI-supported Forestry Administration and military police officials [rangers] made a lucrative business out of “conservation”.

I saw CI took the money from the illegal loggers. I came to talk personally and complain to the CI director [Seng Bunra], that’s why I was sacked,” he said.

Take Cambodia, which ranked at the bottom of a recent regional Transparency International corruption survey. Its government workers pad their paltry, sporadic pay by demanding bribes for everything from birth certificates to school grades. One oft-cited International Monetary Fund working paper argues that paying civil servants twice the wages of manufacturing workers is associated with a reduction in corruption. In Cambodia, civil servants make less than half what a garment worker makes.
Singapore’s prime minister, Lee Hsien Loong, isn’t often taken publicly to task. But when you make S$3.1 million ($2.4 million) annually to run a country, people tend to expect results. When they don’t get them, the aggrieved masses turn to that lowest-of-common-denominator gripes: Hey, how much are we paying this guy?

Lots compared with, say, Barack Obama, who as U.S. president gets $400,000 a year. Lee’s compensation will fall 36 percent, and that of Singapore’s president will drop 51 percent, to S$1.54 million. The cuts were based on the recommendations of an advisory committee formed three weeks after last May’s elections, when opposition party candidates made hay with the pay issue -- and the ruling People’s Action Party won with the narrowest margin since independence in 1965.

Such still-fat paychecks may give pause. Yet let’s applaud Singapore for what it’s trying to achieve by paying top salaries to leaders and ministers: attracting the best and brightest to public service and reducing the temptation to engage in graft. Done properly, such initiatives can make government more efficient and economies more vibrant. Transparency International has ranked Singapore among the world’s top five least-corrupt governments since 2001, and according to Worldwide Governance Indicators, an index supported by the World Bank, it has also been among the best governed.

Sar Sambath, a veteran anti-graft crusader from Cambodia, says it's time that critics started acknowledging some of the successes his country was having in fighting corruption (sic!). He spoke recently with the Post's Achara Ashayagachat.

Q. How has Cambodia so far embarked on its anti-corruption mission?

A. Cambodia joined the SEA-PAC in the same group with Thailand in 2007 and we've been a member of the ADB-OECD (anti-corruption) Initiative for Asia, not to mention that we've abided by the UN convention on anti-corruption and put in place relevant laws in compliance with international best practices.

Q. How are those laws being implemented ?

A. You have to understand that Cambodia has been fighting against corruption since 1999 during the time of the UN Transitional Authority in Cambodia. We've been restructuring and modernising the anti-corruption work throughout this past decade. From 2006-10, anti-corruption work was reformulated and the (anti-corruption) institution was adopted in the April 2010 law. We've just amended two more articles and the fully fledged law has just taken force in August 2011.
