On Saturday, opposition leader Sam Rainsy and a representative of the civil society have opposed the government decision to preserve the current number of 123 seats for the upcoming fourth mandate of the National Assembly (NA). Sam Rainsy and civil society representatives consider this decision as lacking correct basis, and is politically motivated.
Sam Rainsy said in his reaction (to the government decision): “This means that we (MPs) cannot track the actions and the activities of the government members, and of the executive branch.”
In May, Sam Rainsy officially requested for an increase in the number of NA seats from the current number of 123 to 130 for the upcoming NA fourth mandate. Sam Rainsy explained that this increase is necessary based on the population growth.
Sam Rainsy is concerned for Cambodian people who are currently facing more land disputes, more human rights violations, and more illegal logging, but the number of Members of Parliament still remain the same, at 123, and this number of MPs could not efficiently follow up on the corruption activities, and they could not efficiently resolve all the problems faced by the current 14 million constituents.
Koul Panha, Comfrel director, reacted by saying that the recent government decision to preserve the same number of NA seats at 123, has disappointed him.
Koul Panha said: “This decision is not based on the important services provided by MPs such as the reviewing of the government works, and helping resolve the problems faced by the constituents.”
Koul Panha believes that the number of seats at the NA should be increased from 123 to 130 so that MPs can efficiently serve their constituents.
The above reactions from the opposition leader and a representative of the civil society came after the council of ministers issued its official decision, on Friday, to preserve the number of NA seats at 123 for the fourth NA mandate, based on what the government viewed as the current social and economic situation.
Khieu Kanharith, government spokesman, explained that the increase in the number of NA seats is not necessary: “That group (opposition), they want to eat the tail [they want to gain], that is why we see that they want to add more seats in places where there are many (people), they want to add (more seats) mainly in provinces where there are few seat, so when they add mote seats, they hope to gain. This is what happens, normally, those who want to add more seats, they want to benefit from it.”
During the first NA mandate, the number of seats amounted to 120, this number increases to 122 for the second mandate, and on the third mandate, this number increased to 123, the current number of seats.
Cheam Yeap, CPP MP and chairman of the economic and finance committee of the NA, said that with 14 million constituents, the number of 123 NA seats is fine.
Cheam Yeap said that the budget spent for the NA, including the salaries for MPs and for various officials, amounts to US$10 million per year.

Hun Sen government will not move forward whenever it doesn't benefit their lasting power though it is important, legal and necessary for the need of Cambodia nation especially to increase NA seats, to enforce national law (law enforcement), firm control on illegal immigrants, tolerating on freedom of demonstration and media, accept, investigate or pay attention to both inside and outside feedbacks and criticisms...etc We can assume and notice that this is normal for corrupted, dictatorship and uneducated leadership.
I can see the streamline that have accused Sam Rainsy Party or Mr.Sam Rainsy himself as corrupted person is not professional and intellectual. I am not pro-SRP, but to be fair and non-judgemental; Cambodian nation will not move in the right track and will never experience a positive change when one who has never controled national money in hand as well as hold the power to lead the country has been accused as corrupted and incapable...we should consider give him/her a chance when his/her surrounding premises are reliable and possible.
Why we should not consider SRP as corrupted?
Because:
1. No power in naitonal government, no way in plundering or corrupting national budget.
2. Never led the government, we cannot assume or speculate that he/she is incapable.
3. Having national aternative changes of leaders only can ensure national transparency, dignity and progress especially bright future.
There are acceptances around the world that, same leader will never bring any good to the nation. With this discovery and intellectual perception that both communist and democratic countries have limited regular mandates for their leaders.
Cambodia needs good future or bad future? If they need good future they have to change leader or vote for change.
CPP can reserve its glory only by changing its priminsterial candidate. Doing so, the dynamic and alternative future of CPP will be recognized in both national and international arena.
SRP can reserve its glory only by changing its priminsterial candidate, the party's president is not essential in this discovery.
Cambodia nation can have good image and glorious future only by changing her leader or leader should consider him/herself to step down and hand power to others peacefully and volunteeringly. Doing so, Cambodia nation and that power-sacrificed will gain good reputation in the future.
Alternative future of Cambodia is essential in need to change her leader. Doing so, Cambodia can gain huge benefit:
1. Economic growth
2. Transparency, can lessen corruption
3. Human rights respect and democracy
4. Uplifting up from poverty line and narrow social gap
5. Having reputation and dignity in the international stage.
6. Having more competent candidates and leaders to destine future of our nation.
7. Having full territorial sovereign integrity.
8. Having self-reliance, non-alignment and neutrality
9. Can reduce debt of foreign loan
10. Cut off family trees and kleptocratic power
11. Eliminating the culture of impunity
12. Eliminating the culture of nepotism, cronyism, bureaucraticism and favouritism.
So current Cambodian leader and Cambodian voters should consider this changing methodology if they want to receive both personal and national sustainability.

You can see that during the debate in the Parlemant, it's the same persons who speak. Other close their mouth , yanw, discuss each other,and then......vote. These parasites lazy opportunists wait only to get their pay.

It woud be logical to think that SPR, AS A WHOLE IS NOT CORRUPTED, but in realty some are. I always remember this statement: "Power corrupt absolutely".
Since SPR is a grassroot political party, its greatest advantage is the ability to mobilize its constituents. Although it does not hold any significant government posts, this advantage allows Mr. Sam Rainsy to create problems for and criticize the current government. This is enough to alarm tycoons and other businessmen to bride Mr. Sam Rainsy to stay quiet.
Like I said in my earlier post, Mr. Sam Rainsy became very quiet about the Nation Road No. 2 after he received $1,000,000 from the toll booth company. Reason why he keeps advocating for the anti-corruption law is because that is all he has for his political flatform. What else does he have?
