At a speech given at the meeting to discuss about aid to be given to Cambodia, on 19 June 2007, besides promising to fight against corruption, Prime Minister Hun Sen also promised to give out state lands to people who need them.
Land dispute is a hot topic in Cambodia, it was also a topic of discussion at the recent UN human rights council meeting in Geneva, Switzerland.
Hun Sen said that the government paid great attention to the land issues which constitute a major problem currently. Hun Sen said that recently, the authority confiscated back some economic concession lands given to a number of private companies.
Hun Sen said that the government plans to turn the confiscated land to people who actually need lands. “Recently, the government decided to cancel the agreement and confiscatec back the concession lands from 5 companies that are not properly following the agreements with the government and not following the letter of the norms in place. And in this issue, I am telling you that I told H.E. Chan Sarun (the minister of agriculture) to continue canceling (the agreements) with a number of companies that are not properly following the rules, and there will be more land confiscated back and they will be put into proper use,” Hun Sen declared.
Hun Sen told the donor countries and aid institutions that he recognized that various land disputes took place in Cambodia, but he said that in some land dispute cases, there are “bad” people and politicians behind them.
Hun Sen added: “In the past, some politicians walk around inciting a number of people to illegally violate and grab state lands or private properties lands by using the slogan: ‘success will get land, failure will get money’. On this issue, I am telling you also that (the government is) working hard to resolve the case of people who really need land because in the past, there were several movements involved in this activity with the backing of politicians or ‘bad people’ who pushed people to grab state lands or lands belonging to others. They used the slogan ‘success will get land, failure will get money’ (to incite people to grab lands), and in some areas, they even use my pictures to present them as Samdech Hun Sen’s development zones, but in reality the bad people and their groups are actually stirring up these issues.”
