Prime Minister Hun Sen praised China for providing unconditional aid to Cambodia. Hun Sen made the praise during the opening ceremony for the Prek Ta Meak bridge construction site, on Wednesday. The bridge will be built with Chinese loan. Hun Sen declared that Chinese aid to Cambodia is based on actual needs and it is not linked to any condition, nor will China ask for any payment back. Hun Sen said: “Normally, Chinese aid comes with no condition imposed, based on our need, we requested a bridge in Prek Ta Meak, then they sent people to build the Prek ta Meak bridge without attaching any condition such as telling us to do this or that before they provide us (the aid).” In the past, Hun Sen was irritated with donor countries which imposed on the government to improve its governance, or to ratify the anti-corruption law, etc… Hun Sen considered these demands as violations of Cambodia’s sovereignty.

We must accept Aid that pofits our Country.But we must not be stupid and say this or that Aid is unconditional. Any aid from any Country is conditional. The issue is that "conditions" are more or less visible, and are they acceptable or not.
It's amazing hearing HS saying foreign consultants "stole" ideas from Cambodia. In fact many ministries hire them for doing certains jobs Cambodian officials have no competence or no wlling or motivation to do hem for exemple End Year evaluation of the project,3 year evaluation of the plan achievemnts..........
It's normal that the Consultants need some previous reports and current statistics.....to be used as tools for their work. It's not stealing.
It's great if Cambodians can do these jobs by themselves. But they must obey their boss and make the report that please them, even a biased report. Even if he Cambodian officials did a "good report", who recognize them, let alone congratulate them.

Why stupid leader said "unconditional" why the condition is ONLY Chinese Company? Is it a condition to set ONLY Chinese Company can bid for building bridge?
For example. Mr. A gives loan to Mr. B to build a house. Mr. A sets condition to Mr. B that, only his relatives' companies can build that house. Mr. A might tell all of his relatives to set the price higher than non-relative companies for the same quality of house. So Mr. A can profit from interest, his relatives can profit frome construction, and Mr. A may have more influence on Mr.B also. Then Mr. B is so happy because he gets loan for building his house but he does not need to pay now. Mr. A can wait to get all loan and interest from Mr. B's children.
