Suon Serey Ratha of the Cambodian Action Committee for Justice and Equity (CACJE), who was the person who asked to remove the immunity of King-Father, declared to RFA that his letter sent to Heng Samrin was absolutely not unfair, and that the request made by his committee did not violate the law either. He quoted (to back up his assertion) the Constitution which stipulates that citizens have the right to sue the constitutionality of the law and that all the power belong to the people.
He said that the violators of the law are in fact the Cambodian government and the National Assembly because they do not accept to resolve a request made by the citizens.
In addition, Suon Serey Ratha declared that the president of the National Assembly whom his committee sent a letter to, did not reply to him yet and it turns out that Hun Sen, who is in charge of the executive branch, was the one who rejected the request, and Hun Sen also unfairly accused CACJE before the legislative branch even issues its decision in this matter.

Good job for your help to accomplish the win-win strategy of Hanoi. They create the circumstance that can make Khmers hate Khmer and kill Khmers as well.
In critical and practical thinking, I can see that N.Sihanouk as well
as Cambodian monarchy nowadays has been drastically changed and their
power has been forcibly limited by laws. So the past of N.Sihanouk as
well as Cambodian god-king culture has been passed. What you mean with
your vision, I still see that it is only the past, not in the present
and not in a concrete way. Nowadays, the popularity and the roles of
N.Sihanouk as well as monarchy has been controlled by Cambodian
national constitution. I would like to inspire you to look at powerful
men or men who are in power, the executive institution that is always
disturbing and influencing other institutions not to work
independently. Cambodia has checks and balances at all. You should
crusade with this issue, and especially the hidden works of Hanoi
inside CPP.
So when I look at Sourn Serey Rattha's letter, I can see the chaos, I
don't see it will bring peace. It can give us some benefits too such
as instructing everybody has to abide by law. It is regardless of
king, upper leaders..etc. But the disadvantage from this letter is
more than that. It will lead to terrible division again, if it cannot
bring war of weapons, but it can bring war of ideology and hatred. You
can calculate and do a survey, how many percentage of Cambodian people
are still loving Sihanouk and how many not?. These two extreme people
can continue to suffer Cambodian land caused by only Rattha's small
letter and his firm delusion.
The trial regulation has clearly amended. Why Sourn Serey Rattha
appealed only to try the king? Why he doesn't request to try Hun Sen,
Keat Chon or Vientam, Thailand, China and US? Those few mentioning
individuals and states closely affiliated with the atrocity in
Cambodia, under the leadership of Pol Pot.
I hope, Jame and all of you who have always felt bad and frustrated
with N. Sihanouk; not to fall in Rattha's hidden agenda. You all
should rethink again before giving support any means to Rattha. His
letter was promptly responded by Hun Sen, so we cannot imagine that
how much Hun Sen and Rattha have closely cooperated together?
Hun Sen and CPP are smart enough to have Rattha's letter and his
firmly confirming this activity to try the king.

Everybody has brain and thought. More we damn Khmers, Pol Pot or Sihanouk; more benefits the 7 January 1979 government.
It is common and simple, now Rattha's letter has given the chance of CPP's prominent leaders to stand up to protect N.Sihanouk; and doing so CPP can gain more loved and privileged from the people who are still loving Sihanouk. CPP has already done a survey that to keep monarchy and protect N.Sihanouk, they can sustain their lasting power.
So, it is logical that Rattha's letter served the interest of CPP; and CPP is the beloved daughter of 7 January 1979.
CPP's eyes and vision about 7 January 1979 is the victory over KR, not the invasion of Hanoi. It is normal that we hear several times the words of thanks from CPP's prominent leaders to those Hanoi's volunteering soldiers.
CPP has never thought of releasing herself from Hanoi authority at as we can observe:
1. They have never restructure the party's structure and membership created by Hanoi.
2. They only increase relationship treaties with Hanio that sometime those relationship treaties are trivial.
KR and N.Sihanouk are the tool, the very effective tool for CPP's lasting power. Lasting power of CPP gain huge benefits to Hanoi according their current honeymoon relationship and the gratitude to 7 January 1979.

Folks, a short extract right below from NOUTH Chhoeurm's "Mémoire d'un coup d'Etat" will certainly open wide millions of eyes of people who dare to believe that King Norodom Sihanouk was innocent, not involved in the 1975-1979 Khmer Rouge atrocities and should not be prosecuted by the ECCC. Unfortunately for some folks, the text is in French:
Presque trente ans déjà ont passé depuis le génocide commis par les sanguinaires Khmers rouges, un génocide qui a causé la mort de plus de deux millions de Cambodgiens innocents et notre histoire n’a jamais vu un tel crime contre l’humanité depuis la fin de la deuxième guerre mondiale. Malgré trente ans passés, la question demeure et on se demande toujours si ce crime contre l’humanité pouvait-il être évité ou non? Mais parce qu’il avait peur de perdre son fauteuil de Chef de l’Etat, il a préféré abandonner complètement son peuple à son sort au profit des Khmers rouges, ses amis “qu’il a juré de ne jamais trahir jusqu’à la fin de sa vie”.

I don't have any doubt that Mr. Suon Serey Ratha works for Hun Sen and Hanoi. If he does, why he is allowed to stay in the US? The US is behind of this issue along with the international court. The court already researched for the last 10 years or so to seek whose is responsible for killing Khmer people. So they pinpoints Sihanouk takes responsible. After Sihanouk stands trial, Hun Sen and his clangs will be next to stand this trial. Because Hun Sen was one time working with Khmer rouge. Up until now Hun Sen and CPP still comitted crime against Cambodia people as he did under Khmer rouge. Remember he has a crocodile ponds in his Toul Krorsaing compounds for silencing and killing his opponents. He also has more than 100 black motorbikes for assasination in his compound led by his evil commander, Hing Bun Hieng.
KY your comment seems to be cold but I don't think that you don't know all the things that happened since the decade of 50 until the 70. I don't either but I was born in Cambodia and now I am 70 may be I am older than you and I saw more things that passed on that period more than you. I support Ratha's letter because I don't want any more fighting. To be clear and to save Samdech Euv's face he has to face voluntary infront of KRT's judge to clear all the words from the outside or inside the country. We lost a lot of land because the khmer people were broken so I want to see them reunite. If he will in KRT court and speak truly and be responsible to the things that he did he becomes a Hero. If he does not do that his name still in the mind of the people who think that he was the head of killer. I don't blame any one at all because one picture shows thousand of word they are human being they can think what ever they had seen.
I'm very young cambodian who was born before the start of civil war in 1970. I don't know much about Cambodian history. So far I see Sihanouk is:
A man who doesn't care about his country and people.
A man who likes to enjoy music, movie, ladies, and talking trash.
A man who destroys Cambodia and its people.
A man who wants to save his palace and power.
A man who betrays all of us.
A man who has no gut to stand up against the Vietcong.
A man who can only stand up against imperial US.
A man who sided with the wrong partners, China and Vietcong.
A man who lost his power because he let Vietcong use Cambodia to fight US.
A man who let Vietcong that he helped to fight Vietcong encroaches Cambodia land more and more.
A man who doesn't say a word to Vietcong why do that and Hun Sen, his hero.
A man who is the leader of Khmer Rouge geonocide.
A man who needs to face his consequence in front of International tribunal.
A man who need to go to Prey Sar along with Hun Sen and his regime.

All that I see is only Cambodian people are going to UN tribunal court and I don't see any foreigners taking responsibility for what they have done to Cambodia, to destroy Cambodia, and to fan the flame of the Vietcong war into Cambodia and to force Cambodian people and Cambodian leaders to take side to kill each other! This whole Cambodian tragedy reminded me of great American civil war of 1861 and1865! This is so sickening!

Everything that happened in Cambodia is beyond the control of any Cambodian leaders and people! The highly charged political external force and pressure of Great Powers are so great that Cambodia will have to be broken into pieces for the interest of Great Powers! What happened in Cambodia is the result of rivalry between United States and Russia and to some extend China and Vietname too! That is why there is North Vietname and South Vietname, North Korea and South Korea!
