STATEMENT ON THE ELECTION OF THE SAM RAINSY PARTY LEADERSHIP
Following democratic principles, the Sam Rainsy Party (SRP) has implemented an in-depth reform over the last three years, so as to elect its leaders from bottom up. Elections started at the village level, went up to the commune level, then to the district level, then to the provincial level, and finally to the national level with the election of the Steering Committee, the Permanent Committee and the party top leaders: President, Vice-President, Secretary-General, Treasurer, and Controller.
On Cambodia's political scene, only the SRP has the will and the means to implement such a reform. By electing all its leaders from bottom up, the SRP has put an end to the practice (still ongoing in other political parties) of appointing leaders following a top-down approach. Over 500,000 SRP members all over the country have taken part in elections organized successively in over 10,000 villages, 1,621 communes, 185 districts and 24 provinces or municipalities. This series of elections at all levels were organized by the SRP with the support of several international organizations including the US Agency for International Development (USAID, representing the US Government), the Washington-based National Democratic Institute (NDI), and the Washington-based International Republican Institute (IRI). These organizations help promote democracy in Cambodia and consider that the reform being conducted by the SRP is really strengthening democracy within our party and will help strengthen democracy in our country.
Regarding Secretary General Eng Chhay Eang who was elected into his position at the SRP Fourth Congress on September 8-9, 2007, our party wants to stress that his gambling habit belongs to the past. Before deciding to run again for the Secretary General position, Eng Chhay Eang has amended himself and put an end to his wrongdoing. Because he has amended himself, Eng Chhay Eang was elected by the SRP Steering Committee, through a secret ballot, as Secretary General. The election, which is in line with the democratic reform undertaken by our party, was monitored by representatives from the above-mentioned international organizations. All the participants, including all the candidates, finally recognized the election result as correct and fair.
Besides, the SRP top leadership have decided that, from now on, the SRP Secretariat General will work on the basis of a consensus rule, meaning that all important decisions by the Secretariat General will also require the agreement of Deputy Secretaries General Mu Sochua and Teav Vannol.
In case there is information and evidence showing that any SRP leader is involved in any wrongdoing that affects the work and the honor of our party in the present and in the future, the concerned person will have to voluntarily resign from his position without the Permanent Committee and the Steering Committee having to fire him.

That is a good way to do in democracy country such as Japan, US, European countries. Look at Japanese prime minister, Abe. He resigned after his party and members defeated and too many scandals. How's about Hun Sen regime? His regime is a communist and corrupted People Party regime. The most dictator man after Sadam Hun Sen of Iraq, Noriega of Panama, Chavez of Venezuela, etc... in the world.
When was the last time we heard same swan song?Consensus is more rather coersive rule in this orchestrated coup de grace by Eng Chhay Eang and cronies.
How this works democracy out with autocratic rule and same ruler for the passed 12 years whose name is on the pact?Not a democracy but is more like personality cult club.

What do you propose? If you are going to critize someone let it constructive. I know selecting ECE was kind of shaddy but, do you have a better solution?
I'm not 11:23pm person, but I supported SRP for along time. I'm now down to 50%. A lot of speculations about SRP latest hidden actions. If it is me, I would choose Mu Sochua as Secretary General. Forget the past never helps the party image. Why can he put him as deputy instead??? What is wrong with woman? She is much cleaner candidate. Rong Chhun, Chea Mony,.. who else will affect the votes?
me too, 4:02 am, i have ben supporting SRP for along time, now i am begining to wonder is SRP is delivering what people are hoping for, and when does people have a good leader teams.i woulld prefer mr. sam rainsy to select ms mu sochua as secretary general, or else, bye bye SRP.

Thank you 402 am in pointing out along with my thought.Exactly Ms.Mu Sochua has been acting and doing a commendable job.
I proposed to have Chhay Eang voluntarily resigned from the Secretary General post and better stay cool as MP as long as Party got reelect by Battamnbang voters.In saying this the Permanent Standing or Intermittent Sleeping committee can reaffirm vote of confidence for Ms.Mu Sochua to be fully Secretary General accordingly.
Consider Cambodia politic as Buddhist and gamble is not kosher either in morality or character.Besides Chhay Eang has skeletons hidden in his shorts already.
For career politician ,character speaks volume.Is this constructive enough?

The SRP statement posted above sounds too good to be true. Actually, nobody can fire Eng Chhay Eang, not the SRP Steering Committee, not the SRP Permanent Committee and not even Mr. Sam Rainsy himself. Why? Because:
1- Eng Chhay Eang is Tioulong Saumura's secret lover,
2- Eng Chhay Eang is CPP active agent.
The statement further said that Eng Chhay Eang has "amended himself and put an end to his wrongdoing". Only retarded or fools would believe this. Why? Because Eng Chhay Eang is an addicted gambler. There is no way whatsoever to treat gambling addiction. Eng Chhay Eang may relax his gambling habit for a while as part of his damage control undertaking, but sooner rather than later this so destructive habit will come back and it will come back stronger than ever.
However, I may be wrong. The SRP may be a true "democratic" party after all because adulterers, gamblers, thieves or even murderes can be elected in any positions.
i love grassroots politics. It is always about the people, the smaller guys, first and foremost. It fights from the ground up, instead of being appointed by the upper echelon. May God bless the Sam Rainsy Party, the only real people party in Cambodia.

You need more supporting not even now but a long term run if you'll become next Khmer-Prime Minister.

As an independence Khmer individual, I have no conflict interest with neither Ms. Mu Sochua nor Mr. Eng Chhay Eng personal nor political career, but from the bottom of my heart, I would like to see Ms. Mu Sochua as the party secretary-general over Mr. Eng Chhay Eng, per Ms. Mu Sochua’s past performance speak for itself. I deeply apologize if my opinion creates any negative affect upon any parties.

Between Ms Mu Sochua and Mr Eng Chhay Eang, I had no preference. In term of capabilites, maybe Eng Chhay Eang is better. At SRP party, we talked about transparency and cleanness. For my point of view, Ms Mu Sochua is much more clean than Eng Chhay Eang. Clean people give the inspiration to the members.
I really doubt about of the elections Steering Committee, the Permanent Committee and the party top leaders: President, Vice-President, Secretary-General, Treasurer, and Controller.
SRP Party was supposed to be the democratic party that people wanted, instead of FUNCINPEC. How about now ? Did you use democracy in term of the western? Did they voted secretely (ballots)?
Mr Sam Rainsy : How about the close relation of your wife (Chakrey Tioulong family) with Mr Chea Sim and his relatives? Please clarify for us. This information is really confidential. I have learned that informations in 2005. I think we need some clarifications, before you fooled us all.
Rumors said that a lot of relatives of Eng Chhay Eang are in the high rank of the party. If it's true, that's normal that they raised hand for Mr Eng Chhay Eang!
And why do you need for the 50% law in assembly so urgently ? Revenge is good for you. How about people living in the country ? They were too afraid to express their opinions freely, because nobody can protect them. Please think about people first! They need real democratic leaders! Democratic party don't need to exterminate others parties to become a monopole party. If you do things good (in term what they want), they will come to you?

Guys if you live in cambodia, don't speak too loud. Eng Chhay Eang is deputy chief of the land dispute. Well if you are like many cambodians that don't have lands. Just go for it!
If not, we have to paid for what we have saided. He may need money to go gambling (Chhay Eang).Did you guys or gals see any good solving land dispute's case from Eng Chhay Eang ? If yes, please remind me!

Do you know who are all these 99 Steering committee members? The 74 were selected and sceened(not elected) from 24 provinces and municipalities by the selection (not election committee) led by Kuoy Bunroeun (Chhay Eang's brother-in- law), Chea Poch (Chhay Eang's man), Thach Sethat (Chhay eang's)and others. In some provinces, Eng Chhay Eang has even led the process to select these SC members to ensure that his men are there. The case in Banteay Meanchey, Takeo and other province proved that. The most severe battle for Chhay Eang gruop to select his own men was in Takeo as reported by Sralanh Khmer recently where Kuoy Bunroeun was rescued from severe defeat and was technically lost his SC membership. But because of the selection (not election) committee members were Chhay Eang's men, Kuoy Bunreoun is selected.
The other 40 candidates from which 25 steering Committee members were elected, had been proposed directly by SRP's owner.
So, the election of SRP's Secretary General has been perfectly prepared by Chhay Eang's group. Please do not make it up. Do not repeat the mistake agian and again. We don't buy it anymore
Eng Chhay Eang was perfectly suitable for the post in past ten years, with his gambling habits. Given the current political environment and people knowledge, he is simply out of Cambodian political areana. Do you think I and other khmer people want our representatives with gambling skills? come on guys!
If SRP wants to be relevant in the politics after next election, do something quickly and substantially. Good fighters are not always good managers. SRP needs good a manager at this stage and Chhay eang is not good manager but he is good gambler and inside-fighter.

I guarantee you both when you need to send some one to negotiate or lobby in the USA you can send Mr.Ieng instead of Mrs. Mu Sochua.
The whole world knew that Mr. Ieng
can do a great job better than Mrs.Mu Sochua. Bravo srok Khmer will have more Casino than any Country in South East Asia.
