The recent election of Eng Chhay Eang, the new SRP secretary-general, created a protest within the party. In a communiqué issued on Thursday 13 September, Eng Chhay Eang is reassuring SRP party members.
Eng Chhay Eang who was elected to SRP secretary-general, proclaimed his desire, in writing “to work well, so that the party come up first during the upcoming general election, and not to hesitate to quit his position if it is proven that in the future, he would commit a bad action that would affect the party.” He added “I am determined not to deceive our members and party activists. And I would resign without condition, if I were to commit a bad action that would dishonor the SRP. I will make all the sacrifice to serve the party.”
This declaration with good intention did not convince Rong Chhun, President of the Federation of Trade Unions of Cambodia – who one day after the SRP congress, proposed to this party leaders to think about the transfer of Eng Chhay Eang. Other SRP supporters had also protested against the election of Eng Chhay Eang, who is blamed of being a casino gambler. “I am not interest in such declaration. It is an (internal) affair of this party. I know that I only support a party once I am convinced of the good morality of its leaders, and that they will defend the interests of the workers,” Rong Chun concluded.

Thank you for putting your conviction and sincerity in writing Mr.Eng Chhay Eang! Tell me how many Cambodian leaders can put their conviction and sincerity in writing? Not many!
Some Cambodian people claimed that Mr.Eng Chhay Eang is the bad boy of politic and he has a lot of his men controlling the SRP which help him get re-elected! These same Cambodian people also fear that one day Mr.Eng Chhay Eang will become the president of SRP! If the story is true then he must be one smart guy by any standard comparing to Mr. Sam Rainsy himself! Ahahhahahh I will be honest that I will keep a smart guy then to keep an enemy or a very stupid guy!
Let assume that Mr. Eng Chhay Eang got his position as secretary general through his men voting for him and does this mean that he can become the president of SRP? Of course not! Does this mean he can become the Prime Minister of Cambodia? Of course not!
Most Cambodian people are worrying that SRP may not win the 2008 election but some Cambodian people are worrying about Mr.Eng Chhay Eang as gambler! Ahahahhah! Don't the SRP have any priority in term of winning the 2008 besides attacking its own member?
May I remind you that in the Western world, the secretary job are reserve for women but in Cambodia, secretary job is reserved for smart guys who like to hold pen in their hand like a woman !Ahahahah! It is embarrassing for me to see these Cambodian politicians fighting each other over secretary job!
Oh well! I can careless for now as long as democratic system can take root in Cambodia because democratic system can be very ruthless when dealing with politicians. The democratic system will put politicians under a giant microscope exposing their weakness such as their family background, personal affair, and where he or she stands on unpopular issues...And when the public know too much about the politicians and it will force him or her to resign, to quit, or even to commit suicide! Ahahahha!
This is just a little taste of democratic system. Wait until Cambodia become fully democratic country and you will see what I mean. Right now Cambodian people have more important things to worry about!
We do not need our future representative with gambling skills. We don't buy it!!!! Enough is enough. You even don't know where you stand? You were suitable for SG post in last ten years not now. We know you like our fingers. We know how it was arranged for you to be selected. You have sceened all Steering Committee members from the provinces who've put rubber stamp on your candidacy. Come on! if you love our people step down. It's not too late to do so. Do not underestimate the people's power. I 'm saying as I wish to see our people live in peace. You can not bring peace to them. Remember you took Cheam Channy to the CPP in 2005. You think that people will simply forget it. Time is running out for you and for SRP

It's shameful that SRP could neither find other individuals without gambling skills for SG post nor ask him to step down.
Our belief to see SRP as an alternate to run the country after 2008 is vain now, since they even could not find a respective public figure for a post. What will happen if a few more public (government)posts will be given to SRP? According to SRP statement,Eng Chay Eang, (with his gambling skills) is the best (calibre) guy within SRP nowdays. Who is second best? (gambling + drinking skills?)and who is third best (Srei + Sra + Lbeng skills?). Watch out! all these guys since less than a year from now they will ask your votes.

You want a dictator who committed all kinds of corruption to rule Cambodia for another 30 years? I never thought that Cambodian people can be so stupid for failing to see the bigger picture! The gambler hadn't committed any corruption and not even running for Prime Minister and why even makes a big deal about it?
All these Cambodian people who claimed to know that Mr.Eng Chay Eang is a compulsive gambler and they have yet to produce any recent single evidence or incidence of him gamble anywhere in Cambodia. I have yet to see a picture of him sitting at Casino table gamble his life away! I have no doubt in Mr.Eng Chay Eang for declaring his honesty in writing! I don't know why you missed the point. The point is that Chhay Eang is not capable to manage the force. But he devided it into pieces. Do you think the Steering Committee Members who've selected him as SG were fairly represented from provinces? Some of them even do not know the base, don't know how many SRP member has been mobilized in their areas. So he's manipulated around the SRP management to get his men there. It's very dangeruos.... for you guys and for khmer people.

Those are familiar with John Steinbeck's Of Mice and Men novel,which seems reflective in hotly debate over such a man,Chhay Eang, who wishes to move mountain off people back.But evidently he can't even wipe a speck out of his own sight,how he expects to see full light for people?
It appears simple as people questioned is it Ok to have a gambler represents people in light of human integrity?

May be that's why Japanese dictatorship during WWII employed the hara-kiri to measure up the imperial army leadership moral virtue when push comes to shove.
I propose that Chhay Eang takes people serious not for granted.Be a good armor not an arrow that pierced the heart of hope.His words are no longer measuring up his own seriousness of a meaningful act.
Please step down to make way before the house is burned down.Please set standard in courage and virtue to seek true happiness for people.
The real winner knows when to stop and how to lose. No offense,Chhay Eang is no longer a focused politician.It takes good politic to rid immorality in society. Regrettably,people see Chhay Eang is not a good politic.
Therefore make peace with your own and allow people hope to blossom in the already distressed society.It goes for all included Raingsy himself. Listen to the wind is far better than the storm.

What the following Chhay Eang should do:
If he were to prove himself to be new person with a sesne of good mission, he should go out to sell himself by inviting people who feel doubt and criticize him to talk, to try to do what he can do to facilitate those worrisome.
He can meet the press on campaign to foster understaniding and relive anxiety of those groups. he can reach out to the grassroot people. He can do extra miles by assurring he will meet those people on regular basis and will step down if the SRP can't win 20-30 more votes (not to win to lead the next government, it is a dream wait for the next 15-20 years, SRP may see the light at the end of tunnel)
When he has done all these things and those people still criticize. Then It is not matter of himself at fault but it is the matter of those people personal issues regarding Chhay Eang. This case he can't help.

Being so good in risk management by both Raingsy and wife,Saumura, they both shall reflect,is procative worthy more of defensive?
The rotten fish dilemma is at play now.
Mr.Eng Chhay Eang needs to take his personal matter directly to his supporter and to the press instead of standing behind Mr. Sam Rainsy and the SRP to conceal his gambling misconduct.
So far Mr.Eng Chhay Eang did just that and he even declared writing to assure SRP that he would step down if he cause any damage to SRP reputation in anyway. And some Cambodian people are still not satisfied.
Maybe this whole issue of gambling misconduct is more like a personal issue! How do you go about solving a personal issue or personal dispute?

Congratulations one thousand times over! You are the luckiest man alive. You served Mr. Sam Rainsy as his Secretary-General for 10 years, you resigned for a short while because of your gambling problem, and now you have managed to be elected as his Secretary-General again. More importantly, you still can serve Tioulong Saumura as her housemaid and the CPP leaders as their informant with your special mission of providing all information they need to know about SRP internal affairs.
Bravo! You are such a Great and Valorous Secretary-General Cambodia has ever produced! Once again, CONGRATULATIONS!
Some of US doesn't know how important is the position of SG. Secretary general doesn't have the same sense as we usually know as in an enterprise : Playing with pen and sheet. In a political party, it's like the chief of army (Sena promuk in Khmer). All the operations is controlled by the SG.
And for Eng Chhay Eang, if members begin to have some doubts about his habits and personality, they are not inspired to execute his commands. SRP party brought strengths to the members by their transparency and democracy concepts. When you doubt someone, you will lose confidence & strengths and don't want to work for that person.
About the manipulations of the elections at the bottom, I share the same point of view. Unless, they have a solid proof and full detail reports from each communes, districts, etc. Don't bring the NGO to support their case, for my experience, they can not assist to all elections. And all the detail costs for each elections. With 500 000 members going to vote, I bet they have spent at least 500 000 us just for the transport. In North America, each members will organize themself to go to vote. But in Cambodia, for my experience, you have to paid at least the transportation.
SRP is a second hope for democracy for a lots of people, after Funcinpec do the coalition with the CPP in 1998. It's start there.
If Sam Rainsy not change his decision, well, I guess we have to find another real leader for democracy. Don't let Chea Vichea die for nothing!

Well, Don't have time to read all of the comments and don't know how many of you criticize whom.
I just wondering why Sam Rainsy put Eng Chhay Eing back in the SG candidate. Don't you think that maybe something behind that blackboard. I think it is. After Eng Chhay Eing gone for a while, Sam Rainsy seemed to be so lonely to stand and confront with CPP or Rannarith people. He got lost sometimes. He needs him (Eng Chhay Eing) to stand with now. Eng Chhay Eing is a smart guy who can figure out the way to defeat or get some seats from CPP.
But I still don't understand why he doesn't trust other people. hahaha, they have something secretly between each other. That's mean Eng Chhay Eing has known Sam rainsy's weakness. Let wait and see what will they do.
Folks, we all should give someone to have second chance. If you don't give them that chance, how you know they can do it or not.
Be honest with you, I will vote for CPP. No matter what SRP changes or replaces their cabinets of party. CPP still wins this coming election. Bravo CPP.

Mr. Eng Chhay Eang's letter is significantly showing his responsibility to the public. The issue of Eng Chhay Eang is not big like what most of you in this forum discussed. And I hope that your comment in here will not bias in the attempting to divide SRP into small pieces.
I extremely believe that human beings are possible to change. Now, we could give Eng Chhay Eang a chance to experiment himself in this change effort.
Otherwise, two sub-secretaries including our admirable lady, Mu Sochu will not allow Chhay Eang to do anything harsh for the party, especially the works relating secretary.
As a secretary in democratic party is different from secretary in communist party. So, I hope Eng Chhy Eang is not a central powerful person in the party like Pol Pot.
