Prime minister Hun Sen wrote a letter to His Majesty King Norodom Sihanouk, the father of the Khmer Nation, on 28 September 2007, regarding the case of the defrocking and threat against a Khmer Monk who were born in Kampuchea Krom (South Vietnam). The letter was a response to a question raised by Mr. Thach Setha, executive director of the Khmer Kampuchea Krom Community.
In his clarification, the prime minister accused former Abbot Tim Sakhorn and his gang of leading demonstrations which undermined the multi-millennium friendship between Cambodia and Vietnam.
On 03 October 2007, Hun Sen made a declaration, during the inauguration of the medical school in Phnom Penh, about the good relationship between Cambodia and the US. His claim about this good relationship with the US came right after King-Father Norodom Sihanouk said, recently, that the KR Tribunal must bring to court those countries which contributed to the formation of the Khmer rouge regime in Cambodia also, especially the US which bombed Cambodia a few decades ago, and these bombardments were the cause for the Khmer Rouge to be able to grab power. King-Father also said that the US was backing General Lon Nol in his coup d’état to remove him (King-Father) from power on 18 March 1970, and since then the Khmer Rouge forces became ever stronger. King-Father’s words could make Hun Sen accuse him of undermining the relationship between Cambodia and the US, and thereby could make Hun Sen arrest King-Father, and deport him to the US, just like what his regime did to Monk Tim Sakhorn, the former abbot of the Phnom Den North pagoda, who was defrocked and deported to Vietnam.
A former official in King-Father’s Sangkum Reastr Niyum regime expressed his personal view by saying that if Hun Sen arrests all those who criticize the USA, accuses them of undermining the relationship between the two countries (Cambodia and the USA), and deports them to the US to be jailed there – just like the arrest made against Monk Tim Sakhorn and his incarceration in Vietnam – then there will be a huge number of Cambodians, especially the poor ones who are forced to go find work in Thailand, they will start cussing the US and demonstrating against the US so that Hun Sen would arrest them and deport them to the US to be jailed there. These poor people reason that at least in the US jail, food is very good, there is a good place to sleep, and life would be much better than being an illegal worker in Thailand.
A person involved with the law said that Hun Sen’s clarification letter to King-Father dated 28 September 2007, seems to show that Hun Sen is not knowledgeable of the meaning of the Cambodian Constitution. In his letter, Hun Sen recognizes that Monk Tim Sakhorn is Khmer Kampuchea Krom, i.e. he is Cambodian and is protected by the Constitution also.
The same person above also indicated that the 7 Makara (07 January: date of the Vietnamese occupation of Cambodia) supreme patriarch Tep Vong illegally forced the defrocking of former Abbot Tim Sakhorn, and the authority which arrests its own people and handed him (Tim Sakhorn) to Vietnam to be jailed is also against the law, because the Cambodian Constitution does not contain any clause which stipulates that the government must arrest its own people and hand that person to another country to be jailed there, just because that Cambodian citizen talks or peacefully expresses his/her opinions. To the contrary, Article 33 of the Constitution protects the Cambodian citizen from being deported to another country.
Hun Sen wrote in his letter to King-Father: “I want to inform your majesty that regarding this case, the royal government ordered a research on the spot, and we received the results below: The abbot of the Boaknaram Pagoda, Venerable Tim Sakkhorn, is a Khmer Kampuchea Krom, he was born in Khla Kroheum village, Bachuk commune, Svay Tong province, An Giang province of the Socialist Republic of Vietnam, he stayed at the Boaknaram pagoda (Phnom Den North pagoda) located in Phsar village, Phnom Den commune, Kirivong district, Takeo province. …”
Yesterday, several of our readers called us by phone, wanting us to ask Hun Sen through our newspaper, that if they undermine the good relationship between Cambodia and the US, will the Cambodian authority arrests them and deports them to the US or not? If peaceful demonstrations against the US will result in an arrest by the Cambodian authority, and a deportation to the US, surely, there will be a lot of Cambodians who will start demonstrating against the US just so that Hun Sen would deport them to the US.
Dear readers, Sralanh Khmer is saying that if, in general, any individual undermines the relationship between Cambodia and another country, that person will deported to be jailed in the country which was aimed at, then, one day, Hun Sen will come around and arrest King-Father who is constantly criticizing the US, and thereby, undermining the good relationship between Cambodia and the US, King-Father could then be deported to the US for sure.

What is a dumb ass? Sihanouk is Khmer and the US has no jurisdiction over him. On the other hand, Ah Chkout Sakhorn is Yuon and Yuon has 100% jurisdiction him, especially when he's an illegal immigrant.

Hey, stop stretching the truth. Up to date, There is only about 3 millions yuon immigrants from Vietnam. They have been here since Vietnam pull out of Cambodia. They don't want to go back to communist country. The reason we gave them citizenship is because they risk their life to save us. And in the 3 millions, most of them are not real yuons but Ah Khmer-Yuons. Typically real yuons would not want to live here because they will missed their home... . Feel better, now?

The Yuon started to encroach on Khmer territory from the early of the 17th century.
- In 1623, they obtained the authorization to make trade with Prey Nokor, Yuon renamed Prey Nokor to (Saigon.)
The Yuon had asked for the authorization of only trade in Prey Nokor (Saigon) for only five year's duration. But after this period, Yuon refused to leave. In 1645, Khmer claimed the restitution of Prey Nokor (Saigon) but Yuon refused.
In 1653, Khmer once again required the return of Prey Nokor (Saigon)to the motherland.
The Yuon promised to make it. But Yuon were only misleading promises to us, in fact; they made varnish to settle in Prey Nokor with several hundred of thousands of their compatriots.
From this springboard, the Yuon continued their expansion and their annexation.
- In 1699: Yuon occupied the provinces of Ba Ria (Phuoc Lê ), Kompong Srâka Trei (Bien Hoa) and Prey Nokor (Saigon).
- In 1715: without the knowledge of the authorities Khmer and via their adventurers, Yuon practically controlled the provinces of Peam Banteay Meas (Ha Tien) and Krâmuon Sâr (Rach Gia).
- In 1732: Yuon seized provinces of Peam Mé Sâr (My Thô) and Long Hor (Vinh Long)
- In 1757: Yuon tried to establish the border in Moat Chrouk (Chau Doc.)
- In 1758: Yuon took the provinces of Preah Trâpeang (Tra Vinh) and the province of Bassac of which the headquarter of Srok Treang (Soc Trang).
Khmer carried out a ceaseless fight against the penetration of the Yuon to recover the territories, which belonged to Khmer. Let us quote the principal events:
- In 1731: Khmer of the province of Ba Phnom, east of Kampuchea, was raised to drove out the Yuon.
- In 1738: Khmer Army expelled all Yuon from Peam Banteay Meas (Ha Tien) .
- In 1743: Khmer of the province of Bassac (Soc Trang) Pol leav (Bac Lieu) Prék Russey
(Can thô) rose and drove out all Yuon;
in 1748, it prevented Yuon from returning there; The army crushed Yuon at Sap Angkam, province of Pursat.
- In 1776: Khmer province of Peam Mé Sâr (My Tho) and Long Hor (Vinh Long) rose with the army Liberated these two provinces.
- In 1835 - 47: Khmer of the province of Preah Trâpeang (Trâ Vinh) was raised against Yuon.
- In 1845, All Khmer Krom raised to crushed Yuon again.
- In 1858: Khmer of the province of Moat Chrouk (Chau Doc.) Liberated this province and again attached to Kampuchea. The Khmer’s army drove out Yuon from the provinces of Bassac,
(Soc Trang), of Preah Trâpeaing (Tra Vinh) and Krâmuon Sâr (Rach Gia).
- Under the French colonial Era (1863-1954) Yuon seized other territories of Kampuchea. They were in complicity with the French colonialist who seized the area of Prey Nokor (Saigon) in 1859. During this colonial period, Kampuchea lost the following territories:
- In 1870 - 1873: The province of Raung Damrei (Tay Ninh), the area located on two banks
of the Vaico river, Peam Banteay Meas (Ha Tien), Moat Chrouk (Chau Doc.) and Prasat Dâp (Dong Thap).
- In 1890-1914: the province of Choeng Preah (Song Bé )
- In 1929: the French colonialist annexed the province of Dâ lac (Banch choss Bangkol Thmor ruer Promh Sémar) Yuon = (Dar Lac) and gave it to the Yuon.
- In 1939: the French colonialist attached Cochinchine to Yuon, along with the islands Koh Trâl (Phu Quoc), Koh Russey (Hon Doc.) and a certain number of other islands.
At the 2nd world war, the Yuon annexed 67.500 square kilometers of Khmer territory, known as Kampuchea Krom, and also absorbed (Khmer tha Léb) million of Khmer Kampuchea Krom.
So, Khmer Kampuchea Krom are not YUON. (that’s my point) !

Hanoi may Stir up ethnic group Revolt
The Communist government of Vietnam may be planning a guerrilla war to bring down the up comming government of Cambodia, according to some well-informed Western diplomats.
the fighting would be done by ethnic cambodians-- the fighting is due to the present uncleared land and border war and others recruited from the large cambodian population of the Mekong Dalta.
The Western diplomats who believe this is possible admit that the evidence is circumstantial, but they think it is persuasive. For one thing, many Indochina experts believe that the fanatically harsh regime of Cambodian Leader Hun Sen is more vulnerable than it appears to be.
