Living conditions of the (illegal) Vietnamese in Cambodia

RFA traveled to Phsar Chhnang commune, Kampong Chhnang province, along the Tonle Sap Lake, where the Cambodian authorities claimed that several tens of thousands of Vietnamese immigrants – who hold proper immigration papers issued by the Ministry of interior – are living. However, (it turned out that) this is not an area where legal Vietnamese immigrants are living.

Everybody we asked as to whether they had a legal passport to cross into Cambodia or not. The answers were unanimous: None whatsoever. These Vietnamese cross into Cambodia from Vietnam by boats, and most of them claim that it was to find a better living condition by living on the (Tonle Sap) Lake inside Cambodia, where they have settled until now.

40-year-old Nguyen Thi Thu lives on a boat near Kandal village. She just arrived from Vietnam one year ago. She said that she has no Vietnamese identification papers, no passport, no nothing, this simply means that she entered Cambodia illegally and she continued to live under this condition and she even gives birth here in Cambodia. “She said that she did not obtain the Cambodian citizenship, but she received an identification paper showing that she is Vietnamese, and she said that they allow her to live here (in Cambodia) temporarily.”

Some live in Cambodia for 5 years already, others live here for 10 or even 20-year. A 70-year-old Vietnamese man praised his living condition in Cambodia, saying that living here is very easy, nobody dares chase him to somewhere else, even though he does not hold a Cambodian identification. “Living here is easy … I don’t want to go back south (Vietnam) anymore, I am living in Cambodia. There’s nothing to be scared of, in Cambodia, what is there to fear?”

In Cambodia, currently, there is not a single region that is not touched by immigrants, especially Vietnamese immigrants, whether they are legal or illegal. This issue is becoming a complicated matter now, and politicians have criticized that this situation creates a bad condition to the Cambodian society.

Suon Visal, a legal official, said that the fact there is no set region (for the immigrants to live in) prevents the authority from knowing the exact number of these immigrants, and they will also have difficulties in the administration of these immigrants. The results (of this carelessness) allow criminals to commit their actions and causing disorder in the society.

Suon Visal said: “As I told you about the law at the beginning, there is no way to determine the immigrants, there is no single place for them to live. If they are allowed to live anywhere they want, there will be a lot of problems, that is we lose our national integrity in the governance of the country, in this manner, any nationalities can come and live here (as they want). We cannot govern the country with such a lax system, problems will arise. There could be a lot of problems in the society involving governance, security, social order, and the integrity of a country.”

Regarding the flow of Vietnamese people into Cambodia, Thach Setha, a former Senator and current President of the Khmer Kampuchea-Krom Community, claimed that the number of Vietnamese immigrants is very huge ever since the Vietnamese troop invaded Cambodia in 1979.

Thach Setha believes that the settling of the majority of Vietnamese immigrants in Cambodia was planned and it also received protection as well.

Thach Setha said: “They (VN immigrants) did not come (to Cambodia) due to political or economical reasons, the majority of them are ordered to come in by their organizations. Their arrival was clearly ordered by an organization, and they even have their own leaders (set up). The leaders receive salary from Vietnam, and they led groups of Vietnamese workers to settle in Cambodia through their organizations and associations which have been set up in 9 provinces and municipalities.”

Even though Thach Setha leveled these accusations, Khieu Kanharith, government spokesman, declared that among the (Vietnamese) immigrants, some are born here, while others have proper paper works allowing them to live in Cambodia legally as immigrants.

Thach Setha indicated: “The yearly authorization paper (to live in Cambodia), they already have it, the question is: how many times can they renew this paper? (In Cambodia now,) don’t we have people from France, England, etc… who came here also? They renew their permit to live here. But, their permits specify where they live, work, etc… and they still keep their citizenships (unlike the Vietnamese).”

Opposition MP Son Chhay said that the situation should not be as it is currently. According to the immigration law, immigrants entering Cambodia must possess a passport and proper visa. When they overstay their visa, they will be charged.

He added that this problem occurs because Cambodian laws are too lax: “Immigrants usually move to a location where the living condition is higher, but we are really puzzled to see these Vietnamese coming to Cambodia where the economic condition is three times lower than in Vietnam. Jobs are hard to come by (in Cambodia), why do they come here? This is the first problem. The second problem is the lax condition and the lack of responsibility from the immigration officers and our government, they left (the border) open and create this anarchy.”

Son Chhay added that additional legal measures are necessary to regulate deportations, and to reign in on illegal immigrants who in some cases, are coming to Cambodia because of the policy (set up by the Cambodian government).

Suon Visal stressed that he believes that with a tightening of the existing immigration law, all these problems would be resolved.

at every stage of the Cambodian drama. We know and We have exsperienced throughout history the consequences of Viêtnamese expansionism and annexationism. We have sufficient proofs of Viêtnamese attempts to create a Confederation of Indochina under Hanoi’s RULE.
What we again know today is that the Viêtnamization of Cambodia has reached an active stage. the Viêtnamese military authorities in Cambodia.......are actively engaged in bringing new Yuon settlers to occupy Cambodia, particularly in the resources rich areas, along the Mekong river around the Tunlé Sap Great Lake, along the khmer border and in the provinces of Mondulkiri, Rattanakiri, Kratié, Kompong Cham, Kandal, Svay Rieng, Prey Veng, Takeo, Kampot......... Although the conservative figure of Viêtnamese nationals being resettled in Cambodia as new “ MASTERS ” of the Khmer Soil has been put at 4,000,000 , we estimate the new Colonizers to number about 4,500,000, excluding the 180,000 Viêtnamese occupation troops, and a few thousand Hanoi Spearhead.
Are we now witnessing a new Conquer in Cambodia?

In Phnom Penh, every where I go, there are no Khmer businesses. Its either Chinese or Vietnamese. My own people look at me with disdain because they do not believe I am a Khmer National. I have Khmer blood and are looked upon as a foreigner or "nikachun" but the reality is that these illegal immigrants are the enemy sucking Cambodia dry like leeches. It's not racism when your country is being swallowed whole by the enemy. WE NEED TO ACT NOW OR OUR COUNTRY WILL BE GONE.

Now the government of cambodia is in the process of issuing ID card to people aged 15 and above; this because they think that a lot of vietnamese children who came here between 1979 to 1989 reach 15 years and above. This is vietnamization!!!

2:29PM, the so-called Viet liberators went back to Vietnam a long time ago. It's the illegal immigrants we're talking about. Most of them were not here during the war, they only came in great number after the Paris Peace Accord.

Did you actually think that seductive killer prostitute (shown in the inset picture) also came to liberate Cambodia from the Khmer Rouge? Her accomplices may be just a few years old when the Paris Peace Accord was signed. You absolutely have no sense of history, perspective and time line.

Noope, not all liberators went back to Vietnam. Thousands of them stayed behind, and many of them send for the rest of the family and friends afterward, and that is how their number build up to millions. However, most of them are not real Yuons, they are really Ah Khmer-Yuon. They do look a lot like Yuon, and it is impossible to tell. Even the Khmer Rouge can't tell Yuon from Ah Khmer-Yuons as stated in the article " Khmer Krom: Between a Rock and a Hard Place". read it in the last few paragraph, no bullshit.

There are certain Khmer alphabets and words that Youns don't have and they can't pronounce properly. Real Khmer Krom people should pass the language test with ease, and the same goes for the real Youns who were born in Cambodia. Those who failed the test would be the real Yuons who came to settle down in Cambodia legally or illegally, liberators or not. Khmers generally can distinguish between Khmer Krom and Yuon, but fake Khmers cannot. And, that's no bullshit.

4:28, can you demonstrate your test?

I think you might end up kicking the wrong people back to Vietnam, just a Pol Pot killed them mistakenly. Furthermore, I don't think you can make a fool proof test because after 30 years in Cambodia, most of them could pronounce any word you told them, not to mention many of them born in Cambodia who can speak khmer better than Ah Khmer-Yuons in vietnam.

i agree with the person who wrote comment #2.when i was in Phnom Penh last fall around the Olympic market/Old Market there were so many chinese merchants even most of the resturant were own by viet/chinese people.

its suck to have our own market fled with foreign people running it.it should be our people running a succesful market and helping our own people gain wealth and success.i help one day it all change

True, that it's suck, but this is a free market economy, and Cambodia is not the only country that has excessive Chineses businesses. Over 60% of Singapore economy is fueled by Chinese people alone. Furthermore, it will be stupid for anyone to restrict people from running their own business.

There is no solution to the illegal imggrant. Just as we seeing with this trawler. They have penetrated every part of our society and have successfully hide themselves in their new clothed identity as Khmers and kon Khmers. There is nothing you can do.

Finding them is easy though, as you know, they always oppose the Khmer Kroms who they call the Khmer Youn, because we are spreading the conscious and awakening the Khmer mind of the true reality of their intention. Though it may be too late, because the gvt. of Cambodia is run by these people and their goverment now.

We can see in the near future that Khmer Krom will be targetted systematically like Tim Sakhorn. All those who speak of the reality of their intentions will be targets, will be delcared traitors and treasoners. They are the new Khmer, they are the Xmer.

X-mer people. The same X-mer person have been name calling our Khmer Krom people A Khmer Youn ceaselessly from one subject to the next. Keep that in mind, when you see the keyword "A Khmer Youn" is the same annoy X-mer person.

Don't let this Xmer thief fool you.
We need to be vigilant about our own country. But at the same time, we must also be reasonable and not act without reason and humanity.

You see, people, if you gather all Ah khmer -youns together from KI media alone and analyze it independently on your own, I bet you will learn how evil they are on your own. Do it and tell me if you don't see the same thing as I see it. Here's what I see clearly without much effort at all: If you are Ah Khmer-Yuons born in south vietnam for generations, and you can't speak khmer, they will not accepted you as Ah Khmer-Yuon. They don't care much about you. They will just consider you as Yuon Puppet. And this is consistent with them recently suggested to test people in Cambodia with a certain voice test. And if you fail, they proposed the you be deported back to Vietnam. Seriously, do you really think that that is the right think to do?
