Motorcycle driving lessons set to 57,000 riels (~$14.25)

The ministry of public works and transport has set the price for motorcycle driving lessons at all private driving school and departments of public works in all province and municipalities to 57,000 riels (~$14.25) only. Keo Savin, director of transportation of the ministry of public works told the Rasmei Kampuchea newspaper that the cost of motorcycle driving lesson at private driving schools in the country is limited to 20,000 riels (~$5), and when added with the exam certificate and the driving license itself, the total cost amount to 57,000 riels (~$14.25). Several private schools have started to provide driving lessons, and the lessons are provided free of charge at the department of public works. Currently, in Phnom Penh city, there are about ½ million motorcycles, but only about 10,000 motorcycle drivers have legal driver license.

Is the $14.25 for certificate and license an annual fee or life time fee?

If it is and annual fee, I think this is way too high and we must strive to do better if we can. On the other hand, the fee is quite reasonable if it is a lifetime fee or fee for every ten years or so.

No need to have such lesson or license. The important thing is to enforce the law. Obeying the law, accident is considerably low.

The problem is that government officials, gangsters, play boys, body guards, soldiers, policemen,
..... Policemen must not corrupt when there is a fine case happened.

All these senarios are a hint to corruption officials who initiate the program.

Actually, they are just tried to make up for the low tax revenue that they have so that they can pay all civil servants a little better. I am in support of this idea, but they should do this very carefully. One disadvantage that I see of the bat is the timing: it is close to the election now, and they may lose some voters who can't afford that type of fee. Secondly, if the fee is too high, then people will by less motor cycle, which in turn, will effected the motorcycle sale and economy. As a result, this will reduce the tax revenue; thus, inhibit the government from paying the civil servant the salary that they wanted. The way, I will handle is is start out with as low fee as I possibly can, then gradually increase the fee over time. hence, reducing the chance of effecting the current economy.
