Although the Interior Ministry currently has so many departments and bureaus relating to anti-terrorist intelligence, information gathering, and news investigation, they appear to be insufficient for the protection of the rulers' power since it appears that the following saying is vindicated: "An evil doer always feels like being followed by a shadow." Therefore, in order to protect his own power, the ruler needs to create as many supplementary intelligence forces or spies as possible.
In other countries of this world, intelligence forces work against terrorism and provide protection for social security because they monitor cross-border criminals and local felons who attempt to conduct terrorist acts against humanity. In Cambodia, however, the intelligence forces are created for killing fellow Cambodians only. For instance, the intelligence forces have been used to abduct this or that individual so that the victims would blindly denounce one another.
According to a foreign security observer, the Cambodian intelligence forces were created to monitor just fellow Cambodians, in particular the opposition politicians and political parties. This is because the ruling party wants to know whether the politicians are making contact with each other or what activities the political parties are conducting. Besides, they are being used to monitor the activists of political parties. If any political party activist is found to be making progress that could constitute an obstacle to the ruling party, the special intelligence forces would be told to suppress him immediately.
Therefore, the intelligence forces are not working to guarantee security or prevent and fight terrorism. They are used only to protect the powers that be, to serve the interests of the ruling party, and to spy on fellow Cambodians. In the long run, this practice causes Cambodians to mistrust fellow Cambodians because they do not know to whom they belong. This is because even among the motorcycle-taxi drivers or waiters at swanky restaurants frequented by celebrities are many intelligence agents. Therefore, the Cambodian rulers' drive at causing Cambodians to mistrust one another has also caused disunity in the Cambodian society, turning it into easy prey for interference and annexation by neighboring countries because a divided Cambodia is weak like a single shop stick that can be broken easily. Some people suspect that this is a trick of the Vietnamese who are pulling strings in a way that Cambodians would no longer trust their fellow Cambodians and that the Cambodian society would be divided. In reality, these days the Vietnamese have been penetrating the country everywhere but no Cambodian intelligence forces are monitoring their movements. They do not care whatever the Vietnamese are doing; but they closely monitor their own Cambodian people.
Nowadays, it is observed that Cambodians who are the masters of the country are afraid to speak up about the problems of their own country because they are wary of their neighbors, but the Vietnamese can do whatever they please in Cambodia. The security situation observer said that Cambodia is now on the world's blacklist as a haven for criminals because the intelligence forces here are inefficient since their activities are not geared for suppressing crimes in general. They are used to monitor fellow Cambodians only.
A high-ranked Interior Ministry official said that a new intelligence department has not yet been officially announced but it has already been created with its internal structures under construction. The same official further revealed that this intelligence department shall be directly subordinate to National Police Department Commissioner-General Hok Langdi. However, at the start, before the structures are fully in place, this department is placed under the temporary jurisdiction of the Central Security Department [CSD] headed by 3-star Gen. Un Sam-oeun. Previously, Un Sam-oeun was head of the Anti-Terrorist Department [ATD], but Hok Langdi transferred him to heads the CSD instead. Now the ATD must be temporarily under the CSD and under the direct control of Hok Langdi.
The high-ranked Interior Ministry official said that in the past Hun Sen used the Military Intelligence Unit [MIU] that Mol Roeup headed. But Mol Roeup is now very sick and lately the MIU has not been fulfilling its mission very well. Hun Se, therefore, decided to create a department within the police ranks personally controlled by Hok Langdi.
The same Interior Ministry official said that in the past the police forces that performed intelligence work came from the General Information Department of Chhai Sinarith, the Anti-Terrorist Forces of Bit Kimhong, the Crime Suppression Forces of Mak Chito, and the Central Security Forces of Sok Phal, which are now under Un Sam-oeun. Sometimes all these different branches of forces came near to clashing with one another over personal interests. Now Hun Sen has created another intelligence department for spying on various political parties.

It is true that the CPP gangsters now use another tactic setting up a "legal assisination" department to threaten whoever donot vote for CPP. You can easily see that Hok Langdi will lead that group because he is YOUN. He has no regret to KILL Khmer. Thus, if Khmer people against CPP's interest to serve YOUN master, Hok Langdi will order to kill them. That is very simple.
