Cambodian's planned visit draws protest

LONG BEACH - A planned appearance by Cambodian Deputy Prime Minister Sok An at next year's Cambodian New Year Parade in Long Beach has stirred controversy and is threatening to open old wounds in the Cambodian community.

In his home country, Sok An is the right-hand man of Prime Minister Hun Sen and the ruling Cambodian People's Party. Earlier this month, he accepted an invitation to attend next year's New Year celebration from a delegation from Long Beach visiting Phnom Penh. The contingent included representatives of several ethnic and civic groups including Cambodia Town Inc., Long Beach Sister Cities, the Cambodian Coordinating Council and the Cambodia New Year Parade.

News of Sok An's planned attendance has brought emotional response from members of the Cambodian community in Long Beach who oppose the Hun Sen government.

In an effort to stop the visit, a petition has been launched protesting the deputy prime minister's appearance.

Anthony Ly, editor of the Angkor Borei News, which will print copies of the petition in its Dec. 31 editions, says he hopes to meet with Mayor Bob Foster in January to present the signatures.

There was confusion about whether Foster formally invited Sok An to attend the parade.

Evan Braude, an attorney and former Long Beach city councilman who was part of the delegation, said that wasn't the case.

Braude said he had been asked by Foster to extend greetings in general to groups the delegation met. Foster had planned to go on the trip, but had to bow out because of an eye infection.

"There was no specific invitation to a specific person," Braude said. "It was just a general invitation to anyone who wanted to attend. That's the main thrust."

Braude added that formal invitations to visiting heads of state and their representatives are handled by the federal government, and the visit by the Long Beach delegation wasn't even an official city visit.

However, Richer San, a Long Beach delegate, confirmed that an invitation was made, formal or not, and Sok An accepted.

He added that if Sok An decides to join the parade, he will be provided with a car to ride in and banners identifying him.

Braude noted that in past years other political figures have been part of the parade, including Pok Than, a former minister of education in Cambodia with ties to Long Beach.

Opponents say bringing someone of Sok An's stature, however, ups the ante.

Ly, who said he already has 20 to 30 signatures, called Sok An "the most corrupt man in Hun Sen's government."

He added that local residents oppose the deputy prime minister's involvement because of the Cambodian government's long history of human rights violations, corruption and a laundry list of other misdeeds.

As an example, Ly pointed to a recent visit by United Nations human rights envoy Yash Ghai. After Ghai's contentious 10-day fact-finding mission, the BBC reported the envoy said, "Cambodia's government was not committed to human rights, and power had been too centralised (sic) around `one individual,"' referring to Hun Sen.

The BBC reported that Hun Sen responded by calling Ghai "deranged."

San says Ly was an opponent of the New Year Parade since its inception. While he supported Ly's right to hold a different opinion, he said Cambodian Americans need to put homeland politics aside.

Although he sought to remain somewhat neutral and removed from the controversy, Cambodian activist Paline Soth said many residents see Sok An as representing an oppressive regime and will see his appearance as extending the reach and influence into Long Beach.

"They believe they fled the country to leave an oppressive government and be independent and be subject to the law and order of Long Beach," Soth said.

About his own feelings, Soth says he believes it is OK for Cambodians to attend the parade as private citizens, but adds, "I would be critical of anyone using the parade for their own agenda."

Braude, who hopes to diffuse any tension, said, "We're not here to play politics, right or wrong."

However, homeland politics and old hurts and alliances still simmer just below the surface in Long Beach's Cambodian community.

This was never more evident than in 2005, when Cambodians divided sharply and bitterly over the inaugural New Year Parade. Initially scheduled for April 17, the date Pol Pot and the Khmer Rouge rose to power and unleashed the Killing Fields reign of terror that left about 1.7 million Cambodians dead, the parade issue gashed the community along old party lines.

Although Hun Sen and his Cambodian People's Party have been democratically elected in recent years, since the coup he led in 1997, the prime minister is still a lightning rod of dissent stateside.

Soth is among those who fear that an appearance by Hun Sen's top aide could be disastrous.

"There's a silent majority out there watching," Soth said, "and at the snap of a finger, this is an issue that could ignite them."

These members of the delegation who went to Cambodia recently did not represent the wills of Cambodian-Americans in Long Beach and surrounding areas. They did not even inform their own organizations. The board directors of their organizations were not informed and they were not approved to do that mission.
Most of the people were caught by surprise.
We have to boycott these people from doing these things again.

Stop doing business with these people. Boycott their businesses.

Their headquarter are centalized at a building across the street from Khun Heng Market above Bamboo Restaurant.

Show your support by going overthere with a sign of protest every day at lunch time.

NO VIOLENCE but what you can do: Identify which car he is in, then You can greeting SOK AN with Smelly and rotten eggs, holding posted & condemmed strongest words signs that can his nerve along the roads that the parade will be taken place.

He can't accept humiliation and people who invite him will suffer huge embarrassment.

You can form a human chain protest in front his car. The car must speed not more than 5-7 miles an hour for the parade. All you need is your determination, you can express your dissatisfaction in USA without fear.

Whose are these stupid couple, Richer San and Sothea San?. May be Sok An treated them like a royal when they visited Cambodia. That's why they sided with CPP like Hun Sen and Sok An.

For the comment of Khmer Abroad, you think Sok An might change his attitude or policy toward Cambodia and her people. You're wrong my friend. This guy has been visiting too many countries like his boss, but he did the same thing to Cambodia. Steal land, encroach land to Vietnam, killing opponents, beat up Khmer Krom monks, etc...

Recently, I've spoken with Mr. Sok about his forthcoming visit to the United States. He also informed me that he might have to do above-face of his visit due to security concerns.

"Certainly, when it comes to the worst, I might have to cancel the trip," he said over the phone.

As of today, things are already turned ugly.

I have a friend who know most of the relatives of Sok An in Vietnam. I even can name his ralatives here. If Cambodian let him attend Cambodian New Year Parades in Long Beach, man, I dont know what to say to our Cambodian in Long Beach.

I heard that Ly Diep is a very patriotic man who usually write against Shihanouk in his newspaper, why dont he does something against Sok An or he just against Shihanouk, but not against CPP leaders.

Only plan to join parade in LB, Sok An make community there in trouble now. This is a real powerful person. Why Khmer community in LB is entrapped with this kind of power?

We know something or someone has power or not, we just see interaction from one person or object to another. If impacts or forces happen to surrounding environment then, power is available.

Khmer community in LB now is receiving power from one person who has never controled or led LB community at all. Some people claimed themsevles of not associating with CPP or Mr. Sok An or hate him, but explicitly received or absorbed influence through worrying of his plan in parade.

Not to receive or give Mr. Sok An power, Khmer community in LB should disengage themselves from him and not give him previlege of interaction with community. I am sure his plan is not just the parade but also political agenda to attract or destroy political interest groups. He is very happy to see LB community in this broken situation and he will prefer to join if LB community still has problem like this.

Ly Diep and friends want to establish Killing Fields Memorial Center for Khmer victims and surviving families in Long Beach area.

I am at a lost after reading this article about Cambodian leaders in Long Beach who are willing to recognize the CPP leadership to come to Long Beach!

This is not the issue of who hate what! This is not the issue about Khmer hate Khmer! This is the issue of morality! Cambodian people have the right to hold any Cambodian leader to high standard of morality!

Most Cambodian people knew the Cambodian People Party (CPP) which came to power since 1979 installed by the Vietcong government as a puppet government! For thirty years the CPP run Cambodia to the ground and promoting the illness and the misery in Cambodian society and even today with all the corruption, the human right abused, the economic enslavement, and the oppression are beyond words to describe!

By giving the recognition to the deputy Prime Minister Sok An which is to give more ground to immorality!

For me after seeing Cambodian monks get kicked and beaten with electric batons like a dog for peaceful protest and I am done with Sok An leadership!

The City of Long Beach has no place for immoral person such as Sok An and the rest of his clan and he can stay where he belongs!

Sichan Siv is a good friend of mine.

Graduated from the University of Columbia with a master in Internation Affairs. He's also a private pilot.

The Bush's family must have liked him a lot. Mr. Sichan's personality and likeability and charisma led to his success.

At one time, I was personally disappointingly upset when he did not receive the appointment to Cambodia as the ambassador during the Bush 41). Of course, because Bush 41 did not get re-elected. Had he get elected for the second term, Mr. Sichan would have been the FIRST Cambodia-born ambassador to Cambodia.

As per the invitation of Mr. Sok An to participate in the upcoming parade -- I would highely iffy if he (Mr. Sichan) has anything to say about this.

More importantly, remember Sok An's daughter was married to Hun Sen's son. Now, you know their connection.

Mr. San and his wife -- as far as I know and understand -- will do anything to kowtow Mr. Sok An and the current government for their personal gains, disregard the welfare of the stricken and csh-strapped country.

I'm quite certain that Mr. San and his wife are unbashed of their complicity and involvement. That said, this is a shameful and dispecable for the Long Beach community to have Mr. San representing the new Cambodian Town.

Who are Richer San and Sithea San.
Can anybody post his biography.
I heard he used to work for UCC a collapsed Cambodian Organization in Long Beach. He was fired in around 1993.
Then He moved to Cambodia to work for Royal Air Cambodge. He screwed up so much that Pan Chantra, his boss, decided to fire him around 2000 or 2001.
He moved back to Long Beach and live there. Nobody knows what is his real job right now. He help to open a losing "Cambodian" Bank with an asset of approximately 6 million dollars. based on the report published lately the new bank lost about 50% of its assets after its first year of operation. So it will go down the tube. People want to help the "Cambodian" Bank but they don't like the San's couple.

Looks like someone here tries playing neutrality to downplay the posibility of escalation of violence in the upcoming parade.

The truth of the matter is political affiliation is dangerously different from others.

Also, in fact, Mr. San has set a very bad example for the Cambodian community.

Bottom line this is real democracy.
There is some people who would like to invite Mr. An to come, and there some who do not not like him to come. Both are OK to express their belief.
Cambodia Town, Inc., I believe is a non-profit organization. If they do something that promote political environment or bias, it's against the status of the organization. And it is no longer a non-profit organization.

What else do you need to understand that Mr. San is not linked to the dictatorial regime. All the evidence is arguably pointing toward that direction.

My recommendation and suggestion to the non-profit organization board members to look into this allegation seriously.

The fact of the matter is Mr. San should remove himself from this organzation before he further damage the organization.

Also, the Cambodian community of Long Beach leaders should surmon an emergency meeting abouth this accusations against Mr. San.

It is my sincere hope that the board members will not overlook the concerned matter for the sake of the Cambodian community.

I 'm not sure if it is good thing to let them visit.I know it hard to take after the puppet gov has been destroying our country almost 30 years under vietnam's influence.
vietnam has been using dirty tricks to separate our Cambodians for so long and yet very successful,my question is,should we let them visit? and we try to talk openly face to face about our heart toward our nation issues and the messages could be delivered to the main figure in Phnom Penh.This way may be more appropriate then we have no
talk at all.We are in the democratic world,we should use and show them what about the freedom is .We should looking for both side benefits, not the anger or revenge,this way we might get away from the outsider's tactics.

Regardless of his association with Vietnam, The Cambodian's government is still The Cambodian Government. Mr. Sok An is still Khmer. He comes from Cambodia Majority of us at home vote for them. The royal family & The Hun Sen government is still representing Khmer or us. Mr. US Ambassador is still in Cambodia. We stil have peace to maintain. We know, it's such a confusion and so much of conflict of interest. That's included Mr & Mrs. San and our best man Mr. SiChan Siv. Would you say no to King Norodom Sihamoni's invitation to visit The Cambodian palace? Probably not. He still our King. Mr. Sok An is the most unwanted man in our heart, but until he & his present government are voting out of the office, there is very little that we can do to deny his visit or sit on one of those as..kisser people's car. Moreover, who told you that Mr. Sok was elected by the people; certainly, he was not elected by the people. Here is a misapprehension by your uncorroberated fact: Mr. Sok was appointed by his body (the bulldozer 'Hun Sen') -- he was never gets elected by the people.

Tyrants are able to consolidate power because they led people to believe there is chaos and anarchy. Julius Ceasar, Adolph Hitler, Napoleon, and George W. Bush are famous tyrants who were given power by the people to restore order from the threats that they created. Murdering a Deputy Prime Minister would only demonstrate that there is turmoil and instability that must be stop by brutality. Futhermore, any harm done to Sok An in America by Khmer Americans will make the rest of the world view Khmer Americans as vicious people conspiring to kill one man. I say let the man come, let him participate in the parade, but do not harm him. The people can show their disapproval by not participating and not observe the parade. King Sihanouk likes everybody else is a man. He has good intention and right to convince others for his real cause. See his films for your self and then blame Mr. Sichan.

Sihanouk had managed to destroy it all. Sihanouk had destroyed patriotism; Through the "Killing Fields" Sihanouk had destroyed almost 2 millions of Khmer (including Viet, Chinese, Cham and many other inhabitants of Cambodia).

To serve the Viet/YUON's interest, Sihanouk had managed to produce a boatload of worthless offspings specifically Rannaridh (Sihanouk the Playboy Jr), and Sihamoni (Sihanouk woman's side, the queer Prince Jr).
Even as almost to his last breath, Sihanouk still manages to serve his master - the Viet/Yuon!
Sihanouk had managed to crack a few eggs in the process to make the "killing Fields" looked good: killing a couple of his own offsprings.

And yes, Sihanouk had managed to CRUSH khmer's spirit once and for all in favor of the Viet race by way of the very same infamous "Killing Fields"...

As Cambodian/Khmer, need we say more?
