Here is how the money is wasted. What appeal? He killed 20 000 peoples. He needs appear. Give the Cambodians a break. He got enough in the past few times when he showed up in court.
The ECCC is full of bullshits. They have went beyond their scope of responsibility by denied Duch release. Duch safety should not be their concern but the law enforcers. Just make sure he got plenty of body guards and problem solves.
