The list of these companies are non-cambodians nor cambodian government. How do they penetrate into cambodian resource? Did they give money to someone? I wonder how the cambodian benefit from the discovery of these resources? Does the cambodian own any share in the resources?

the government should try to develop the country by fighting corruption, reducing investors' red tap,investing more in energy and infrastructures, raising education standard, improving security etc.. than relying on natural resources for development. natural resources will not last for ever; this is like a grown up man making living from his parents' saving. i don't understand how this government can loud it... it is rather shame.
10:36, Frankly we did fight corruption. Most of the investors red tapes are history, but if you see us overlooked something, we'll welcome your input.
As for energy, didn't you read recently we are looking for investor to support another 2-3 Gigawatts of power generation for the next 10 years or so.
In regard to education, we did most our of part already. Next, we'll have to try to motivate people to learn, and that has been a hell of a challenge here. Let's face fact, if people don't want to learn, it makes no sense to spend anymore money because we don't have enough of that to go around.
And for resources, that is our only quickest way to get us of poverty, and we'll rather waste the resources than wasting human lifes.
And no, we (Khmer) are not ashame of our accomplishments at all because most of us work very hard for our country, and we have been hailed by many NGO like IMF, ADB, World Bank, ..., and some of them were so proud of us that they even wiped out some of our debtd.

Nope, it's impossible to have 0% corruption. A reasonable goal to try to achieve is about 4-5% in the next couple decades, and 2-3% thereafter.
