Prime minister Hun Sen was nominated as the “lifetime parliamentarian” and “famous ambassador of the high commission” of the International Parliament for Safety and Peace (IPSP). Besides these two titles from the IPSP, Hun Sen also received the title of “honorary professor in diplomacy and international cooperation” from the Empresa Real(?) University in Costa Rica bestowed to him on 07 January 2008. Hun Sen declared during the bestowing of these titles that this is not just an honor for himself and his personal family, but it is also an honor for all the Cambodian people. Hun Sen thanked that IPSP and the Empresa Real University for providing him these titles.

Costa Rica abolished its army in 1948, and its borders have never been stronger, according to its former President and Nobel Prize Laureate Arias Sanchez. It is hoped that some day, when he is going to receive that honorary professorship and teach at that country's university, Samdech Hun Sen would get inspired and abolish the Royal Cambodian Armed Forces (RCAF).
There are now some 30 countries with no army. In Haiti most people do not see their army as a force that protects them from aggression. They rather see it as a threat to their personal security. It has violently overthrown democratically elected governments and carried out arbitrary arrests, torture and murders.
Following Costa Rica's example, Haiti has now abolished its army.
Will Cambodia be next to abolish the RCAF?

HUN SEN'S NEW TITLES ACKNOWLEDGED BY RFI
In its program in Khmer on 7 January 2008 (from 7:00 pm to 8:00 pm, Phnom Penh time) broadcast from Paris, Radio France International (RFI) aired the "news" of Cambodian Prime Minister Hun Sen receiving strange new titles (such as "Life Senator", "Ambassador At Large to the World Presidency" and "Honorary Professor of Diplomacy and International Relations") from an unknown institution (the "International Parliament for Safety and Peace"). RFI aired the "news" as it were something very important, i.e. with many (misleading) details, exactly as published by the CPP (see front page article in CPP mouthpiece Rasmei Kampuchea, 8 January 2008). They implied that Hun Sen can now be compared to a Nobel Peace Prize winner! What a big reward for Hun Sen on the CPP "historical" day of 7 January! Why can't RFI be more critical or have a more discerning approach? Do they think that their Cambodian listeners are stupid? Or has Jean-François Tain (RFI Khmer program's director) received money from the CPP?

Dr. Hay, you are a PhD yourself. You shouldn't be asking such a rhetorical question? We're all know what happen if we don't have any military body in Cambodia. What would neighbors do to us? I realized that RCAF is good for Shit! But,their present under the weakling/corrupted force somewhat deterred the neighbors or delayed the border encroachment.
Will their be a change for Khmers that every living souls in Cambodia deserved the rights to be free and pursuit of happiness? Dr. Hay, please write critically. Some of us looked up to you on this forum. DON'T MAKE YOURSELF A LEECH!
Khmer People used to call these king of Diploma "FLYING HORSE Diploma".
This terminology came from Btammbang province in early 1980,
when a restaurant housing prostitutes, put the sign of a Flying horse on the road side to attract clients..

Cambodia needs to reform its army, not to abolish it. When I said reform, I mean: change of the system and structures, and also change of mentality and attitudes.
It doen't mean rotating military personnel from one province to another, like they are doing for the provincial governors and judges.
The current reform has allowed provincial governors to build villa in the province they have move to work there. The more often they move, the more villa they get.
I'm glad to have your responses to the idea of the abolition of armies in the world, including the RCAF.

I have known all along that to change a nation of warriors into a nation of lawyers (as Costa Rica is silently known - when the resources saved from military spending can be used to create a culture of obedience to law)is not popular.
But this unpopularity does not prevent me from thinking out of the box and nurturing a dream (realised in some 30 countries around the world)of a nation of lawyers for Cambodia which has been devasted by its own and other countries'armies.

Dear Dr Lao Mong Hay,
I have suggested longtimes ago since 1989 to put Cambodia as a country of free military Zone and free of warfare amunition Zone.
New Zealand has successfull declared and respected as a nucleair free zone to the world and from the world in 1984 from their architect Former Prime Minister late David Lange. All the big powers such as USA, China and URSS dare not to challenge this small country in the pacific for their dream. But to declare this kind of commitment, NZ has sacrified a lot from their economic benefit, their scientific co-operations and their trades with these powerfull countries. But today, NZ has stood very strong internation recognition for their stand.
Cambodia should also declare this free military Zone for many benefits.
-Excessive spending for their military.
-Avoid military conflict with neigbours countries.
-Avoid bullying from military leaders and from leaders with military back up.
-Prevention Cambodian forests from military leaders destruction.
To protect Cambodia neutrality, security, Cambodia need to be placed under UN watch dog.
