Corruption survey finds little hope for change

The chairman of the CPP’s finance and banking commission has challenged a new corruption survey by Transparency International (TI) that found Cambodians perceive their country to be highly corrupt.

The survey conducted last year and released on February 20 placed Cambodia in the highest corruption category based on the number of respondents claiming to have paid bribes.

Seventy-two percent of Cambodians interviewed in September 2007 by TI said they had bribed a public servant in the previous year, the second highest ranking behind Cameroon of 62 countries surveyed last year. Sixty-one percent of respondents said they did not expect to see a decrease in corruption within the next three years, with 42 percent saying they expect corruption to increase.

Cheam Yeap, chairman of the finance and banking commission for the ruling CPP, said Transparency International had every right to conduct the survey but releasing an assessment of corruption that is not accurate “would affect the honor of our country.”

I think TI should provide evidence of its allegations,” he said. “I agree that there is corruption but it is an individual issue, not the whole country.”

The survey rated the judicial system and police department as the two most corrupt authorities. It said 45 percent of those who had dealings with the legal system and 62 percent of those who had contact with police within the past year admitting paying bribes for services.

The registry and permit department also rated high. TI surveyed 1016 people in four provinces – Battambang, Siem Reap, Kampong Cham and Sihanoukville – and Phnom Penh municipality.

It is a shame for the rulling party! I support the report 100% and thank Transparant International for your great mission to show the fact of Cambodia at the present time.

I really agree with your find-out because i also see the widespead corruption all over Cambodia, mostly committed by the CPP's officials.

My beloved countrymen, Mr. CHEAM YEAP is one of prominent corrupt officials of CPP, who has been preventing the law on corruption from coming out so far.
He doesn't want this law to come out because this CPP group would face trouble.

Now, the national election is drawing near, for our country's sake, please vote the corrupt out and choose the right one who is fitted to be your country's leader.

Hun Sen seems to believe he is the Strongman in Cambodia.In reality,he is a strawman for the rest of his ministers to mock daily

Whenever government is accused of corruption, CPP officials need proof of corruption. Sheep Yeap should understand that there is corruption or not, just look at the official salary and daily expense, then the balance will show that result, not need to investigate.
To find out you have food to eat or not, no need to observe what you eat or how many time you eat per day; but just have blood test to find out nutrition. CPP officials talk the same way as the Khmer Rouge did.

He recognise that only individual, like him, who corrupts not his party or country. I agree with him. Individual corrupts for the party and individual benefit. May be, he can say that individual corrupts for the whole country because individual works the country, representative of the country.

Blind and dumb cannot see and hear of what is happening. It does not have to be Einstein to know that Cambodia is full of corruption.
By state of the nature, corruption is coming from powerful(officials all ranges)but NOT THE POWERLESS.
It is clear that:

1-People urge and buy ranking statuses.

2-Lifestyle of riches and officials (usually they work together- avoiding laws) do not reflect on their low salaries.

At times, they pretend to be generous through social activities and Buddhism.

The world knows that national assetts and resources are almost depleted. It does not take 100 years to realise that.
Quite obvious, these officials do not look beyond what they have.

It is a systematic corruption.
Please stop treating poor cambodians unfairly!!!.

you know what cambodia needs, a strong judiciary branch of gov't to make judge for there are so much disagreement in the parliament. in other words, cambodia needs a strong judge in the supreme court.
