The city of Phnom Penh issued a communiqué, dated 08 February, to owners of motorbike shops in the city to provide 2 helmets for the sale of each motorbike. This communiqué was signed by Kep Chuktema, the governor of Phnom Penh, and it stated that this order is necessary in order to push motorbike users to all use helmets as prescribed in the new traffic law with the goal of reducing life threatening traffic accidents. Meas Chandy, an official with the land traffic safety office of the Belgium Handicap organization, told the Rasmei Kampuchea newspaper on Wednesday, that it is a good thing that the city ordered the motorbike shop owners to provide helmets to motorbike customers. The new traffic law stipulates that drivers of motorbikes, 3-wheeled motorbikes, and motorbikes towing a trailer (tuk-tuk) must wear helmet, and those who refused to wear helmets will be fined by 3,000 riels ($0.75).
