HRP denied authorization to hold public forum (again)

The city of Phnom Penh once again rejected the HRP request to hold a public forum about the rise of the price of gasoline, planned at the Wat Phnom park. The city stated that Wat Phnom is not a location for organizing political events. In December, the HRP asked the city to hold a similar public forum at the park near Phsar Chas, but the city rejected the request also. This time, the HRP asked to use the Wat Phnom park to hold its public forum on 17 February, with the participation of 5,000 people, and this request is again rejected. The city told the HRP to organize this forum at its party headquarters, or in a conference hall with the appropriate seating capacity. The city said that Wat Phnom park is not a place for organizing political forum.

it looks to me like they didn't actually deny the hold of public forum, they just didn't want it at the wat phnom area. have to respect law as well, the major may be worrying about block of traffic or something, i don't know for sure, but it's understandable. just don't create any problem. isn't there a designated area where people can hold debate or forum or what have you?
