Son Chhay: Hun Sen determined to continue violating the Constitution

Son Chhay, MP of Phnom Penh constituency, has said that Prime Minister Hun Sen is determined to continue violating the Constitution by further appointing personal and government advisers in addition to scores of others.

On 18 February, Son Chhay asked Hun Sen to halt appointing his and the government's advisers immediately. It was because the appointment of those people, defecting from various other political parties to the Cambodian People's Party [CPP], as advisers, with the rank of cabinet minister or state secretary, had caused difficulties to the functions of public servants at all the ministries and establishments.

Son Chhay made the request in the wake of Prime Minister Hun Sen wasting national budget on salaries paid to his and the government's advisers while he stated that there was no possibility of increasing wages for public servants, who genuinely served the nation, in line with consumer goods prices at the market.

On 21 February at a foundation stone laying ceremony at a monastery in Kandal Province, Hun Sen, reacting to Son Chhay's call, proclaimed that he would continue to appoint more advisers if there were more defectors from other parties to the CPP. The announcement triggered Son Chhay to charge that Hun Sen continued violating the Constitution.

Son Chhay said, "The prime minister's response indicates that he is determined to continue violating the Constitution. It is because in the national budget that the National Assembly has approved for the government's expenses there is no funds allocated for the appointment of thousands of advisers." He also pointed out that the appointments lured members of other political parties to defect to the CPP.

Son Chhay said, "The prime minister must stop immediately, because further appointment of his and government's advisers at this point will cause the upcoming July election environment to become unfair."

Non-governmental organization officials said that as the political environment dominated economy in Cambodia at present, there was no need to appoint more advisers, whose number was already huge, to either the government or the prime minister.

Hang Puthea, executive director of the Neutral and Impartial Committee for Free and Fair Elections in Cambodia [NICFEC], said, "At present, the political environment weighs heavier than the economic atmosphere. So, in view of this political environment, it is not necessary for the current government to continue appointing myriad advisers." He added, "The appointments of more government or prime ministerial advisers are made because of political situation. Cambodia should not let political aspect further dominate the government work which will affect good governance."

An Economy Ministry official disclosed that the State spend nearly $1 million a month for the salaries paid to the advisers to Prime Minister Hun Sen and to the Royal Government, excluding advisers to the chairmen of the National Assembly and Senate, deputy prime ministers, and king. Some 80 percent of the funds were spent on the advisers sitting around twiddling their thumbs.

Son Chhay said that at present, there were about 1,000 government and prime ministerial advisers. Most of them were traders making use of their positions to do business or to break the law. MP Son Chhay added that some of Hun Sen's advisers did not have any expertise in helping manage the country, making it endowed with good governance and the state of the law, worthy of the large sum of money the State paid them.

While some of the advisers to those having power have been involved in drug trafficking, some others have robbed the citizens of their land.

The exchange of words between Son Chhay and Hun Sen started after the prime minister appointed dignitaries defecting from other parties to the CPP as his or the government's advisers. The appointments have caused some local CPP members to feel displeased with their party leader. It is beyond their belief that he cares for members of other parties who have just joined.

Son Chhay warned Hun Sen to desist from appointing more government and prime ministerial advisers urgently, and he said that the proclamation that Hun Sen made on 21 February was the prime minister's determination to continue violating the Constitution, the supreme law.

It should be pointed out that the prime minister used to warn that he would deploy tanks if anybody dared violate the Constitution, but now it is he who himself has violated the Constitution instead.

It is very unfair that the other CPP peoples get nothing, and yet work for the party since 29 years, from 1979.
We hope that all these new rats who jump in our CPP boat will be framed and be reduce under silence and .. diseappear soon.. cause they are not real CPP believers. We think our PM HS is clever and made already plan about these traitors to their parties, once he has used them... It will be only justice for the rest of real CPP members who are the real base and strong columns or our CPP home. Please CPP members, don't get angry support our wise PM who just do it for our base. Don't worry so much about positions and salary of these new fake members...their fate is not ours who will shine beyond the future...

The price of rats has increased significantly after the fear of bird flu whether it is economically or politically. These rats are only good for the time being until consumer (in this case CPP) finds new tasty meat to satisfy their craving.

According to your last sentence "This is the country of animal justice system.", This is correct, and the leader is also an animal that has little brain to think. You cannot explain like Son Chhay to Hun Sen coz he will never listen. Hun Sen has abused his power for about 30 years or so, and therefore, there is only one way to teach him a lesson. That is Hun Sen must be assassinated. Don't you agree with me?
