It doesn't matter about becoming Cambodian citizen, but the mechanism to integrate them to become Khmer or Cambodian is important.
What we are wondering and it has become true is that: Vietnam only withdrew uniform soldiers, but many Vietnamese civil soldiers are floating throughout Cambodia.
Government should support independent researchers to collect data from those Cambodian-Vietnamese citizens in order to make sure that they have well integrated to become true Cambodians.
In case of Sau Cot or Sok Kong is detrimental to Cambodia, especially the contribution of national economic.
Is it true or false the news that Sok Kong was a main supporter of financial support to Hun Sen in 1997 coup detat?

Cambodia has national constitution and laws. When you come to live in Cambodia, you have to follow the law procedures. As Cambodians go to your country.

They were well-paid for their services, if anyone is still wondering where our national revenues went (and why Cambodians are still poor).

Cambodian peoples are not racist towards any other races especially Vietnam. But repeatedly, the Cambodian violence and social turbulence including atrocity are just the by-products of foreigners who have attempted to control and influence Cambodia.
Currently, Cambodia is not yet a nation-state. The very weak structure of Hun Sen's administration is compared like tribalism or feudalism or merchantilism in the 18th century.
Under Hun Sen's leadership, Cambodia as a nation-state is easily fragile and easily manipulated by evil leaders especially the interference of foreigners.
If you are younger Cambodians, and want to see Cambodia has bright and advanced future, you have to help whatever: change leader, laws reform, or working tirelessly inside Hun Sen's current fragile government to restructure the strong Cambodian nation-state for the future. Those restructuring efforts mainly focus on the strengthening the rule of laws, independence of court, parliament, executive, contribution of fair access to national mass media, alleviate poverty through anti-corruption, cronyism, favoritism, nepotism or patronage etc.
Many other countries have fast developed to other modern style of government system such as neoliberal globalism and egalitarian capitalistic state etc to facilitate well being for their citizens. But Cambodia is still a tribalism leadership led by few so-called elites with the political behavior as a mafia community.

It doesn't matter where our ancestors came from. Most of us are of mixed blood. But the bottom line is that we love Cambodia and Khmers more than anything else. Vietnamese and Chinese are welcome as long as they are willing to integrate fully into Cambodian society. The way that Hun Sen allowed Viets flowing into Cambodia in the millions freely without control and without a policy of assimilation and integration is worrisome. The Viets living in Cambodia must be made to learn Khmer, children must attend Khmer schools, use Khmer names, practise Khmer culture etc. If they can fully integrate then they will be welcomed. Like I said most of us are mixed-blood. But we must love Khmers and Cambodia more than anything else.

We can't force them to give up their language, costumes, customs etc. but we can legislate that anyone who want to live in Cambodia, just like in America, must be willing to integrate and assimilate. They must learn Khmer language, customs- not costumes, culture etc. I saw a Viet VDO showing Viet children in Tonle Sap attend Viet schools there- they have their own schools, I tell you. In Kampuchea Krom Viet forced Khmer Krom to use Viet names- Thach, Son, Danh, Tran etc., and in Thailand Khmers have to use Thai names. In Indonesia and Japan all immigrants changed their names to Indonesian or Japanese names to be treated equally. If Cambodia is to survive, Cambodia must have a mechanism to deal with immigration, especially illegal immigration from neighbouring countries. Otherwise, Cambodia might become another K.Krom or Champa.
