Vice-prime minister and minister of Defense Tea Banh will conduct an official visit in Japan between 04 and 08 March 2008, based on an invitation of the Japanese minister of foreign Affairs. A communiqué issued by the Japanese embassy indicated that during his visit to Japan, Tea Banh will meet with Masahiko Komura, the Japanese minister of Foreign Affairs, and Shigeru Ishiba, the Japanese minister of defense, to exchange on defense and security issues between the two countries, as well as a number of other issues. Furthermore, the Cambodian ministry of Defense delegation will also visit the Japanese Academy of National Defense, and various other Japanese national defense institutions.

JP is not really good at English. Their accent is so weird, so Tea Banh can talk to them slowly, but correctly.
If they say May be, it can be NO. If they say Yes it can be May be. They never say NO,I guess.
