Based on an invitation by PEN International, Mr. Hang Chakra, the editor-in-chief of the “Khmer Machas Srok” and the “Nationalist Khmer Voice” newspaper, will depart to Tokyo on 23 September.

During his mission in Tokyo during 24-30 September, Mr. Hang Chakra will meet with university professors and journalists to discuss on a number of work issues in order to increase the cooperation between Cambodian and International journalists. He will return back to Cambodia on 01 October.

Emperor Akihito and Empress Michiko met with Cambodian King Norodom Sihamoni at the Imperial Palace on Monday.

Sihamoni, a son of Norodom Sihanouk, who abdicated in October 2004, is making the first state visit to Japan by a Cambodian king since its monarchy was restored in 1993, the Imperial Household Agency said.

Ahead of the meeting, an event to welcome the 56-year-old king was held at a garden in the palace attended by the Imperial Couple, Crown Prince Naruhito and his brother, Prince Akishino, and his wife, and Prime Minister Yukio Hatoyama and his wife, Miyuki.

The Cambodian king was scheduled to attend a banquet hosted by the Emperor and Empress in the evening, as well as a luncheon hosted by Hatoyama and his wife Tuesday. He will visit Kyoto on Wednesday before returning home Thursday.

TOKYO — Japan's Emperor Akihito and Empress Michiko hosted a welcoming ceremony and banquet for Cambodian King Norodom Sihamoni at their Imperial Palace Monday, officials said.

King Sihamoni, the 57-year-old eldest son of former king Norodom Sihanouk, arrived in Tokyo on Sunday on his first state visit to Japan, for meetings with Japanese royals and political leaders, the Imperial Household Agency said.

He is scheduled to hold talks with Prime Minister Yukio Hatoyama on Tuesday.

One of Asia's longest-serving monarchs, Sihanouk abruptly quit the throne in October 2004 in favour of his son, citing old age and health problems.

At the welcoming ceremony, Emperor Akihito expressed hope that the king's visit would help enhance the friendly relations and understanding between the two countries, the agency said.

The ceremony in a garden at the palace was attended by the emperor and empress, Crown Prince Naruhito and his brother Prince Akishino and his wife, as well as Prime Minister Hatoyama and his wife, Miyuki, the agency said.

In a speech at the royal banquet, King Sihamoni said Japan-Cambodia cooperation would "help expand stability for the region and the world to develop further," the agency said.

TOKYO — Cambodian King Norodom Sihamoni arrived in Tokyo Sunday for his first state visit to Japan, where he will meet the Japanese royals and the prime minister.

Sihamoni will meet Emperor Akihito and Empress Michiko on Monday at the start of his five-day visit, Cambodian foreign ministry spokesman Koy Kuong told AFP.

"The state visit by the king to Japan will strengthen the relationship and cooperation between the two countries," he said.

Prime Minister Yukio Hatoyama will hold talks with Sihamoni on Tuesday.

Hun Sen in Tokyo To Discuss Mekong Development

Prime Minister Hun Sen left for Tokyo on Thursday, for discussions with one of the nation’s top donors about development within the region.

Japan is hosting a two-day summit between Mekong countries, starting Friday, to discuss development of infrastructure, human resources and others, officials said.

Sri Thamrong, an adviser to Hun Sen, said the summit will also focus on “natural disasters, disaster management, climate change, environmental protection and the prevention of infectious diseases, “as well as development and stability in the region.”

The Japan-Mekong Region Partnership Program seek to expand Japan’s assistance to Cambodia, Laos and Vietnam, as well as the region overall, over the next three years, totaling $40 million.

Mekong countries include Burma, Cambodia, Laos, Thailand and Vietnam.

Before departing, Hun Sen told a group of editors from Japan’s Kyodo news service that Tokyo had played a key role in peace development in Cambodia and economic development in the region.

Overall, Japan has contributed more than $1.7 billion in aid to Cambodia.

Cambodian PM to attend first Mekong-Japan summit in Japan

PHNOM PENH, Oct. 30 (Xinhua) -- Cambodia's Prime Minister Hun Sen will lead a high delegation to participate in the first Mekong-Japan Summit from Nov. 6 to 7, 2009 in Tokyo, Japan, according to a statement released by the Cambodian Foreign Ministry on Friday.

The statement said the delegation will include Deputy Prime Minister and Foreign Minister Hor Namhong and Cham Prasidh, senior minister and Minister of Commerce.

"This forthcoming summit clearly demonstrates the political commitment at the highest level of the Mekong countries and Japan for a comprehensive development of the Mekong region, including management of the Mekong River," the statement said.

During his stay in Japan, Hun Sen will be received in the Royal Audience by His Imperial Highness Crown Prince Naruhito at his Royal Palace, meet Takahiro Yokomichi, speaker of the House of Representatives of Japan, Eda Satsuki, president of the House of Councilors, and also hold a bilateral meeting with Hatoyama Yukio, Prime Minister of Japan.

The statement said at the end of the summit, Hun Sen will attend a joint press conference and signing ceremony on the Tokyo Declaration on a "New Partnership for the Common Flourishing Future" between Japan and the Mekong region countries, appended with the Japan-Mekong Action Plan.

Young Leaders Prepare for Japan Exchange

A delegation of 20 young political leaders will join others from Mekong regional countries Burma, Laos, Thailand and Vietnam, in a visit to Japan next week.

The delegation, led by National Assembly lawmaker Ly Narun, will visit March 3 to March 12, in what Yone Zawa, first secretary of the Japanese Embassy, said was a first for young Cambodian parliamentarians.

“The purpose of this visit is to promote the exchange of views and experiences among young political leaders in Japan and Mekong countries for future cooperation,” Zawa said.

Pen Sangha, a lawmaker for the Norodom Ranariddh Party, which has three seats in the Assembly, said the purpose of the visit was to gain experience from Japanese for Cambodia’s younger parliamentarians.

Funcinpec lawmaker Heng Hak Lim said he was “proud” to visit Japan, to learn experiences “to correct my country’s politics.”

The program is based on a plan by Shinzo Abe, Japan’s former prime minister, and will eventually bring 6,000 young political leaders to Japan, from countries as far as Australia, India, New Zealand, and Southeast Asia.

Ishiba offers Japan's support for Cambodia's peacekeeping operations

TOKYO — Defense Minister Shigeru Ishiba told his Cambodian counterpart Tea Banh during their meeting on Wednesday that Japan is ready to help the Cambodian military in its involvement in U.N. peacekeeping operations, Japanese officials said.

"If there is anything Japan can do to support it, we are willing to do so," Ishiba was quoted as telling Cambodia's national defense minister, who doubles as deputy prime minister. But he did not elaborate on what kind of assistance he meant.

A communiqué issued by the Japanese embassy indicated that during his visit to Japan, Tea Banh will meet with Masahiko Komura, the Japanese minister of Foreign Affairs, and Shigeru Ishiba, the Japanese minister of defense, to exchange on defense and security issues between the two countries, as well as a number of other issues. Furthermore, the Cambodian ministry of Defense delegation will also visit the Japanese Academy of National Defense, and various other Japanese national defense institutions.
